【摘要】：隨著我國農(nóng)村經(jīng)濟的不斷繁榮，農(nóng)村電網(wǎng)作為我國配電輸電網(wǎng)絡(luò)的重要組成部分，是關(guān)系到農(nóng)民生活、農(nóng)村經(jīng)濟發(fā)展、農(nóng)業(yè)生產(chǎn)正常運行乃至整個社會安定的重要因素，，因此做好農(nóng)網(wǎng)建設(shè)工程規(guī)劃管理工作非常重要，而在整個建設(shè)工程規(guī)劃中，工程資金管理問題又是最重要的方面之一。 本文首先分析了我國農(nóng)網(wǎng)建設(shè)的背景及意義，突顯出了農(nóng)網(wǎng)建設(shè)對于我國農(nóng)村經(jīng)濟發(fā)展的重要作用。其次，基于對農(nóng)網(wǎng)建設(shè)工程資金管理現(xiàn)狀的研究，結(jié)合南瓦窯110kV輸變電工程的實際情況，分析了該項目工程資金管理中存在的問題。然后在對存在問題進行分析研究的基礎(chǔ)上，提出了相關(guān)的解決對策和借鑒意義。最后，對南瓦窯110千伏輸變電工程資金管理措施實施的進行了基于ANP的效果分析于評價。 主要內(nèi)容包括：第一，通過闡述農(nóng)村電網(wǎng)建設(shè)資金籌集的幾種方式，引出農(nóng)村電網(wǎng)建設(shè)工程資金籌集的基本渠道，提出了工程資金渠道方面的選擇標準。第二，重點對南瓦窯110kV輸變電項目的工程資金管理進行了深入的研究，提出了該項目在工程資金管理上存在的問題。第三，從建設(shè)前期工程資金管理、建設(shè)期間工程資金管理、竣工決算資金管理三個方面為南瓦窯110千伏輸變電工程及其他類似項目的工程資金管理提出了意見和可借鑒的建議。第四，進行了基于ANP的南瓦窯110千伏輸變電工程資金管理措施實施效果評價。
[Abstract]:With the continuous prosperity of rural economy in our country, rural power grid, as an important part of distribution and transmission network in our country, is an important factor related to the life of farmers, the development of rural economy, the normal operation of agricultural production and even the stability of the whole society. Therefore, it is very important to do a good job in the planning and management of rural power network construction projects. In the whole construction project planning, the problem of project fund management is one of the most important aspects. This paper first analyzes the background and significance of the construction of rural power network in China, and highlights the important role of rural network construction in the development of rural economy in China. Secondly, based on the research on the present situation of fund management of rural power network construction project, combined with the actual situation of Nanwa kiln 110kV power transmission and transformation project, the problems existing in the project fund management are analyzed. Then, on the basis of analyzing and studying the existing problems, the relevant countermeasures and reference significance are put forward. Finally, the effect of fund management measures of Nanwa kiln 110kV power transmission and transformation project based on ANP is analyzed and evaluated. The main contents are as follows: first, by expounding several ways of raising funds for rural power grid construction, the basic channels of raising funds for rural power grid construction projects are introduced, and the selection criteria of project funds channels are put forward. Secondly, the project fund management of Nanwa kiln 110kV power transmission and transformation project is deeply studied, and the problems existing in the project fund management are put forward. Third, it puts forward some suggestions and suggestions for the project fund management of Nanwa kiln 110 kV power transmission and transformation project and other similar projects from three aspects: project fund management in the early stage of construction, project fund management during construction period and completion final account fund management. Fourth, the implementation effect of fund management measures of Nanwa kiln 110kV transmission and transformation project based on ANP is evaluated.
