【摘要】：電信產(chǎn)業(yè)是一國重要支柱產(chǎn)業(yè)之一。近些年來,隨著信息技術(shù)、國際因特網(wǎng)技術(shù)以及電子計(jì)算機(jī)技術(shù)的迅速發(fā)展,電信產(chǎn)業(yè)也迅猛地成長起來,在一國國民經(jīng)濟(jì)中占有重要的地位,在服務(wù)于一國經(jīng)濟(jì)發(fā)展中起著舉足輕重的作用。 美國是電信產(chǎn)業(yè)大國,其技術(shù)及管理在世界上一直處于領(lǐng)先地位。在長期的發(fā)展中,美國從本國國情出發(fā),對電信產(chǎn)業(yè)的管制積累了豐富的經(jīng)驗(yàn),這對我國電信產(chǎn)業(yè)管制的改革有重要的參考價(jià)值和借鑒意義。本文在進(jìn)行電信產(chǎn)業(yè)一般分析和梳理相關(guān)理論的基礎(chǔ)上,回顧了美國電信產(chǎn)業(yè)管制的歷史變遷,重點(diǎn)分析了美國電信產(chǎn)業(yè)的管制體系、美國電信產(chǎn)業(yè)的管制領(lǐng)域以及管制改革等重點(diǎn)問題,總結(jié)了美國電信產(chǎn)業(yè)管制的主要經(jīng)驗(yàn),在從我國國情出發(fā)、借鑒美國經(jīng)驗(yàn)的基礎(chǔ)上對我國電信產(chǎn)業(yè)管制提出了幾點(diǎn)政策建議。
[Abstract]:Telecommunication industry is one of the most important pillar industries in our country. In recent years, with the rapid development of information technology, international Internet technology and computer technology, the telecommunication industry has also grown rapidly. It plays an important role in serving the economic development of a country. The United States is a large telecommunications industry, and its technology and management have always been in a leading position in the world. In its long-term development, the United States has accumulated rich experience in the regulation of the telecommunications industry in the light of its own national conditions. This has important reference value and significance for the reform of telecom industry regulation in China. Based on the general analysis of telecommunication industry and the related theories, this paper reviews the historical changes of the regulation of telecommunications industry in the United States. This paper mainly analyzes the regulation system of the American telecommunication industry, the regulation field and the regulation reform of the American telecommunication industry, summarizes the main experience of the regulation of the American telecommunication industry, and proceeds from the national conditions of our country. Based on the experience of the United States, this paper puts forward some policy suggestions on the regulation of China's telecommunications industry.
