【摘要】： 隨著經(jīng)濟(jì)和社會(huì)的快速發(fā)展,鍋爐、壓力容器、壓力管道、電梯、起重機(jī)械、客運(yùn)索道、大型游樂設(shè)施和場(chǎng)(廠)內(nèi)機(jī)動(dòng)車輛等特種設(shè)備的數(shù)量迅速增加,使用規(guī)模不斷擴(kuò)大。特種設(shè)備在經(jīng)濟(jì)和社會(huì)發(fā)展以及人民生活中發(fā)揮巨大作用的同時(shí),其事故也頻繁發(fā)生,安全問題日益突出,安全形勢(shì)不容樂觀。為了遏制事故的發(fā)生,提高特種設(shè)備安全管理能力,保障人民群眾生命和財(cái)產(chǎn)安全,本文對(duì)特種設(shè)備事故進(jìn)行分析和評(píng)價(jià),同時(shí)開發(fā)特種設(shè)備特種設(shè)備信息管理系統(tǒng)。 本文首先統(tǒng)計(jì)分析特種設(shè)備安全事故,根據(jù)事故發(fā)生原因的統(tǒng)計(jì)結(jié)果,結(jié)合事故致因理論,辨識(shí)特種設(shè)備使用中的危險(xiǎn)有害因素,運(yùn)用模糊數(shù)學(xué)對(duì)特種設(shè)備的安全狀況進(jìn)行綜合安全評(píng)價(jià);其次,對(duì)我國(guó)現(xiàn)行特種設(shè)備法律法規(guī)和存在的問題進(jìn)行研究,提出“法律一行政法規(guī)一部門規(guī)章一安全技術(shù)規(guī)范一引用標(biāo)準(zhǔn)”五個(gè)層次的特種設(shè)備法律法規(guī)標(biāo)準(zhǔn)體系,建立完善適合我國(guó)的法律法規(guī)體系,為特種設(shè)備監(jiān)管提供法律依據(jù);最后,調(diào)研特種設(shè)備管理工作的需求,運(yùn)用Access數(shù)據(jù)庫(kù)建立特種設(shè)備信息管理系統(tǒng),實(shí)現(xiàn)特種設(shè)備基本信息管理和分析統(tǒng)計(jì)功能,提高特種設(shè)備的管理效率。本文通過研究、分析、歸納、總結(jié),力求為科學(xué)有效地提高特種設(shè)備安全管理水平,最大限度地減少特種設(shè)備安全事故的發(fā)生。
[Abstract]:With the rapid development of economy and society, the number of special equipment, such as boilers, pressure vessels, pressure pipes, elevators, lifting machinery, passenger ropeways, large amusement facilities and motor vehicles in the yard (plant), has increased rapidly. Special equipment plays a great role in economic and social development as well as people's daily life. At the same time, accidents also occur frequently, safety problems become increasingly prominent, and the security situation is not optimistic. In order to curb the occurrence of accidents, This paper analyzes and evaluates the accidents of special equipment and develops the information management system of special equipment and special equipment in order to improve the ability of safety management of special equipment and ensure the safety of people's life and property. In this paper, first of all, the special equipment safety accidents are statistically analyzed. According to the statistical results of the causes of the accidents, combined with the theory of accident causes, the dangerous and harmful factors in the use of special equipment are identified. Fuzzy mathematics is used to evaluate the safety of special equipment. Secondly, the current laws and regulations of special equipment and the existing problems are studied. This paper puts forward five levels of special equipment law and regulation standard system, which is "law-administrative regulation, department regulation, safety technical norm-quoting standard", establishes and consummates the law and regulation system suitable for our country, and provides the legal basis for the supervision of special equipment. Finally, the demand of special equipment management is investigated, and the information management system of special equipment is established by using Access database. The basic information management and statistical analysis function of special equipment are realized, and the management efficiency of special equipment is improved. The purpose of this paper is to improve the safety management level of special equipment scientifically and effectively, and to minimize the occurrence of safety accidents of special equipment.
