【摘要】：黨的十八大明確了轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式要有重大進(jìn)展,加快陜西經(jīng)濟(jì)持續(xù)健康發(fā)展,皆需要能源領(lǐng)域特別是電力企業(yè)的堅(jiān)強(qiáng)支撐。在十年電力體制改革中旗幟獨(dú)樹的陜西地方電力,急需創(chuàng)新管理方式,提升自身核心競(jìng)爭(zhēng)力。其安康供電分公司執(zhí)行集團(tuán)發(fā)展戰(zhàn)略,繼續(xù)打造能力堅(jiān)強(qiáng)的管理團(tuán)隊(duì),執(zhí)行力不強(qiáng)是公司管理中病詬。研究如何提升公司執(zhí)行力,迫在眉梢,勢(shì)在必行。 本文共分為六部分。第一部分為導(dǎo)論。介紹了本文的選題背景與意義、研究對(duì)象與方法、基本思路與文章結(jié)構(gòu)以及本研究的貢獻(xiàn)；第二部分為執(zhí)行力相關(guān)理論概述。主要闡述執(zhí)行力的概念、執(zhí)行力理論的演進(jìn)；第三部分為安康供電公司執(zhí)行力管理現(xiàn)狀及存在問題。介紹公司簡(jiǎn)況以及管理現(xiàn)狀,重點(diǎn)是對(duì)執(zhí)行力現(xiàn)狀進(jìn)行診斷評(píng)價(jià),從人員、制度流程、運(yùn)營(yíng)組織三個(gè)層面進(jìn)行分析現(xiàn)有執(zhí)行力存在的問題。第四部分為安康供電公司的執(zhí)行力提升方案設(shè)計(jì)。首先制定制定提升方案的目標(biāo)與原則,分析具備的條件,然后設(shè)計(jì)提升執(zhí)行力方案,重點(diǎn)是根據(jù)經(jīng)營(yíng)管理系統(tǒng)梳理安康供電公司執(zhí)行力構(gòu)成以及從人員、組織以及運(yùn)營(yíng)管理等方面確立評(píng)價(jià)執(zhí)行力的關(guān)鍵指標(biāo)庫。闡述該方案特點(diǎn)以及持續(xù)的改進(jìn)機(jī)制；第五部分為安康供電公司的提升執(zhí)行力方案實(shí)施的保障措施。主要從組織構(gòu)建、績(jī)效管理、目標(biāo)管理、培訓(xùn)、文化引導(dǎo)等方面明確提升執(zhí)行力措施。第六部分為結(jié)論,闡明本研究的結(jié)論及進(jìn)一步研究的內(nèi)容。 本文的主要貢獻(xiàn)：一是,豐富了供電企業(yè)經(jīng)營(yíng)管理執(zhí)行力的內(nèi)涵,增強(qiáng)其可操作性及實(shí)用性；二是,以績(jī)效管理為導(dǎo)向建立了一套電力行業(yè)執(zhí)行力評(píng)價(jià)指標(biāo)體系；三是,建立了操作性較強(qiáng)的整套實(shí)踐措施。
[Abstract]:The 18th National Congress of the CPC made it clear that great progress should be made in changing the mode of economic development, and that accelerating the sustained and healthy development of the economy in Shaanxi requires strong support from the energy field, especially from the power enterprises. Shaanxi local electric power, which has been the banner of power system reform for ten years, is in urgent need of innovating its management mode and improving its core competitiveness. Its Ankang Power supply Branch carries out the group's development strategy and continues to build a strong management team. It is imperative to study how to improve the executive power of the company. This paper is divided into six parts. The first part is an introduction. This paper introduces the background and significance of the topic, the research object and method, the basic ideas and the structure of the article, as well as the contribution of this study. The second part is an overview of the relevant theory of executive power. This paper mainly expounds the concept of executive power and the evolution of executive power theory. The third part is the current situation and existing problems of executive power management in Ankang Power supply Company. This paper introduces the general situation of the company and the present situation of the management, and focuses on the diagnosis and evaluation of the present situation of the executive power, and analyzes the existing problems of the executive power from three aspects: the personnel, the system process, and the operation organization. The fourth part is the design of the executive power promotion scheme of Ankang Power supply Company. First of all, the goal and principle of the promotion scheme are formulated, the conditions are analyzed, and then the plan of improving the executive power is designed. The emphasis is to sort out the executive power structure and personnel of Ankang Power supply Company according to the operation and management system. Establish the key index base for evaluating execution in the aspects of organization and operation management. The fifth part is the guarantee measures of the implementation of Ankang Power supply Company's plan of enhancing executive power. Mainly from the organizational construction, performance management, goal management, training, cultural guidance and other aspects of clear measures to enhance implementation. The sixth part is the conclusion, expounding the conclusion of this study and the content of further research. The main contributions of this paper are as follows: firstly, it enriches the connotation of the executive power of power supply enterprises, and strengthens its operability and practicability; second, it establishes a set of evaluation index system for the executive power of electric power industry under the guidance of performance management. Third, a complete set of practical measures with strong operability has been established.
