【摘要】：當(dāng)前,法定數(shù)字貨幣的研發(fā)正引起政策制定者、監(jiān)管機(jī)構(gòu)、產(chǎn)業(yè)界、學(xué)術(shù)界的廣泛興趣,但對于它的具體形態(tài),尚未有清晰的概念和藍(lán)圖.本文建立了一個系統(tǒng)性框架,從價值內(nèi)涵、技術(shù)方式、實(shí)現(xiàn)手段、應(yīng)用場景等4個全新的維度,剖析了法定數(shù)字貨幣的本質(zhì)和內(nèi)涵.研究認(rèn)為,法定數(shù)字貨幣在價值上是信用貨幣,在技術(shù)上是加密貨幣,在實(shí)現(xiàn)上是算法貨幣,在應(yīng)用場景上則是智能貨幣.與現(xiàn)有的私人數(shù)字貨幣和電子貨幣相比,法定數(shù)字貨幣將呈現(xiàn)出全新、更好的品質(zhì).讓貨幣價值更穩(wěn)定,讓數(shù)據(jù)更安全,讓監(jiān)管更強(qiáng)大,讓個人的支付行為更靈動,讓貨幣應(yīng)用更智能,不僅能很好地服務(wù)大眾,同時又能為經(jīng)濟(jì)調(diào)控提供有效手段,還能為監(jiān)管科技的發(fā)展創(chuàng)造堅(jiān)實(shí)的基礎(chǔ),這些優(yōu)秀品質(zhì)是中國法定數(shù)字貨幣所追求的目標(biāo).
[Abstract]:At present, the research and development of legal digital currency is attracting wide interest from policy makers, regulators, industry and academia, but there is no clear concept and blueprint for its specific form.This paper establishes a systematic framework, analyzes the essence and connotation of legal digital currency from four new dimensions: value connotation, technical method, realization method and application scene.It is considered that legal digital currency is credit currency in value, encryption currency in technology, algorithm currency in implementation and intelligent currency in application scenario.To make the value of money more stable, to make the data more secure, to make the supervision more powerful, to make the individual pay behavior more flexible, to make the money application more intelligent, not only to serve the public well, but also to provide effective means for economic regulation and control.It can also create a solid foundation for the development of regulatory technology, which is the goal of China's legal digital currency.
