東莞供電局績效評價(jià)體系及其應(yīng)用研究

【摘要】:隨著市場經(jīng)濟(jì)的建立,社會(huì)資源配置的最優(yōu)化使得電力企業(yè)競爭壓力越來越大。特別是改革開放以來,隨著我國電力體制改革的不斷深入和電力市場的不斷完善,政府相關(guān)部門對電力企業(yè)的經(jīng)濟(jì)利益和管理水平的要求也越來越高。面臨這樣的挑戰(zhàn)和壓力,如何加強(qiáng)和規(guī)范內(nèi)部管理已成為電力企業(yè)提高效率、改善效益的必然要求。在這種情境下,電力企業(yè)只有從提高內(nèi)部管理水平出發(fā),強(qiáng)化績效管理,提高電力企業(yè)的核心競爭力,才能更好地應(yīng)對電力市場環(huán)境變化的挑戰(zhàn)。因此,建立一套科學(xué)高效的績效評價(jià)體系對于提高電力企業(yè)管理水平具有重要的意義。 本文在閱讀國內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,深入分析東莞供電局績效管理現(xiàn)狀及其存在問題的基礎(chǔ)上,從績效考核流程、考核方法、績效評價(jià)的實(shí)施與應(yīng)用等方面建立了全方位的績效評價(jià)體系,并提出了績效評價(jià)體系的保障措施。具體研究內(nèi)容是: 首先,本文研究了績效管理的基本理論,闡述了績效、績效管理及績效評價(jià)的含義,介紹業(yè)績效評價(jià)流程,以及績效評價(jià)的各種方法,并分析東莞供電局績效管理現(xiàn)狀,總結(jié)其績效評價(jià)體系存在的問題及其原因。 其次,提出了東莞供電局績效評價(jià)體系設(shè)計(jì)思路,明確了績效管理的目標(biāo)和設(shè)計(jì)原則,構(gòu)建了基于關(guān)鍵績效指標(biāo)(KPI)的東莞供電局績效評價(jià)指標(biāo)體系,并根據(jù)這一指標(biāo)體系對員工績效進(jìn)行評價(jià)。 再次,結(jié)合相關(guān)績效管理理論,提出了東莞供電局實(shí)施績效評價(jià)體系的保障措施,主要是開展績效管理理念教育工作,做好績效考核前的宣傳準(zhǔn)備工作;加強(qiáng)全體員工培訓(xùn),強(qiáng)化崗位技能培訓(xùn),充分發(fā)揮培訓(xùn)機(jī)制的效用;以及加強(qiáng)領(lǐng)導(dǎo)等。 最后,總結(jié)本文研究的結(jié)論,并提出未來研究展望。 本文研究的績效評價(jià)體系旨在促進(jìn)東莞供電局整體業(yè)務(wù)水平和管理水平的提高,進(jìn)而實(shí)現(xiàn)整體效益的最大化。
[Abstract]:With the establishment of market economy and the optimization of social resource allocation, the competition pressure of electric power enterprises is becoming more and more important. Especially since the reform and opening-up, with the deepening of the reform of the power system and the continuous improvement of the electric power market, the demands of the government-related departments on the economic benefit and management level of the electric power enterprises are getting higher and higher. Facing such challenges and pressures, how to strengthen and standardize the internal management has become an inevitable requirement for power enterprises to improve the efficiency and improve the efficiency. In this situation, only from the improvement of the internal management level, the power enterprise can strengthen the performance management, and improve the core competitiveness of the power enterprise, so as to better deal with the change of the environment of the electric power market. Therefore, it is of great significance to set up a set of scientific and efficient performance evaluation system to improve the management level of power enterprise. On the basis of reading the relevant literature at home and abroad, this paper, based on the analysis of the current situation of the performance management of Dongguan Power Supply Bureau and its existing problems, has set up a comprehensive performance evaluation body from the aspects of the performance appraisal process, the assessment method, the implementation of the performance evaluation and the application. It also puts forward the guarantee measures of the performance evaluation system. Application of the study First, this paper studies the basic theory of performance management, expounds the meaning of performance, performance management and performance evaluation, introduces the process of performance evaluation and various methods of performance evaluation, and analyzes the performance tube of Dongguan Power Supply Bureau The present situation of the performance evaluation system is summarized and the problems existing in the performance evaluation system are summarized. The reason of this is that the design idea of the performance evaluation system of Dongguan Power Supply Bureau is put forward, the goal and the design principle of the performance management are clarified, and the performance evaluation index system of Dongguan Power Supply Bureau based on the KPI is constructed, and the performance of the performance evaluation system is based on the index system. To evaluate the effectiveness of the performance evaluation system of Dongguan Power Supply Bureau, in combination with relevant performance management theory, this paper puts forward the safeguard measures for implementing the performance evaluation system of Dongguan Power Supply Bureau, mainly to carry out the performance management idea education work, to do the publicity preparation before the performance appraisal, to strengthen the training of all staff, and to be strong To train the post skills and give full play to the effectiveness of the training mechanism; and strengthening the leadership and the like, and finally, the conclusions of the research in the paper are summarized, The purpose of this paper is to improve the overall business level and management level of Dongguan Power Supply Bureau.
