【摘要】：為解決人民群眾對(duì)于食品安全需求,而現(xiàn)有行政監(jiān)管力量不足的問題,各地食品監(jiān)管部門廣泛開展了信息化項(xiàng)目建設(shè)。但由于缺乏對(duì)項(xiàng)目進(jìn)行有效的風(fēng)險(xiǎn)管理,造成許多最終失敗的案例。本文作者通過研究政府信息化項(xiàng)目管理方面的文獻(xiàn)資料,認(rèn)為項(xiàng)目風(fēng)險(xiǎn)管理可以有效提高信息化項(xiàng)目建設(shè)的成功率。如果制定一整套合理的項(xiàng)目風(fēng)險(xiǎn)管理流程和方法,對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行管理,并有效實(shí)施,將有利于項(xiàng)目的順利建設(shè)。因此,結(jié)合自身具體參與的政府信息化建設(shè)項(xiàng)目案例,運(yùn)用所學(xué)專業(yè)知識(shí),自擬論題,開展此項(xiàng)研究。本文旨在結(jié)合W F市食品安全視頻廚房項(xiàng)目案例,研究政府信息化項(xiàng)目風(fēng)險(xiǎn)問題,如規(guī)劃設(shè)計(jì)不完善、需求分析不明確、溝通協(xié)調(diào)不暢、業(yè)內(nèi)技術(shù)水平不足、執(zhí)行人員缺乏相關(guān)信息知識(shí)等,制定一套政府信息化項(xiàng)目風(fēng)險(xiǎn)管理流程。在規(guī)劃階段做好風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)估,實(shí)施風(fēng)險(xiǎn)應(yīng)對(duì)措施,在實(shí)施階段進(jìn)行質(zhì)量跟蹤和監(jiān)控,有效管理和控制項(xiàng)目風(fēng)險(xiǎn),減少風(fēng)險(xiǎn)可能帶來的安全問題和損失,可以為以后的項(xiàng)目建設(shè)提供借鑒。
[Abstract]:In order to solve the problem of the people's demand for food safety, but the existing administrative supervision force is insufficient, the local food regulatory departments have widely carried out the construction of information projects. However, due to the lack of effective risk management for the projects, The author of this paper studies the literature of the government information project management. It is considered that project risk management can effectively improve the success rate of information project construction. If a set of reasonable project risk management processes and methods are developed, project risk management can be effectively implemented. It will be beneficial to the smooth construction of the project. Therefore, combining with the case of the government information construction project in which we are specifically involved, we will use the professional knowledge we have learned to draw up our own topic. The purpose of this paper is to study the risk problems of government informatization project, such as imperfect planning and design, unclear demand analysis, poor communication and coordination, insufficient technical level of the industry, combined with the case of food safety video kitchen project in WF city. The executive lacks the relevant information knowledge and so on, formulates a set of government information project risk management flow, completes the risk identification and the risk assessment in the planning stage, implements the risk response measure, carries on the quality tracking and the control in the implementation stage, Effective management and control of project risk and reduction of risk may bring safety problems and losses, which can be used for reference for future project construction.
