【摘要】：目前,我國(guó)面臨著嚴(yán)重的環(huán)境、能源和資源的壓力,工業(yè)產(chǎn)業(yè)也存在一些相應(yīng)的問題。隨著科學(xué)技術(shù)日益發(fā)展,想要在世界當(dāng)中占據(jù)一席之地,就要不斷地提高自身的綜合國(guó)力,緊跟時(shí)代的變化腳步,對(duì)信息技術(shù)進(jìn)行開發(fā)研究和利用,不斷地發(fā)展高科技。我國(guó)應(yīng)當(dāng)看清世界發(fā)展趨勢(shì),認(rèn)識(shí)到信息技術(shù)對(duì)未來社會(huì)經(jīng)濟(jì)所起到的影響作用,以此來推動(dòng)中國(guó)可持續(xù)發(fā)展戰(zhàn)略的實(shí)施。為此,我國(guó)提出將工業(yè)化與信息化進(jìn)行深度融合,建設(shè)具有中國(guó)特色社會(huì)主義的市場(chǎng)經(jīng)濟(jì),發(fā)展具有中國(guó)特色的工業(yè)化,促進(jìn)社會(huì)經(jīng)濟(jì)水平以及人民生活質(zhì)量的提高。兩化深度融合,已經(jīng)越來越多的成為我國(guó)進(jìn)行產(chǎn)業(yè)建設(shè)關(guān)注點(diǎn)和著力點(diǎn)。黨的十七大期間,我國(guó)已經(jīng)提出了兩化融合的概念,即工業(yè)化與信息化融合,以工業(yè)化促進(jìn)信息化、以信息化帶動(dòng)工業(yè)化,開展新的工業(yè)化道路。在兩化融合的基礎(chǔ)上,黨的十七大五中全會(huì)提出了“推動(dòng)信息化和工業(yè)化深度融合,加快經(jīng)濟(jì)社會(huì)各領(lǐng)域信息化”的戰(zhàn)略目標(biāo)。目前,推動(dòng)兩化深度融合已經(jīng)成為我國(guó)各省份、各地區(qū)推進(jìn)工業(yè)發(fā)展、帶動(dòng)經(jīng)濟(jì)增長(zhǎng)的重心和主要著力點(diǎn),吉林省作為東北重要的工業(yè)基地,更應(yīng)該高度重視兩化深度融合,加快兩化深度融合的腳步。本文通過對(duì)國(guó)內(nèi)、外信息化與工業(yè)化深度融合的理論研究和實(shí)踐經(jīng)驗(yàn)進(jìn)行詳細(xì)分析,從中提煉信息化與工業(yè)化融合發(fā)展的內(nèi)涵和要義,探究可以遵循和借鑒的范式�；趪�(guó)家及吉林省“十三五”信息化發(fā)展規(guī)劃、中國(guó)制造2025戰(zhàn)略框架,采用文獻(xiàn)調(diào)研法、比較分析法、問卷調(diào)查法和系統(tǒng)分析法,結(jié)合吉林省信息化與工業(yè)化融合的當(dāng)前現(xiàn)狀,深入挖掘吉林省兩化深度融合過程中所存在的問題和瓶頸,剖析吉林省兩化深度融合的宏觀環(huán)境,綜合各方面因素和相關(guān)理論,對(duì)吉林省開展兩化深度融合進(jìn)行總體規(guī)劃。并從產(chǎn)業(yè)角度,選取了吉林省幾個(gè)重點(diǎn)支柱產(chǎn)業(yè)如汽車產(chǎn)業(yè)、石油化工產(chǎn)業(yè)和醫(yī)療產(chǎn)業(yè)等,對(duì)其兩化深度融合開展的模式進(jìn)行分析。從技術(shù)融合、產(chǎn)品融合、業(yè)務(wù)融合和產(chǎn)業(yè)融合四個(gè)方面對(duì)每個(gè)產(chǎn)業(yè)進(jìn)行層次分析,參照各個(gè)產(chǎn)業(yè)過去“十二五”期間兩化深度融合所達(dá)到成就以及國(guó)家和吉林省發(fā)布的相關(guān)指導(dǎo)文件,在此基礎(chǔ)上確定各個(gè)產(chǎn)業(yè)兩化深度融合每個(gè)層次所應(yīng)采用的模式。本文主要基于產(chǎn)業(yè)角度探尋吉林省兩化深度融合的新型發(fā)展模式,從創(chuàng)新推動(dòng)兩化深度融合機(jī)制、增加財(cái)政支持力度、建立典型示范工程和注重人才培養(yǎng)等多個(gè)方面為我省信息化與工業(yè)化深度融合的發(fā)展模式提供理論基礎(chǔ)和可行措施,使吉林省工業(yè)化和信息化的發(fā)展能夠更好地適應(yīng)當(dāng)前社會(huì)發(fā)展的新方向,保障經(jīng)濟(jì)持續(xù)穩(wěn)定的良性發(fā)展。
[Abstract]:At present, China is faced with serious environmental, energy and resource pressure, industrial industry also has some corresponding problems. With the development of science and technology, if we want to occupy a place in the world, we must constantly improve our comprehensive national strength, keep up with the changing pace of the times, develop and study information technology and develop high technology. In order to promote the implementation of China's sustainable development strategy, China should clearly understand the world development trend and realize the influence of information technology on the future social economy. Therefore, our country proposes to combine industrialization with informationization, to build a socialist market economy with Chinese characteristics, to develop industrialization with Chinese characteristics, and to promote the improvement of social economic level and the quality of life of the people. The deep integration of the two systems has become the focus and focus of industrial construction in China. During the 17th National Congress of the Communist Party of China (CPC), China has put forward the concept of the integration of industrialization and informatization, that is, the integration of industrialization and