泰州聯(lián)通寬帶接入項目風險管理研究

【摘要】:項目風險管理是指項目風險從風險識別分析到運用一定的策略來應對風險的一系列過程,它能將積極因素所產生的影響最大化并使消極因素產生的影響最小化。論文針對泰州聯(lián)通融合四年多以來網絡建設項目管理粗放、唯進度論、罔顧風險的現(xiàn)狀,在綜述國內外項目風險管理理論的基礎上,論證了在網絡建設工程中引入項目風險管理的必要性、可行性、有效性和重要性,有針對性地提出了寬帶接入工程中應用項目風險管理的策略,并應用于泰州聯(lián)通網絡建設工程中,以期降低或轉移項目中的各類風險,達到降低項目投資成本、縮短工期等目的,使得泰州聯(lián)通的項目管理水平上升一個臺階,最終有效提升泰州聯(lián)通的企業(yè)社會和經濟效益。 論文全面分析了泰州聯(lián)通寬帶接入項目風險管理的特點及存在的問題,選取了第3期寬帶接入項目進行案例模擬評估及實際應用示范,運用RBS、Delphi及PERT/CPM等一系列方法,對該項目的風險進行了識別和評估,建立了項目管理小組,并對項目管理小組的職責進行了進一步的明確,理順了本項目的建設流程和建設方案,分析出項目中存在的風險,提出了風險分級管理方案。對項目風險進行全過程監(jiān)控,從進度、費用、質量和安全方面使得整個項目的風險始終處于可控的狀態(tài)。并根據(jù)項目的實際情況本文提出了系統(tǒng)管理方案、階段性管理方案和目標管理方案相結合的項目風險管理方案,三類方案層層深入、環(huán)環(huán)相扣。應用示范結果表明,泰州聯(lián)通寬帶接入項目在采取風險管理相關措施后,項目建設效率有了明顯的提高、實際建設成本得到了削減。 本論文的完成,不僅對泰州聯(lián)通寬帶接入項目以及其他網絡建設項目的風險管理有很好的理論意義,而且對提升泰州聯(lián)通項目管理水平有較好的實際應用意義。
[Abstract]:Project risk management refers to a series of processes from risk identification and analysis to the use of certain strategies to deal with risks. It can maximize the impact of positive factors and minimize the impact of negative factors.Aiming at Taizhou Unicom network construction project management since the integration of more than four years, only progress theory, ignore the status quo of risk, on the basis of summarizing the domestic and foreign project risk management theory.This paper demonstrates the necessity, feasibility, validity and importance of introducing project risk management into network construction engineering, and puts forward the strategy of applying project risk management in broadband access project.And it is applied to Taizhou Unicom network construction project in order to reduce or transfer all kinds of risks in the project, reduce the investment cost of the project, shorten the time limit, and make the project management level of Taizhou Unicom rise to a higher level.Finally, effectively enhance the corporate social and economic benefits of Taizhou Unicom.This paper comprehensively analyzes the characteristics and problems of risk management of Taizhou Unicom broadband access project, selects the third phase broadband access project to carry on the case simulation evaluation and the practical application demonstration, uses a series of methods such as PERT/CPM and PERT/CPM, etc.The risk classification management scheme is put forward.The whole process of monitoring the project risk, in terms of schedule, cost, quality and safety, keeps the whole project under control.According to the actual situation of the project, this paper puts forward the project risk management scheme which combines the system management scheme, the phased management scheme and the target management scheme.The application results show that the construction efficiency of Taizhou Unicom broadband access project has been obviously improved and the actual construction cost has been reduced after taking relevant measures of risk management.The completion of this paper not only has a good theoretical significance for the risk management of Taizhou Unicom broadband access project and other network construction projects, but also has a good practical application significance to improve the management level of Taizhou Unicom project.
