【摘要】：南京國(guó)民政府成立之初,中央財(cái)政收入?yún)T乏,舉債成為緩解財(cái)政壓力的主要宏觀調(diào)控工具。其中,以軍政公債為最大宗。然而,除軍政公債外,仍然存在一部分經(jīng)濟(jì)建設(shè)公債。關(guān)于經(jīng)濟(jì)建設(shè)公債的研究至關(guān)重要,直接關(guān)系是否能夠客觀評(píng)價(jià)南京國(guó)民政府時(shí)期的公債結(jié)構(gòu)及公債政策。以楊格的論述為基礎(chǔ),進(jìn)一步研究可發(fā)現(xiàn):南京國(guó)民政府成立之初,為鞏固政權(quán),確立在國(guó)際市場(chǎng)上的信用,繼承了清政府和北洋政府遺留的巨額債務(wù);南京國(guó)民政府戰(zhàn)前10年的公債結(jié)構(gòu)呈現(xiàn)內(nèi)債化的趨勢(shì);就內(nèi)外債用途而言,經(jīng)濟(jì)建設(shè)外債不論在借款總額還是在借款次數(shù)上均呈現(xiàn)壓倒性?xún)?yōu)勢(shì),而經(jīng)濟(jì)建設(shè)內(nèi)債的舉債次數(shù)位居第一,但在量上卻少于彌補(bǔ)財(cái)政支出的內(nèi)債位居第二。
[Abstract]:At the beginning of the founding of the Nanjing National Government, the central government was short of revenue and borrowing became the main macroeconomic control tool to ease the financial pressure. Among them, military and government bonds were the largest. However, except for military and political bonds, There is still a part of economic construction public debt. The study on economic construction public debt is very important. It is directly related to whether the public debt structure and public debt policy of Nanjing National Government period can be evaluated objectively. Further research can be found: at the beginning of the establishment of the Nanjing National Government, in order to consolidate the regime and establish the credit in the international market, it inherited the huge debts left by the Qing government and the Beiyang government; The public debt structure of the Nanjing National Government in the 10 years before the war showed the trend of internal debt, and the external debt of economic construction showed an overwhelming advantage in both the total amount of borrowing and the number of times of borrowing in terms of internal and external debt purposes. The domestic debt of economic construction is the first, but the second is less than the domestic debt to cover the fiscal expenditure.
