【摘要】：互聯(lián)網(wǎng)的發(fā)展給整個(gè)國(guó)家、社會(huì)帶來(lái)了深刻影響，也給執(zhí)政黨的建設(shè)帶來(lái)了一個(gè)全新的課題。網(wǎng)絡(luò)監(jiān)督已成為一種不可忽視的社會(huì)現(xiàn)實(shí)的存在，也成為新時(shí)期執(zhí)政黨加強(qiáng)反腐倡廉建設(shè)的一個(gè)重要渠道。它是現(xiàn)代民主政治條件下公民政治參與的表現(xiàn)，也是新媒體時(shí)代群眾監(jiān)督的一種重要方式和重要途徑。同時(shí)，網(wǎng)絡(luò)監(jiān)督是我們國(guó)家和社會(huì)文明進(jìn)步的一個(gè)重要標(biāo)志，是新時(shí)期信息化浪潮迅速推進(jìn)的產(chǎn)物，更是與民眾主人翁意識(shí)高度覺(jué)醒的必然結(jié)果。本文運(yùn)用辯證唯物主義與歷史唯物主義的研究方法，從加強(qiáng)執(zhí)政黨反腐倡廉建設(shè)的角度對(duì)網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用進(jìn)行現(xiàn)實(shí)考察，并對(duì)網(wǎng)絡(luò)監(jiān)督存在的一些困境進(jìn)行原因分析，進(jìn)而提出完善網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用方面的對(duì)策。 在緒言部分中，闡明了選題的意義，并對(duì)現(xiàn)有的相關(guān)研究成果進(jìn)行了梳理與總結(jié)，介紹了本文的邏輯結(jié)構(gòu)、研究方法及創(chuàng)新點(diǎn)與不足。 在第一章中，針對(duì)網(wǎng)絡(luò)監(jiān)督相關(guān)問(wèn)題，闡釋了一些基本概念如監(jiān)督、網(wǎng)絡(luò)技術(shù)及網(wǎng)絡(luò)監(jiān)督，分析了網(wǎng)絡(luò)監(jiān)督的載體、特點(diǎn)、原則。指出，網(wǎng)絡(luò)監(jiān)督的實(shí)質(zhì)就是現(xiàn)代民主政治下的公民政治參與、現(xiàn)代信息技術(shù)條件下的群眾監(jiān)督。網(wǎng)絡(luò)監(jiān)督能降低反腐敗的監(jiān)督成本，提高民眾政治參與意識(shí)，優(yōu)化反腐倡廉的政治生態(tài)環(huán)境，遏制腐敗文化的流行，促進(jìn)先進(jìn)廉政文化的宣傳推廣，緩解社會(huì)不滿情緒，有助維護(hù)社會(huì)穩(wěn)定等 在第二章中，對(duì)網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用進(jìn)行了現(xiàn)實(shí)考察。網(wǎng)絡(luò)已經(jīng)成為輿論監(jiān)督的重要陣地，網(wǎng)絡(luò)監(jiān)督也為反腐敗開(kāi)辟了一個(gè)新的通道，并成為民眾參與反腐敗的一個(gè)重要途徑。但是網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用發(fā)揮呈現(xiàn)不平衡狀態(tài)，包括網(wǎng)絡(luò)監(jiān)督主體的發(fā)展、網(wǎng)絡(luò)監(jiān)督對(duì)象的范圍、網(wǎng)絡(luò)監(jiān)督載體的選擇等的發(fā)展不平衡。網(wǎng)絡(luò)監(jiān)督易產(chǎn)生人治型反腐的傾向，沖擊傳統(tǒng)法治型反腐的制度依賴，影響傳統(tǒng)反腐運(yùn)作模式，沖擊傳統(tǒng)反腐部門的獨(dú)立性與公正性，，這對(duì)傳統(tǒng)制度反腐的提出了嚴(yán)峻挑戰(zhàn)。同時(shí)，網(wǎng)絡(luò)監(jiān)督在反腐敗中遭遇制度困境，如，信息的倫理、傳播、真實(shí)性困境。本章中還對(duì)網(wǎng)絡(luò)監(jiān)督在反腐敗中的群體極化現(xiàn)象的特點(diǎn)與趨勢(shì)進(jìn)行分析，并得出這種極化現(xiàn)象亟待引導(dǎo)的結(jié)論。 在第三章中，主要是對(duì)網(wǎng)絡(luò)監(jiān)督在反腐敗中遭遇困境的原因進(jìn)行分析。第一，網(wǎng)絡(luò)原因。網(wǎng)絡(luò)的虛擬性、交互性、即時(shí)性、開(kāi)放性等給網(wǎng)絡(luò)監(jiān)督帶來(lái)了挑戰(zhàn)及網(wǎng)絡(luò)文化建設(shè)的欠缺。在網(wǎng)絡(luò)文化中，包括游戲主義、自由主義、技術(shù)主義等都在不同程度上影響網(wǎng)絡(luò)監(jiān)督的作用發(fā)揮。網(wǎng)絡(luò)中的各種多元、開(kāi)放的文化對(duì)于網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用的發(fā)揮提出了諸多的挑戰(zhàn)。