【摘要】：三網(wǎng)融合滯后是因?yàn)閺V電和電信兩個(gè)傳統(tǒng)國有壟斷產(chǎn)業(yè)長期在雙向準(zhǔn)入合作上沒有達(dá)成一致性共識(shí)而導(dǎo)致。它包含了諸多典型觀察，，從而成為我們理解中國改革發(fā)生一個(gè)特征實(shí)例。本文從認(rèn)知更新的視角來重新審視中國經(jīng)濟(jì)改革的演進(jìn)歷程,提出清除體制壁壘和約束政府部門的機(jī)會(huì)主義行為是中國經(jīng)濟(jì)改革的兩個(gè)最重要的制度演進(jìn)實(shí)踐。在此基礎(chǔ)上，本文從認(rèn)知角度討論了法治本土化在中國從局部性的個(gè)別行為偏離到具有普遍性的制度規(guī)則、慣例習(xí)慣演進(jìn)，最后討論了中國社會(huì)轉(zhuǎn)型過程中制度創(chuàng)新面臨的雙重認(rèn)知約束。
[Abstract]:The reason why the convergence of three networks lags behind is that two traditional state-owned monopoly industries, radio and television, and telecommunications, have not reached a consensus on two-way access cooperation for a long time. It contains many typical observations, thus becoming a characteristic example of our understanding of China's reform. This paper reexamines the evolution of China's economic reform from the perspective of cognitive renewal, and points out that removing institutional barriers and restricting the opportunistic behavior of government departments are the two most important institutional evolution practices of China's economic reform. On this basis, this paper discusses from a cognitive perspective that the localization of the rule of law in China deviates from the partial individual behavior to the universal institutional rules, and the evolution of customary practices. Finally, the paper discusses the dual cognitive constraints faced by institutional innovation in the process of social transformation in China.
