【摘要】：對(duì)于發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家來說,農(nóng)業(yè)都是一國(guó)國(guó)民經(jīng)濟(jì)的基礎(chǔ),其作為特殊的產(chǎn)業(yè)部門,具有較強(qiáng)的外部性和先天弱質(zhì)性,因此農(nóng)業(yè)的地位和特點(diǎn)決定了其無法只依靠私人投入滿足社會(huì)需求,必須依靠政府給予大力扶持和保護(hù)。現(xiàn)實(shí)情況也表明,農(nóng)業(yè)資金來源中政府財(cái)政占據(jù)重要地位,是支撐和保護(hù)農(nóng)業(yè)的重要舉措。呼和浩特市的農(nóng)業(yè)人口占比較大,農(nóng)業(yè)發(fā)展對(duì)呼和浩特市的社會(huì)穩(wěn)定發(fā)展和經(jīng)濟(jì)增長(zhǎng)至關(guān)重要,同時(shí)財(cái)政支農(nóng)支出起著尤為關(guān)鍵的作用,因此研究財(cái)政支農(nóng)支出對(duì)于促進(jìn)呼和浩特市農(nóng)業(yè)經(jīng)濟(jì)的發(fā)展和社會(huì)和諧的建設(shè)有著重要意義。本文通過查閱和引用相關(guān)文獻(xiàn),在借鑒國(guó)內(nèi)外文獻(xiàn)和理論的基礎(chǔ)上,提出了財(cái)政支農(nóng)的理論基礎(chǔ);通過查閱內(nèi)蒙古自治區(qū)年鑒、報(bào)告等相關(guān)資料,搜集了大量財(cái)政支農(nóng)規(guī)模和農(nóng)業(yè)經(jīng)濟(jì)的相關(guān)數(shù)據(jù),并運(yùn)用這些數(shù)據(jù)研究呼和浩特市財(cái)政支農(nóng)支出對(duì)農(nóng)業(yè)經(jīng)濟(jì)增長(zhǎng)的影響,試圖從時(shí)間動(dòng)態(tài)趨勢(shì)分析和實(shí)證靜態(tài)分析兩方面探尋市場(chǎng)經(jīng)濟(jì)全面開展以來呼和浩特市財(cái)政支農(nóng)支出規(guī)模與結(jié)構(gòu)的變化趨勢(shì),探尋其對(duì)農(nóng)業(yè)經(jīng)濟(jì)增長(zhǎng)的影響。本文研究?jī)?nèi)容主要包括財(cái)政支農(nóng)支出的規(guī)模、結(jié)構(gòu)及其對(duì)農(nóng)業(yè)經(jīng)濟(jì)增長(zhǎng)的影響這三個(gè)方面。通過分析研究呼和浩特市的絕對(duì)規(guī)模、相對(duì)規(guī)模和支出強(qiáng)度等得出結(jié)論,從整體上看,財(cái)政支農(nóng)支出有利于促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)增長(zhǎng)。其中,財(cái)政支農(nóng)支出絕對(duì)規(guī)模呈現(xiàn)遞增趨勢(shì);其所占財(cái)政總支出比重呈現(xiàn)下降趨勢(shì);財(cái)政支農(nóng)支出增長(zhǎng)出現(xiàn)穩(wěn)定性較差、波動(dòng)性較大等方面的問題。本文最后針對(duì)當(dāng)前問題提出了改善呼和浩特市財(cái)政支農(nóng)支出績(jī)效的措施來促進(jìn)本市農(nóng)業(yè)經(jīng)濟(jì)發(fā)展和進(jìn)步,如多方面、多渠道籌集財(cái)政支農(nóng)資金;加大財(cái)政資金中支農(nóng)的投入力度;增加財(cái)政支農(nóng)資本等。
[Abstract]:For both developed and developing countries, agriculture is the foundation of a country's national economy. As a special industrial sector, it has a strong externality and inherent weakness. Therefore, the status and characteristics of agriculture determine that it cannot rely on private investment to meet social needs only, and must rely on the government to provide strong support and protection. Reality also shows that government finance plays an important role in the agricultural financing source. It is an important measure to support and protect agriculture. Huhhot has a relatively large agricultural population. Agricultural development is vital to the stable social development and economic growth of Hohhot, and fiscal expenditure for supporting agriculture plays a particularly critical role. Therefore, it is of great significance to study the expenditure of financial support for agriculture to promote the development of agricultural economy and the construction of social harmony in Hohhot. The paper puts forward the theoretical basis of financial support for agriculture, collects a large number of relevant data on the scale of financial support for agriculture and agricultural economy by consulting the yearbooks and reports of Inner Mongolia Autonomous region. And using these data to study the impact of Huhhot's fiscal expenditure on agricultural economic growth. This paper attempts to explore the changing trend of the scale and structure of fiscal support for agriculture in Hohhot since the overall development of market economy from the two aspects of time dynamic trend analysis and empirical static analysis. This paper mainly includes three aspects: the scale, structure and impact on agricultural economic growth of fiscal support to agriculture. Through the analysis of the absolute scale of Hohhot, The relative scale and the expenditure intensity, etc., come to the conclusion that, on the whole, the fiscal support for agriculture expenditure is conducive to promoting the agricultural economic growth, among which, the absolute scale of the fiscal agricultural support expenditure shows an increasing trend, and its proportion of the total fiscal expenditure shows a downward trend. The paper puts forward some measures to improve the performance of financial support expenditure in Huhhot to promote the development and progress of agricultural economy in Hohhot. For example, in many ways, we should raise funds for supporting agriculture through many channels; increase the input of supporting agriculture in financial funds; and increase the capital of supporting agriculture in finance and so on.
