【摘要】：JL研究所隸屬于中國(guó)航天科工集團(tuán)，是以計(jì)量測(cè)試技術(shù)為總體，以溯源性研究為主線的國(guó)防技術(shù)基礎(chǔ)研究所。研究所建有電磁學(xué)、無(wú)線電、時(shí)間頻率等計(jì)量專業(yè)，長(zhǎng)期以來(lái)開(kāi)展相關(guān)的校準(zhǔn)、檢測(cè)工作，具有計(jì)量測(cè)試設(shè)備等產(chǎn)品的研制生產(chǎn)能力。計(jì)量測(cè)試服務(wù)及產(chǎn)品廣泛應(yīng)用于航天、航空、船舶、兵器等軍工領(lǐng)域及科研院校等民用領(lǐng)域。計(jì)量測(cè)試及研究所科研課題的研究依托于采購(gòu)的儀器設(shè)備，是其開(kāi)展研究的必須條件。經(jīng)過(guò)研究所五十多年來(lái)的發(fā)展，已經(jīng)建立了適合自身特點(diǎn)的采購(gòu)體系，但是隨著近年采購(gòu)任務(wù)量逐年提高，暴露出采購(gòu)成本及風(fēng)險(xiǎn)加大，采購(gòu)效率過(guò)低等問(wèn)題，直接影響了計(jì)量測(cè)試技術(shù)水平提高及科研進(jìn)度，在競(jìng)爭(zhēng)激烈的計(jì)量市場(chǎng)中，所占有的優(yōu)勢(shì)變得越來(lái)越小。 隨著航天產(chǎn)品市場(chǎng)競(jìng)爭(zhēng)的日益加劇，客戶方對(duì)產(chǎn)品的質(zhì)量等級(jí)、研制周期以及產(chǎn)品的價(jià)格提出了越來(lái)越高的需求。因此，近十年來(lái)，航天產(chǎn)品的研發(fā)速度加快了，產(chǎn)品價(jià)格降低了，產(chǎn)品質(zhì)量水平提升了。針對(duì)JL研究所采購(gòu)的特點(diǎn)，原有采購(gòu)管理模式難以滿足需求，目前采購(gòu)?fù)怀鰡?wèn)題是：采購(gòu)價(jià)格不能滿足產(chǎn)品競(jìng)爭(zhēng)需求，采購(gòu)計(jì)劃性變化大計(jì)劃外采購(gòu)多，采購(gòu)速度不能滿足研發(fā)速度要求，，采購(gòu)質(zhì)量有時(shí)難以滿足要求。隨著供應(yīng)鏈管理理論，JIT準(zhǔn)時(shí)制采購(gòu)及采購(gòu)風(fēng)險(xiǎn)控制理論的迅猛發(fā)展，采購(gòu)向著專業(yè)化、信息化、規(guī)�；�、及時(shí)化方向發(fā)展，為解決JL研究所采購(gòu)目前存在的問(wèn)題，實(shí)現(xiàn)高效、快捷、高質(zhì)量、低成本的采購(gòu)提供了可行之路。針對(duì)上述存在的現(xiàn)狀，在學(xué)習(xí)采購(gòu)管理理論與技術(shù)的最新成果基礎(chǔ)上，對(duì)JL研究所采購(gòu)特點(diǎn)及存在的問(wèn)題進(jìn)行了分析，對(duì)涉及采購(gòu)業(yè)務(wù)的有關(guān)部門的人員領(lǐng)導(dǎo)進(jìn)行了問(wèn)卷調(diào)查，對(duì)十個(gè)主要因素的影響程度進(jìn)行了分析，得出主要因素為：采購(gòu)分散、采購(gòu)計(jì)劃、信息化水平、供應(yīng)商選擇、風(fēng)險(xiǎn)控制五個(gè)因素。針對(duì)這五個(gè)因素，通過(guò)實(shí)施優(yōu)化采購(gòu)模式及流程，加強(qiáng)計(jì)劃管理，加強(qiáng)信息化建設(shè)，建立供應(yīng)商選擇體系，加強(qiáng)風(fēng)險(xiǎn)控制等采購(gòu)對(duì)策予以解決，從而提升JL研究所采購(gòu)管理水平，滿足需求。
[Abstract]:JL Institute belongs to China Aerospace Science and Technology Group. It is a basic research institute of national defense technology, which is based on metrological testing technology and traceability research. The institute has established electromagnetism, radio, time frequency and other metrology specialties, for a long time to carry on the related calibration, the inspection work, has the metrology test equipment and so on product development production capacity. Metrology and testing services and products are widely used in aerospace, aviation, ships, weapons and other military fields, scientific research schools and other civilian fields. The research of metrology test and research project depends on the equipment purchased, which is the necessary condition to carry out the research. After more than 50 years of development in the Institute, a procurement system suitable for its own characteristics has been established. However, with the increasing number of procurement tasks in recent years, it has exposed the problems of increased procurement costs and risks, low procurement efficiency, and so on. It directly affects the improvement of metrological testing technology and the progress of scientific research. In the competitive metrology market, the advantages are becoming smaller and smaller. With the increasing market competition of aerospace products, the customers put forward more and more high demand for the quality grade, the development cycle and the price of the products. Therefore, in the past ten years, the speed of aerospace product R & D has been accelerated, product price has been reduced, and product quality has been raised. In view of the characteristics of purchasing in JL research institute, the original purchasing management mode is difficult to meet the demand. At present, the outstanding problems of procurement are: the purchase price can not meet the competitive demand of products, and the procurement plan has a large number of unplanned purchases. Procurement speed can not meet the speed of R & D requirements, procurement quality is sometimes difficult to meet the requirements. With the rapid development of supply chain management theory, JIT just-in-time procurement and procurement risk control theory, procurement is developing towards specialization, information, scale and timeliness. In order to solve the problems existing in JL research, it can achieve high efficiency. Fast, high-quality, low-cost procurement provides a viable path. In view of the above existing situation, on the basis of studying the latest achievements of purchasing management theory and technology, this paper analyzes the characteristics and problems of procurement in JL Institute, and makes a questionnaire survey on the personnel leaders of the relevant departments involved in purchasing business. This paper analyzes the influence degree of ten main factors, and concludes that the main factors are: procurement dispersion, purchase plan, information level, supplier selection and risk control. In view of these five factors, through the implementation of the procurement model and process optimization, strengthen the plan management, strengthen the information construction, establish the supplier selection system, strengthen the risk control and other procurement countermeasures to solve, In order to improve the JL Institute procurement management level, to meet the demand.
