【摘要】：石油裝備制造業(yè)是石油工業(yè)發(fā)展的重要基礎(chǔ)，是制造業(yè)的重要組成部分，石油裝備的制造水平與應(yīng)用程度是一個(gè)國(guó)家綜合實(shí)力的重要體現(xiàn)，當(dāng)前正是我國(guó)石油裝備制造業(yè)發(fā)展的關(guān)鍵時(shí)期，與發(fā)達(dá)國(guó)家相比，我國(guó)的石油裝備制造業(yè)還存在一些不盡如人意的地方，諸如創(chuàng)新能力弱、產(chǎn)業(yè)發(fā)展不平衡、產(chǎn)業(yè)結(jié)構(gòu)不合理、制度環(huán)境不完善等很多問(wèn)題。在這種情況下，如何加快經(jīng)濟(jì)增長(zhǎng)方式轉(zhuǎn)變和結(jié)構(gòu)調(diào)整，努力提高石油裝備制造業(yè)發(fā)展的質(zhì)量和效益，進(jìn)一步增強(qiáng)行業(yè)的競(jìng)爭(zhēng)力和可持續(xù)發(fā)展能力顯得十分緊迫。所以，對(duì)石油裝備制造業(yè)的競(jìng)爭(zhēng)力進(jìn)行全面的研究，客觀評(píng)價(jià)其競(jìng)爭(zhēng)力水平，探索提升競(jìng)爭(zhēng)力的路徑，這些都對(duì)提高石油裝備制造業(yè)的競(jìng)爭(zhēng)能力進(jìn)而提高促進(jìn)石油工業(yè)的發(fā)展具有重要意義。 本文回顧和梳理了國(guó)內(nèi)外產(chǎn)業(yè)競(jìng)爭(zhēng)力、裝備制造業(yè)及石油裝備制造業(yè)的研究現(xiàn)狀和相關(guān)基本理論，介紹了裝備制造業(yè)的內(nèi)涵與特征和石油裝備制造業(yè)的內(nèi)涵與分類(lèi)，闡述了產(chǎn)業(yè)競(jìng)爭(zhēng)力的概念、內(nèi)涵、評(píng)價(jià)方法及有代表性的理論觀點(diǎn)，為提升石油裝備制造業(yè)競(jìng)爭(zhēng)力提供理論依據(jù)；在闡述了石油裝備制造業(yè)的發(fā)展概況和行業(yè)現(xiàn)狀后，分別從投入和產(chǎn)出兩個(gè)方面分析了影響石油裝備制造業(yè)競(jìng)爭(zhēng)力的主要因素，為提升石油裝備制造業(yè)競(jìng)爭(zhēng)力提供現(xiàn)實(shí)依據(jù)；在前文定性分析的基礎(chǔ)上，依據(jù)石油裝備制造業(yè)的競(jìng)爭(zhēng)力影響因素構(gòu)建了其競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系，以數(shù)據(jù)包絡(luò)分析法（DEA）作為評(píng)價(jià)方法進(jìn)行了定量分析；最后，綜合考慮其問(wèn)題與不足和評(píng)價(jià)結(jié)果，，從自主創(chuàng)新、人才戰(zhàn)略、產(chǎn)業(yè)集中、市場(chǎng)服務(wù)和配套政策幾方面對(duì)提高我國(guó)石油裝備制造產(chǎn)業(yè)競(jìng)爭(zhēng)力的路徑進(jìn)行了探討。
[Abstract]:The petroleum equipment manufacturing industry is the important foundation of the petroleum industry development and the important component of the manufacturing industry. The manufacturing level and application degree of the petroleum equipment is the important embodiment of a country's comprehensive strength. The present is the key period for the development of China's petroleum equipment manufacturing industry. Compared with the developed countries, China's petroleum equipment manufacturing industry still has some unsatisfactory places, such as weak innovation ability, unbalanced industrial development and unreasonable industrial structure. The system environment is not perfect and so on many problems. In this case, it is urgent to speed up the transformation of economic growth mode and structural adjustment, to improve the quality and efficiency of the development of petroleum equipment manufacturing industry, and to further enhance the competitiveness and sustainable development ability of the industry. Therefore, a comprehensive study of the competitiveness of the petroleum equipment manufacturing industry is carried out, the level of competitiveness is objectively evaluated, and the way to enhance the competitiveness is explored. All these are of great significance to improve the competitiveness of petroleum equipment manufacturing industry and promote the development of petroleum industry. This paper reviews and combs the domestic and foreign industrial competitiveness, equipment manufacturing industry and petroleum equipment manufacturing industry research status and related basic theories, introduces the connotation and characteristics of equipment manufacturing industry and the connotation and classification of petroleum equipment manufacturing industry. The concept, connotation, evaluation method and representative theory point of view of industrial competitiveness are expounded in order to provide theoretical basis for enhancing the competitiveness of petroleum equipment manufacturing industry. After expounding the general situation of the petroleum equipment manufacturing industry and the present situation of the industry, the main factors affecting the competitiveness of the oil equipment manufacturing industry are analyzed from the aspects of input and output, which provide a realistic basis for enhancing the competitiveness of the oil equipment manufacturing industry. On the basis of qualitative analysis above, according to the influencing factors of the competitiveness of the petroleum equipment manufacturing industry, the evaluation index system of its competitiveness is constructed, and the quantitative analysis is carried out by using the data envelopment analysis method (DEA) as the evaluation method. Finally, considering comprehensively its problems and shortcomings and the evaluation results, this paper discusses the ways to improve the competitiveness of China's petroleum equipment manufacturing industry from the aspects of independent innovation, talent strategy, industrial concentration, market service and supporting policies.