informatization, the promotion of informatization by industrialization, the promotion of industrialization by informationization, and the development of a new road of industrialization. On the basis of the integration of the two systems, the Fifth Plenary session of the 17th CPC Central Committee put forward the strategic goal of "promoting the deep integration of information and industrialization and speeding up the informatization in all fields of economic and social development". At present, promoting the deep integration of the two systems has become the focus and main focus of various provinces and regions in China to promote industrial development and promote economic growth. Jilin Province, as an important industrial base in Northeast China, should attach more importance to the integration of the two systems. Speed up the pace of deep integration of the two. Through the detailed analysis of the theoretical research and practical experience of the deep integration of information and industrialization in China and abroad, this paper abstracts the connotation and meaning of the integration of information and industrialization, and explores the paradigm that can be followed and used for reference. Based on the national and Jilin "13th Five-Year Plan" information development plan, the "made in China" 2025 strategic framework, the use of literature research, comparative analysis, questionnaire survey and system analysis, combined with the current situation of the integration of information and industrialization in Jilin Province. The problems and bottlenecks in the process of depth fusion of Jilin Province are deeply explored, the macro environment of depth fusion of Jilin Province is analyzed, and the overall planning of depth fusion of Jilin Province is carried out by synthesizing various factors and relevant theories. From the industrial point of view, several key pillar industries in Jilin Province, such as automobile industry, petrochemical industry and medical industry, are selected to analyze the mode of deep integration of the two industries. From the four aspects of technology integration, product integration, business integration and industrial integration, the level analysis of each industry is carried out. Referring to the achievements achieved in the past "12th Five-Year Plan" period and the relevant guidance documents issued by the state and Jilin Province, this paper determines the models to be adopted in each level of the deep integration of the two industries. Based on the industrial perspective, this paper mainly explores the new development model of the deep integration of the two systems in Jilin Province, and promotes the mechanism of the deep integration of the two processes through innovation, and increases the financial support. The establishment of typical demonstration projects and the emphasis on personnel training provide a theoretical basis and feasible measures for the development model of the deep integration of informatization and industrialization in our province. The industrialization and information development of Jilin Province can better adapt to the new direction of the current social development and ensure the sustained and stable benign development of the economy.
