【摘要】：2013年12月,英國能源與氣候變化部(DECC)正式發(fā)布了新一輪電力市場改革法案。該法案以確保獲得可靠、清潔和經(jīng)濟(jì)的能源為目標(biāo),提出了到2030年的低碳路徑展望。法案指出,英國政府將投巨資全力扶植低碳電力發(fā)展,其中核電、可再生能源和碳捕捉與封存技術(shù)的普及將成為重點(diǎn)工作。該法案圍繞電力市場改革方案提出了兩個(gè)關(guān)鍵內(nèi)容:差價(jià)合約和容量市場,并制定了一系列的配套措施。同時(shí),還公布了英國的容量市場可靠性標(biāo)準(zhǔn)的缺電小時(shí)數(shù)為3h/a。本文回顧了英國電力市場改革歷程,解讀了差價(jià)合約和容量市場的運(yùn)作模式,并進(jìn)一步分析了英國的電力市場改革對我國的啟示。
[Abstract]:In December 2013, the UK's Energy and Climate change Department (DECC) formally released a new round of electricity market reform legislation. The bill, which aims to secure reliable, clean and economical energy, offers a low-carbon path outlook by 2030. The bill states that the British government will invest heavily in the development of low-carbon electricity, with nuclear, renewable energy and carbon capture and storage technology becoming a priority. The bill proposes two key elements around the electricity market reform: the contract for difference and the capacity market, and sets out a series of supporting measures. At the same time, the UK capacity market reliability standards for the number of hours of power shortage of 3 h / a. This paper reviews the history of the reform of the British electricity market, interprets the operation mode of the contract for difference and the capacity market, and further analyzes the enlightenment of the reform of the British electricity market to our country.
