中國電信業(yè)公益性變化及社會價值創(chuàng)造研究

【摘要】:電信業(yè)作為國家的基礎(chǔ)行業(yè),一直承擔著國民經(jīng)濟發(fā)展和社會信息化建設的重要任務,其自身的發(fā)展越來越融入經(jīng)濟社會發(fā)展中。作為一個與經(jīng)濟生活密切相關(guān)的支柱行業(yè),電信業(yè)承擔著為每個公民提供通信普遍服務的職責。經(jīng)過這些年的電信業(yè)改革,國有企業(yè)本身所具有的社會與經(jīng)濟雙重職能,使其存有公益性與競爭性的雙重形態(tài)。電信企業(yè)作為央企,需要承擔一定的社會責任,同時,電信企業(yè)又作為上市企業(yè),需要承擔一定的市場責任,如何平衡電信企業(yè)在經(jīng)濟發(fā)展中的社會責任和市場責任具有十分重要的作用。 目前對電信業(yè)的公益性測算和社會價值創(chuàng)造評估的研究還相對較少,特別是對如何測量電信行業(yè)公益性?如何度量電信行業(yè)公益性價值?以及公益性價值水平是否影響社會價值創(chuàng)造?這些都是分析電信業(yè)公益性成分和電信企業(yè)雙重形態(tài)特征的關(guān)鍵問題。因此,本文將研究對象聚焦在電信業(yè)公益性變化和電信業(yè)價值創(chuàng)造上,對電信業(yè)公益性水平進行定量分析,對電信業(yè)價值創(chuàng)造因素進行價值評估。 在歷年國家統(tǒng)計數(shù)據(jù)的基礎(chǔ)上,本文測算了中國電信市場改革的公益性變化,同時,在問卷調(diào)查的基礎(chǔ)上,運用因果研究和結(jié)構(gòu)方程模型考察電信價值水平與社會價值創(chuàng)造之間的關(guān)系。 本文研究的主要結(jié)論包括以下三點: 一.自2004年以來,中國電信市場經(jīng)歷了2個持續(xù)的市場公益性增進過程,平均公益指數(shù)達到0.70以上,這意味著中國電信市場的改革至少取得了最大化上的成功。從電信市場的產(chǎn)量和利潤來看,中國電信市場至少取得了經(jīng)濟效益上的巨大成功;從消費者福利方面來看,七年間消費者福利從712億元增長到1552億元,人們?nèi)罕姭@得了巨大的增長福利;從社會外在效益方面來看,電信業(yè)作為國家基礎(chǔ)產(chǎn)業(yè),對其他部門和社會產(chǎn)生了巨大的推動和帶動作用,間接作用效果達到2.52倍。 二.結(jié)合理論分析和文獻來源,本研究搜集電信業(yè)公益性價值水平的初始項目,最后選取8個條目分別隨機排列,構(gòu)成初始的公益性價值水平問卷。通過對121名四川通信管理局的工作人員進行預試問卷調(diào)查,并對搜集的數(shù)據(jù)進行項目分析和探索性因子分析,最后形成6個條目的公益性價值水平正式調(diào)查問卷。 本研究隨后對389名來自5個不同機構(gòu)的員工進行問卷調(diào)查。并將這些有效樣本隨機分半,一半用于探索性因素分析(n=195),一半樣本用于驗證性因素分析(n=194)。探索性因素分析表明問卷為兩維結(jié)構(gòu),累計解釋方差為72.16%,并支持預試的兩因素模型。而驗證性因子分析表明,預試和探索性因素分析提出的公益性價值水平兩維結(jié)構(gòu)滿足統(tǒng)計要求,并且擬合相對更好。本研究將公益性價值水平的兩維結(jié)構(gòu)分別命名為:消費者公益水平和社會外在公益水平。 三.本研究對389名來自5家不同機構(gòu)的人員進行問卷調(diào)查,并使用結(jié)構(gòu)方程技術(shù)分別考察了電信業(yè)價值水平四個維度對社會價值創(chuàng)造水平的影響。研究結(jié)果表明:“功能價值”和“公益性價值”正向影響社會價值創(chuàng)造水平,并且,“價值共享”分別調(diào)節(jié)了價值評估水平對社會價值創(chuàng)造的影響。“空間價值”與“成本價值”對社會價值創(chuàng)造有無顯著影響主要看研究對象的發(fā)展狀況特征。除了功能價值和公益性價值外,語音服務還能夠在空間價值和成本價值兩個方面具有社會創(chuàng)造價值,而寬帶服務能夠在空間價值方面具有社會創(chuàng)造價值,信息化服務能夠在成本價值方面具有社會價值創(chuàng)造。語音服務、寬帶服務和信息化服務三個模型的社會價值創(chuàng)造水平因子解釋度都超過了65%。結(jié)果滿足了因變量R2最小60%的要求。 研究結(jié)論表明,電信改革進一步發(fā)展的背景下,不僅行業(yè)改革帶來的市場公益性具有十分重要的價值,而且公益性也在消費者價值感知水平上對社會價值創(chuàng)造水平具有顯著的因果效應,最終基于電信公益性的社會價值創(chuàng)造模型能夠更加清晰地解析社會價值創(chuàng)造行為。 具體而言,本論文存在以下四個創(chuàng)新點: 一.提出了行業(yè)公益性測算標準—公益性指數(shù),并創(chuàng)建了電信業(yè)社會價值創(chuàng)造水平模型。 二.提出了聯(lián)合價值評估方法,通過該交叉測量方法,驗證價值評估對社會價值創(chuàng)造的影響。 三.編制了電信業(yè)公益性價值水平二維測量量表。 四.針對電信行業(yè)進行了公益性變化測量以及社會價值創(chuàng)造研究,為其他國有行業(yè)的公益性分析提供了重要的參考價值。
[Abstract]:The telecommunication industry, as the basic industry of the country, has been undertaking the important task of the development of national economy and the construction of social information. Its own development is becoming more and more integrated into the economic and social development. As a pillar industry closely related to the economic life, the telecommunication industry bears the responsibility of providing the universal service for every citizen. The telecommunications industry reform in the year, the dual functions of the social and economic functions of the state-owned enterprises themselves, make it double the dual form of public welfare and competitiveness. As a central enterprise, the telecom enterprises need to bear certain social responsibilities. At the same time, the telecom enterprises, as the listed enterprises, need to bear certain market responsibilities and balance the telecom enterprises in economic development. Developing social responsibilities and market responsibilities play a very important role.
At present, there are relatively few studies on the measurement of the public welfare of the telecommunication industry and the evaluation of social value creation, especially how to measure the public welfare of the telecommunication industry, how to measure the public welfare value of the telecommunication industry and whether the public welfare value affects the creation of the social value, which are all divided into the dual form of the public welfare of the telecommunication industry and the telecom enterprise Therefore, this paper focuses on the public welfare change and the value creation of telecom industry, and makes a quantitative analysis on the public welfare level of the telecom industry, and makes a value evaluation on the value creation factors of the telecom industry.
