【摘要】:隨著中國(guó)經(jīng)濟(jì)的不斷發(fā)展和市場(chǎng)機(jī)制的不斷完善,國(guó)有企業(yè)的勞動(dòng)用工形式也伴隨著外部經(jīng)濟(jì)環(huán)境不斷優(yōu)化和發(fā)展,勞務(wù)用工作為一種節(jié)約成本,管理便宜的用工方式為越來(lái)越多的企業(yè)所采用。伴隨著勞務(wù)用工的不斷推廣,其員工隊(duì)伍穩(wěn)定性差、企業(yè)歸屬感不強(qiáng)和責(zé)任心不強(qiáng)等問(wèn)題也越來(lái)越顯,相關(guān)勞動(dòng)糾紛案件頻發(fā)率也越來(lái)越高。作為國(guó)有大型企業(yè)的電信行業(yè),隨著電信行業(yè)業(yè)務(wù)發(fā)展,勞務(wù)用工已經(jīng)成為生產(chǎn)一線(xiàn)的主要力量。如何貫徹“以人為本”的科學(xué)發(fā)展觀和“構(gòu)建和諧勞動(dòng)關(guān)系”的政策方針,激勵(lì)勞務(wù)員工的積極性和創(chuàng)造性,構(gòu)建穩(wěn)定的企業(yè)員工人才隊(duì)伍,保障企業(yè)快速穩(wěn)定發(fā)展,在市場(chǎng)競(jìng)爭(zhēng)中保持競(jìng)爭(zhēng)優(yōu)勢(shì),已經(jīng)成為各個(gè)電信行業(yè)企業(yè)必須而對(duì)的課題。 本文以華北某省電信公司的勞務(wù)用工管理體系作為研究對(duì)象,結(jié)合外部勞動(dòng)法律法規(guī)和規(guī)章制度,對(duì)現(xiàn)行勞務(wù)用工管理體系進(jìn)行診斷,明確現(xiàn)有管理體系中的不足,并根據(jù)這些不足之處提出改進(jìn)思路和方案。方案重點(diǎn)從勞務(wù)用工崗位管理體系規(guī)劃、勞務(wù)用工一體化體系規(guī)劃和勞務(wù)用工晉升體系規(guī)劃三個(gè)方面對(duì)下一步勞務(wù)用工管理工作進(jìn)行規(guī)劃,通過(guò)對(duì)合同工和勞務(wù)工混崗清理項(xiàng)目、合同工和勞務(wù)工績(jī)效、薪酬一體化管理項(xiàng)目、勞務(wù)用工內(nèi)部晉升項(xiàng)目等多個(gè)項(xiàng)目的實(shí)施,全面提升該省公司的勞務(wù)用工管理水平,達(dá)到構(gòu)建內(nèi)部和諧勞動(dòng)關(guān)系的目的,促進(jìn)和持續(xù)提升勞務(wù)員工的工作熱情,為該公司在該省電信行業(yè)競(jìng)爭(zhēng)中保持領(lǐng)先狀況提供良好的人力資源保障。 本文針對(duì)華北某省電信公司勞務(wù)用工管理體系存在的問(wèn)題進(jìn)行診斷,提出了勞務(wù)用工管理優(yōu)化策略,對(duì)電信企業(yè)具有一定的借鑒價(jià)值。但由于企業(yè)的人力資源用工管理可以從多個(gè)角度去分析,本文主要從勞務(wù)用工崗位管理體系規(guī)劃、勞務(wù)用工一體化體系規(guī)劃和勞務(wù)用工晉升體系規(guī)劃三個(gè)角度對(duì)勞務(wù)用工管理體系進(jìn)行了初步研究分析,具有一定的局限性。但也希望通過(guò)本文對(duì)電信行業(yè)中的用工管理提出一定的建議和意見(jiàn),提升電信行業(yè)企業(yè)的勞務(wù)用工管理水平,為構(gòu)建和諧勞動(dòng)用工關(guān)系貢獻(xiàn)一份自己的力量。
[Abstract]:With the continuous development of Chinese economy and the improvement of market mechanism, the labor and employment forms of state-owned enterprises are also accompanied by the continuous optimization and development of the external economic environment, labor employment as a kind of cost-saving. With the continuous promotion of labor services, the stability of the workforce is poor, the sense of enterprise belonging is not strong and the sense of responsibility is not strong, and so on. As a large state-owned enterprise, the telecommunication industry is developing with the development of telecommunication industry. The employment of labor has become the main force in the production line. How to implement the "people-oriented" concept of scientific development and the policy of "building a harmonious labor relationship" to encourage the enthusiasm and creativity of labor workers. It has become a necessary subject for all telecom enterprises to construct a stable workforce of employees to ensure the rapid and stable development of enterprises and to maintain the competitive advantage in the market competition. This paper takes the labor employment management system of a telecommunication company in North China as the research object, combining with the external labor laws and regulations, to diagnose the current labor employment management system. To clarify the shortcomings of the existing management system, and put forward improvement ideas and programs according to these deficiencies. The focus of the scheme from the labor employment management system planning. The integration of labor and labor system planning and labor promotion system planning for the next three aspects of labor management planning, through the contract and labor mixed post clearance project, contract and labor performance. The implementation of many projects, such as salary integration management project, labor service internal promotion project and so on, can improve the labor management level of the provincial company in an all-round way, and achieve the purpose of building harmonious labor relations within the province. To promote and continuously enhance the work enthusiasm of labor workers, to provide a good human resource guarantee for the company to maintain a leading position in the telecom industry competition in the province. Based on the diagnosis of the problems existing in the labor employment management system of a telecommunication company in North China, this paper puts forward the optimization strategy of labor employment management. It has some reference value for telecom enterprises, but because the human resource employment management of enterprises can be analyzed from many angles, this paper mainly from the labor employment position management system planning. This paper makes a preliminary study and analysis on the labor service management system from the three angles of the integrated system planning and the promotion system planning. There are some limitations, but also hope to put forward some suggestions and suggestions on the management of employment in the telecommunications industry through this article, to improve the level of labor management in the telecommunications industry. In order to build a harmonious labor and employment relationship contribution to their own strength.
