【摘要】：進(jìn)入21世紀(jì)，世界政治經(jīng)濟(jì)形勢(shì)發(fā)生著巨大而深刻的變化：一是周期性經(jīng)濟(jì)危機(jī)的再次爆發(fā)，呼喚政府發(fā)揮管理效用，通過公共政策力量助推或引導(dǎo)經(jīng)濟(jì)在正常軌道運(yùn)行，避免經(jīng)濟(jì)社會(huì)產(chǎn)生劇烈激蕩；二是推動(dòng)全球經(jīng)濟(jì)向綠色經(jīng)濟(jì)轉(zhuǎn)型，越來越多的國(guó)家步入持續(xù)、效率、和諧的軌道；三是隨著區(qū)域一體化、經(jīng)濟(jì)市場(chǎng)化進(jìn)程的推進(jìn)，對(duì)中國(guó)行政管理體制改革，建設(shè)服務(wù)型政府提出了迫切和更高的要求。本論文正是針對(duì)上述問題，，重點(diǎn)對(duì)處于西部?jī)?nèi)陸地區(qū)的瀘州市自建國(guó)以來白酒產(chǎn)業(yè)發(fā)展中的政策行為及效用進(jìn)行模型分析與實(shí)證評(píng)估，從微觀的角度對(duì)經(jīng)濟(jì)發(fā)展過程中如何科學(xué)認(rèn)識(shí)政府政策行為、科學(xué)對(duì)待政府政策行為、科學(xué)運(yùn)用政府政策行為進(jìn)行深入探討。以期探尋當(dāng)前制度下，中國(guó)建設(shè)服務(wù)型政府，并在推動(dòng)經(jīng)濟(jì)發(fā)展過程中如何發(fā)揮政策效用的科學(xué)之路，并始終保持對(duì)政策行為過度介入經(jīng)濟(jì)發(fā)展負(fù)面效用的高度警惕,對(duì)未來政府公共改革之路進(jìn)行探索與研究。
[Abstract]:In the 21st century, great and profound changes have taken place in the world political and economic situation: first, the periodic economic crisis has broken out again, calling on the government to give full play to its management effect and to help or guide the economy to run on the normal track through the power of public policies. Avoid violent agitation of economy and society; Second, to promote the global economy to a green economy transition, more and more countries into a sustained, efficient, harmonious track; Third, with the development of regional integration and economic marketization, the reform of Chinese administrative system and the construction of service-oriented government have put forward urgent and higher requirements. Aiming at the above problems, this paper focuses on the model analysis and empirical evaluation of the policy behavior and utility in the development of liquor industry in Luzhou City, which is located in the western inland area since the founding of the people's Republic of China. From the microcosmic point of view, this paper probes into how to understand government policy behavior scientifically, how to treat government policy behavior scientifically, and how to use government policy behavior scientifically in the process of economic development. In order to explore the current system, China will build a service-oriented government, and in the process of promoting economic development, how to play the scientific road of policy effectiveness, and always maintain a high degree of vigilance against the excessive involvement of policy behavior in the negative utility of economic development. To the future government public reform road carries on the exploration and the research.