On the basis of the national statistical data of the past years, this paper calculates the public welfare changes of the China Telecom market reform. At the same time, on the basis of the questionnaire survey, the relationship between the telecom value level and the social value creation is investigated by using the causality research and the structural equation model.
The main conclusions of this study include the following three points:
1. Since 2004, the China Telecom market has experienced 2 continuous market public welfare enhancement processes, with an average public interest index of more than 0.70, which means that the China Telecom market reform has at least achieved maximum success. From the output and profit of the telecom market, the China Telecom market has achieved at least a huge economic benefit. From the consumer welfare aspect, the consumer welfare in seven years has increased from 71 billion 200 million yuan to 155 billion 200 million yuan, and the people have gained a huge increase in welfare. From the social external benefits, the telecommunications industry, as the national basic industry, has produced a huge impetus and impetus to other departments and society, and the effect of indirect effect reached 2.. 52 times.
Two. Combining the theoretical analysis and literature sources, this study collects the initial projects of the public welfare value of the telecommunications industry, and finally selects 8 items randomly arranged to form the initial public welfare value questionnaire. Through the pre test investigation of 121 Sichuan communications administration staff, and the analysis of the collected data in the project analysis. And exploratory factor analysis, and finally formed 6 items of public interest level formal questionnaire.
The study then conducted a questionnaire survey of 389 employees from 5 different institutions. Half of these effective samples were randomly assigned to exploratory factor analysis (n=195) and half of the samples were used for confirmatory factor analysis (n=194). Exploratory factor analysis showed that the questionnaire was two dimensional structure, the cumulative variance was 72.16%, and two of the pre test was supported. In this study, 389 people from 5 different institutions were investigated, and the effects of the four dimensions of telecom value on the level of social value creation were examined by structural equation technology. The results showed that "functional value" and "public welfare value" were positively affecting the level of social value creation, and "price". The conclusion shows that, under the background of the further development of telecom reform, not only the market public interest of the industry reform is of great value, but the public welfare has a significant causality effect on the level of social value creation on the level of consumer value perception, and the social value creation model based on the telecommunication public welfare is more effective. A clear interpretation of social value creation.
Specifically, there are four innovations in this thesis.
First, put forward the industry public welfare measurement standard - the public welfare index, and created the telecommunications industry social value creation level model.
Two. A joint value assessment method is proposed to verify the impact of value assessment on social value creation through the cross measurement method.
Three. The two-dimensional measurement scale of public utility value of telecommunications industry was compiled.
Four. The survey of public welfare changes and social value creation for the telecommunications industry has provided important reference value for the analysis of public welfare in other state-owned industries.
