QX通信公司物資采購(gòu)風(fēng)險(xiǎn)管理研究

【摘要】:我國(guó)通信技術(shù)已從最初的2G時(shí)代,經(jīng)歷了3G、4G的更新迭代進(jìn)入了以云計(jì)算和物聯(lián)網(wǎng)為主的信息技術(shù)時(shí)代。信息技術(shù)高速發(fā)展依托于通信基礎(chǔ)設(shè)施的不斷完善,因此對(duì)通信物資設(shè)備的采購(gòu)產(chǎn)生了大量需求,而通信物資設(shè)備的采購(gòu)有較強(qiáng)的專(zhuān)業(yè)性和及時(shí)性,在采購(gòu)計(jì)劃、技術(shù)要求、供方選擇等方面存在的風(fēng)險(xiǎn)復(fù)雜多變,對(duì)最終的采購(gòu)結(jié)果產(chǎn)生較大的影響。因此通信物資設(shè)備采購(gòu)占有舉足輕重的地位,QX通信公司的物資采購(gòu)風(fēng)險(xiǎn)管理尤其具有研究的價(jià)值和意義。以QX通信公司物資采購(gòu)為研究對(duì)象,分析其采購(gòu)風(fēng)險(xiǎn)管理。運(yùn)用WBS(Work Breakdown Structure)分解法將采購(gòu)劃分為三個(gè)階段,并根據(jù)實(shí)際的工作流程梳理出了QX公司的物資采購(gòu)流程圖;從采購(gòu)物資和采購(gòu)管理兩個(gè)方面對(duì)QX通信公司的物資采購(gòu)特點(diǎn)進(jìn)行分析并進(jìn)行了匯總和總結(jié)。在對(duì)QX通信公司物資采購(gòu)現(xiàn)狀及特點(diǎn)進(jìn)行分析的基礎(chǔ)上,從采購(gòu)實(shí)施前、采購(gòu)實(shí)施中和采購(gòu)實(shí)施后等三個(gè)階段指出其所面臨的計(jì)劃風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、供方選擇風(fēng)險(xiǎn)、合同風(fēng)險(xiǎn)、驗(yàn)收風(fēng)險(xiǎn)、結(jié)算風(fēng)險(xiǎn)等6項(xiàng)主要風(fēng)險(xiǎn),并根據(jù)QX通信公司具體情況對(duì)其風(fēng)險(xiǎn)來(lái)源及成因進(jìn)行具體分析。在物資采購(gòu)及風(fēng)險(xiǎn)管理等相關(guān)理論的指導(dǎo)下,結(jié)合QX通信公司所面臨的具體風(fēng)險(xiǎn)構(gòu)建其物資采購(gòu)風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法確定QX通信公司物資采購(gòu)評(píng)價(jià)模型,選取業(yè)內(nèi)專(zhuān)家對(duì)評(píng)價(jià)指標(biāo)權(quán)重進(jìn)行賦值,并建立風(fēng)險(xiǎn)矩陣對(duì)QX通信公司物資采購(gòu)風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),得出計(jì)劃風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、供方選擇風(fēng)險(xiǎn)等三個(gè)風(fēng)險(xiǎn)出現(xiàn)頻率相對(duì)較高,風(fēng)險(xiǎn)較大。從而制定了各個(gè)風(fēng)險(xiǎn)因素適宜采取的風(fēng)險(xiǎn)控制策略,如建立物資編碼數(shù)據(jù)庫(kù)、完善審批流程、建立往來(lái)供應(yīng)商評(píng)價(jià)體系等策略。以降低QX通信公司的物資采購(gòu)風(fēng)險(xiǎn),提升物資采購(gòu)效率,優(yōu)化物資采購(gòu)流程,提高QX通信公司的可持續(xù)發(fā)展力和競(jìng)爭(zhēng)力。
[Abstract]:The communication technology of our country has gone through the update iteration of 3G / 4 from the initial 2G era to the information technology era which is mainly cloud computing and Internet of things. The rapid development of information technology depends on the continuous improvement of communication infrastructure, so there is a large demand for the procurement of communication materials and equipment, and the procurement of communication materials and equipment has a strong professionalism and timeliness, in the procurement plan, technical requirements, The risk of supplier selection is complex and changeable, which has a great influence on the final purchasing result. Therefore, the purchase of communication materials and equipment plays an important role in the risk management of QX communication company's material procurement, especially has the value and significance of research. Taking the material purchase of QX communication company as the research object, this paper analyzes the purchasing risk management of QX communication company. WBS (work Breakdown structure) decomposition method is used to divide purchasing into three stages, and the material purchase flow chart of QX company is sorted out according to the actual work flow. This paper analyzes and summarizes the material purchasing characteristics of QX Communication Company from the aspects of purchasing materials and purchasing management. Based on the analysis of the current situation and characteristics of material procurement in QX Communication Company, the paper points out the planning risk, technical risk, supplier selection risk and contract risk before, during and after the implementation of procurement. Acceptance risk, settlement risk and other six main risks, and according to the specific situation of QX communication company, the origin and causes of the risk are analyzed in detail. Under the guidance of material purchase and risk management theory, combined with the specific risk faced by QX communication company, the paper constructs its material procurement risk evaluation index system, and uses AHP to determine the material procurement evaluation model of QX communication company. Select the industry experts to assign the evaluation index weight, and establish a risk matrix to evaluate the QX communication company material procurement risk. The results show that the three risks are relatively high frequency, such as planning risk, technical risk, supplier selection risk, etc. The risk is high. Therefore, the appropriate risk control strategies for various risk factors are formulated, such as establishing material coding database, perfecting the approval process, and establishing the evaluation system of suppliers. In order to reduce the risk of material procurement, improve the efficiency of material procurement, optimize the material procurement process, and improve the sustainable development and competitiveness of QX communication company.
