電信網(wǎng)絡(luò)操作維護中心搬遷項目風(fēng)險管理研究

【摘要】:中國電信作為三大移動通信運營商之一,作為綜合信息服務(wù)提供商,它肩負(fù)著重要使命。中國電信是信息化社會的重要支柱。無論是在人類的社會、經(jīng)濟活動中,還是在人們?nèi)粘I畹姆椒矫婷?都離不開中國電信這個高效、可靠的手段。中國電信烏魯木齊網(wǎng)絡(luò)操作維護中心是網(wǎng)絡(luò)運行安全的第一責(zé)任人,它擔(dān)負(fù)著全市本地網(wǎng)的網(wǎng)絡(luò)監(jiān)控。既然我們是網(wǎng)絡(luò)安全運行責(zé)任第一人,我們就承擔(dān)著風(fēng)險。尤其在網(wǎng)絡(luò)操作維護中心搬遷過程中,如何使網(wǎng)絡(luò)不中斷,不影響用戶業(yè)務(wù),及時響應(yīng)用戶需求,使我們順利搬遷是重點也是難點。我們中心不同于其他行政辦公部門,我們搬遷不僅涉及個人使用設(shè)備,更涉及各專業(yè)網(wǎng)管以及服務(wù)器,因此搬遷要保證設(shè)備所承載業(yè)務(wù)正常使用且不中斷。在搬遷中如何做到使業(yè)務(wù)不中斷,就要求我們做好風(fēng)險管理。 本文前兩章節(jié)闡述風(fēng)險管理的相關(guān)理論,后面幾章節(jié)結(jié)合網(wǎng)絡(luò)操作維護中心搬遷項目將風(fēng)險管理理論應(yīng)用于實踐,在實踐中摸索前進(jìn)。在結(jié)合本單位實際情況章節(jié),首先將搬遷項目做一簡述,提出了搬遷項目風(fēng)險管理的目標(biāo),提出了網(wǎng)絡(luò)操作維護中心風(fēng)險管理流程。應(yīng)用頭腦風(fēng)暴法將搬遷項目中的所有風(fēng)險識別出來,然后用專家打分法對所有識別風(fēng)險進(jìn)行評估,最后提出網(wǎng)絡(luò)操作維護中心搬遷項目風(fēng)險的應(yīng)對和監(jiān)控。重點介紹了風(fēng)險應(yīng)對措施,使搬遷項目的風(fēng)險規(guī)避或減弱。搬遷得以順利完成,得益于后期的風(fēng)險應(yīng)對措施。這也是本文的重中之重。
[Abstract]:China Telecom as one of the three major mobile communication operators, as a comprehensive information service provider, it shoulders an important mission. China Telecom is an important pillar of information society. Whether in human society, economic activities, or in all aspects of people's daily life, can not be separated from China Telecom as an efficient and reliable means. Urumqi Network Operation and maintenance Center of China Telecom is the first person responsible for the security of network operation. It is responsible for the network monitoring of the local network of the whole city. Since we are the first person responsible for the safe operation of the network, we take the risk. Especially in the process of moving the network operation and maintenance center, how to make the network uninterrupted, do not affect the user's business, respond to the user's demand in time, make us move smoothly is the key and difficult point. Our center is different from other administrative departments. Our relocation involves not only personal use of equipment, but also professional network management and servers. How to do business without interruption in the relocation requires us to do a good job of risk management. The first two chapters of this paper explain the related theory of risk management, the following chapters combine with the relocation project of network operation and maintenance center to apply the theory of risk management to practice, and explore the way forward in practice. Combined with the actual situation of the unit, the relocation project is first briefly described, the goal of risk management of the relocation project is put forward, and the risk management flow of the network operation and maintenance center is put forward. The brainstorming method is applied to identify all the risks in the relocation project, and then the expert scoring method is used to evaluate all the identified risks. Finally, the management and monitoring of the risk of the relocation project in the network operation and maintenance center are put forward. The risk management measures are introduced in order to avoid or weaken the risk of the relocation project. The relocation was successfully completed, thanks to the late risk response measures. This is also the most important part of this paper.
