【摘要】：進入新世紀(jì)以來,我國的電信行業(yè)發(fā)生了翻天覆地的變化,三家移動通信運營商在經(jīng)過前期的高速發(fā)展以后,不得不面對市場逐漸飽和以及資費不斷下降所帶來的巨大壓力。在目前的國家政策環(huán)境以及競爭背景之下,除了利用客戶規(guī)模的增長,拉動傳統(tǒng)語音業(yè)務(wù)收入,推進數(shù)據(jù)增值業(yè)務(wù)的使用來增長收入等手段以外,減少企業(yè)在運營當(dāng)中由于收入流失而產(chǎn)生的損失,同時將損失轉(zhuǎn)化為收入回報,以保障盡可能多的獲取收益,是當(dāng)前通信企業(yè)所必須要面對的重大課題。隨著我國3G牌照的發(fā)放,以及相應(yīng)技術(shù)應(yīng)用的大量引進,電信運營商的技術(shù)環(huán)境面臨著愈加復(fù)雜的局面,通信行業(yè)的流程、產(chǎn)品、服務(wù),以及支撐系統(tǒng)和設(shè)備的更新,將更加快速,同時也會加大計費收入損失所帶來的風(fēng)險。為了提高我省移動公司在收入保障和管理方面的水平,亟待實施一套全面和系統(tǒng)的收入保障體系。 本文首先介紹了在電信行業(yè)開展收入保障工作的背景和意義,界定了收入保障工作的定義、分類,收入保障的環(huán)節(jié)等；其次對江西移動收入保障系統(tǒng)的現(xiàn)狀進行了分析,通過SWOT分析法,將實施收入保障工作的優(yōu)劣性進行了比對,證明了開展收入保障工作的必然性,并從業(yè)務(wù)流程各環(huán)節(jié)、顯性收入流失、隱性收入流失以及潛在收入流失幾個方面剖析了存在的問題；再次通過對南昌移動公司的案例分析,檢驗了收入保障系統(tǒng)的實施效果；最后從系統(tǒng)思維、方法創(chuàng)新、手段與工具和管理等方面對收入保障的改進措施進行了探討,并對研究進行了總結(jié)和展望。
[Abstract]:Since entering the new century, the telecommunications industry in our country has undergone tremendous changes. After the early rapid development of the three mobile communication operators, In the current national policy environment and in the context of competition, in addition to taking advantage of the growth in customer size to boost traditional voice business revenue, In addition to promoting the use of data value-added services to increase revenue and other means, reducing the losses caused by the loss of revenue in the course of operation, and at the same time converting the losses into revenue returns, in order to ensure that as much revenue as possible can be obtained, With the issuance of 3G licenses and the introduction of a large number of corresponding technology applications in China, the technical environment of telecom operators is facing an increasingly complex situation, and the communication industry processes and products, Services, as well as support systems and equipment updates, will be faster and will also increase the risk of loss of billing revenue. It is urgent to implement a comprehensive and systematic income security system. This paper first introduces the background and significance of the income security work in the telecommunications industry, defines the definition, classification, and links of the income security work, and then analyzes the current situation of the mobile income security system in Jiangxi Province. By means of SWOT analysis, the advantages and disadvantages of implementing income security work are compared, and the inevitability of developing income security work is proved. Through the case study of Nanchang Mobile Company, the paper tests the effect of the income security system. Finally, from the perspective of system thinking and method innovation, the paper analyzes the problems existing in the loss of hidden income and the loss of potential income. The improvement measures of income security are discussed in the aspects of means and tools and management, and the research is summarized and prospected.
