【摘要】:隨著國家改革開放的不斷深入,通信行業(yè)的發(fā)展已是日新月異,電信市場(chǎng)的競爭也越來越激烈。同時(shí),客戶對(duì)電信服務(wù)要求越來越高,電信運(yùn)營商對(duì)自身服務(wù)標(biāo)準(zhǔn)也在不斷提升。一方面在新的市場(chǎng)發(fā)展環(huán)境下,各個(gè)電信運(yùn)營商結(jié)合自身發(fā)展的實(shí)際情況,為達(dá)到經(jīng)營成本的降低、運(yùn)營效率的提高、生產(chǎn)運(yùn)作風(fēng)險(xiǎn)的規(guī)避、組織架構(gòu)的創(chuàng)新以及市場(chǎng)競爭力優(yōu)勢(shì)的提升的目的。另一方面由于《新勞動(dòng)法》的實(shí)施,尤其新勞動(dòng)法的條款里對(duì)勞務(wù)派遣連帶責(zé)任的提出,以及用人成本大大增加,各運(yùn)營商特別是中國電信、中國移動(dòng)和中國聯(lián)通為了規(guī)避這樣的風(fēng)險(xiǎn),以及自身存在管理人員匱乏、管理水平和管理能力不夠,還有客戶對(duì)服務(wù)要求的不斷提高,使得網(wǎng)絡(luò)維護(hù)服務(wù)外包有了實(shí)現(xiàn)的可能,它們更加關(guān)注服務(wù)外包,并加速維護(hù)服務(wù)外包的進(jìn)度。但是,如果運(yùn)營商對(duì)于網(wǎng)絡(luò)維護(hù)外包的質(zhì)量管控不到位,績效評(píng)估不合理,外包商的選擇有缺陷,那么就會(huì)影響企業(yè)自身的發(fā)展。因此,開展運(yùn)營商實(shí)施網(wǎng)絡(luò)維護(hù)外包管理模式進(jìn)行深入的研究探討有著重要的理論和實(shí)踐意義。 本文對(duì)于江蘇電信運(yùn)營商的維護(hù)服務(wù)外包管理模式發(fā)展進(jìn)行了研究和分析。首先,在研究文獻(xiàn)的基礎(chǔ)上,對(duì)電信維護(hù)服務(wù)外包管理模式的基礎(chǔ)理論進(jìn)行了系統(tǒng)的梳理,對(duì)江蘇電信公司網(wǎng)絡(luò)維護(hù)管理現(xiàn)狀及存在的問題進(jìn)行了分析;其次,結(jié)合江蘇電信公司的實(shí)際運(yùn)營情況,運(yùn)用SWOT分析和數(shù)字模型選擇方法建立江蘇電信維護(hù)服務(wù)外包供應(yīng)的選擇體系,通過有效的決策方式,來進(jìn)行江蘇電信維護(hù)服務(wù)外包管理評(píng)價(jià)與選擇。最后,就江蘇電信公司網(wǎng)絡(luò)服務(wù)外包模式具體的實(shí)施和管理措施提出了建議,更好的解決電信維護(hù)服務(wù)外包管理發(fā)展過程中的問題,從而使江蘇電信維護(hù)服務(wù)外包管理對(duì)全國各省電信企業(yè)運(yùn)營發(fā)展具有借鑒意義。
[Abstract]:With the deepening of reform and opening up, the development of the communication industry is the competition of telecom market change rapidly, becoming increasingly fierce. At the same time, customers of telecom services have become increasingly demanding, telecom operators of its service standards are rising. On the one hand, the new market development environment, combined with the actual various telecom operators the situation of their own development, in order to reduce operating costs, improve the operating efficiency of production and operation, to avoid the risk, organization innovation and market competitive advantage to ascend. On the other hand, due to the implementation of the new "labor law" put forward, especially the new labor law in terms of the dispatch of the joint liability. And the employing cost increase, the operators especially China Telecom, China Mobile and China Unicom Chinese in order to avoid such risks, and its management personnel shortage, management level and management Physical ability is not enough, and customer service requirements continue to increase, the network maintenance service outsourcing possible, they pay more attention to service outsourcing, service outsourcing and accelerate the maintenance schedule. However, if the operator is not in place to control the quality of network maintenance outsourcing, performance evaluation is not reasonable, the defects in the selection of outsourcing then, the development will affect the enterprise. Therefore, to carry out operators to implement network maintenance outsourcing management mode in-depth study has important theoretical and practical significance.
This paper has conducted the research and analysis for Jiangsu telecom operators to maintain the development of service outsourcing management mode. Firstly, on the basis of literature research, on the basis of the theory of Telecom maintenance outsourcing management model conducted a systematic review of the management status quo and existing problems of Jiangsu telecom network maintenance is analyzed; secondly, combined with the the actual operation situation of Jiangsu telecom company, using the SWOT analysis and the digital model selection method for establishing Jiangsu Telecom maintenance service outsourcing supply system, through the effective way of making decisions for the Jiangsu Telecom Maintenance Evaluation and selection of service outsourcing management. Finally, puts forward some suggestions on the implementation of Jiangsu telecom network service outsourcing mode and specific management measures of maintenance service outsourcing management development process better solve the problems in Telecom, so that Jiangsu Telecom maintenance outsourcing management It can be used for reference to the development of telecom enterprises in all provinces in China.