對(duì)于網(wǎng)絡(luò)監(jiān)督有重大影響的主要有自由主義、無(wú)政府主義等引起的語(yǔ)言暴力、宣泄、反抗等網(wǎng)絡(luò)暴力行為。第二，制度原因。網(wǎng)絡(luò)監(jiān)督缺乏完善的制度支撐，網(wǎng)絡(luò)監(jiān)督與制度反腐之間缺乏鏈接，民眾政治參與的溝通機(jī)制、管理機(jī)制及監(jiān)督機(jī)制的不完善。第三，思想認(rèn)識(shí)上的原因，包括法律意識(shí)薄弱、道德意識(shí)淡漠、利益意識(shí)的驅(qū)動(dòng)等。 在第四章中，主要是針對(duì)網(wǎng)絡(luò)監(jiān)督的現(xiàn)狀，對(duì)完善網(wǎng)絡(luò)監(jiān)督在反腐敗中的作用提出一些對(duì)策。第一，加強(qiáng)網(wǎng)絡(luò)監(jiān)督的制度建設(shè)。要加強(qiáng)網(wǎng)絡(luò)立法，完善網(wǎng)絡(luò)管理，健全反腐倡廉網(wǎng)絡(luò)信息舉報(bào)、受理機(jī)制。第二，加強(qiáng)網(wǎng)絡(luò)監(jiān)督與其他監(jiān)督方式的結(jié)合。主要是堅(jiān)持網(wǎng)絡(luò)監(jiān)督與體制內(nèi)監(jiān)督的結(jié)合、堅(jiān)持網(wǎng)絡(luò)監(jiān)督與傳統(tǒng)媒體監(jiān)督的結(jié)合、堅(jiān)持網(wǎng)絡(luò)監(jiān)督與傳統(tǒng)群眾監(jiān)督的結(jié)合。第三，加強(qiáng)執(zhí)政黨對(duì)網(wǎng)絡(luò)監(jiān)督的引導(dǎo)。要加強(qiáng)反腐倡廉的網(wǎng)絡(luò)文化建設(shè)、積極營(yíng)造反腐敗的社會(huì)氛圍、完善民眾政治參與的溝通、管理和監(jiān)督機(jī)制。第四，正確認(rèn)識(shí)與處理網(wǎng)絡(luò)監(jiān)督在反腐敗中公民知情權(quán)與隱私權(quán)、政務(wù)公開(kāi)與黨政機(jī)密保護(hù)、網(wǎng)絡(luò)監(jiān)督在反腐敗中的成本與效率、網(wǎng)絡(luò)民意與現(xiàn)實(shí)民意、言論自由與網(wǎng)絡(luò)管制的關(guān)系。 在結(jié)束語(yǔ)部分中，展望了網(wǎng)絡(luò)監(jiān)督的未來(lái)發(fā)展及其在反腐敗中的作用。從中國(guó)的實(shí)際情況看，網(wǎng)絡(luò)監(jiān)督的未來(lái)發(fā)展具有廣闊的發(fā)展空間，網(wǎng)絡(luò)監(jiān)督也將繼續(xù)在反腐敗中發(fā)揮重要作用。我們應(yīng)該在堅(jiān)持黨的領(lǐng)導(dǎo)的前提下，依法完善網(wǎng)絡(luò)監(jiān)督，充分發(fā)揮網(wǎng)絡(luò)監(jiān)督在反腐倡廉建設(shè)中的作用
[Abstract]:The development of Internet has brought profound influence to the whole country and society and brought a brand - new task to the construction of the ruling party .

In the introduction part , the significance of the topic selection is clarified , and the related research results are summarized and summarized , and the logical structure , the research method and the innovation point and deficiency of this paper are introduced .

In the first chapter , some basic concepts such as supervision , network technology and network supervision are explained for network supervision , and the carrier , characteristics and principles of network supervision are analyzed . It is pointed out that the essence of network supervision is the citizen ' s political participation in modern democratic politics and the mass supervision under the conditions of modern information technology .
