國際電力工程項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:在經(jīng)濟(jì)全球化的今天,中國在世界經(jīng)濟(jì)中的地位日漸重要。作為實(shí)施“走出去”戰(zhàn)略的主要形式之一,我國國際承包工程發(fā)展迅猛,越來越多的國內(nèi)工程建設(shè)企業(yè)開始在國際上承攬工程項(xiàng)目,并取得了越來越多的市場(chǎng)份額。想要規(guī)避風(fēng)險(xiǎn),增加獲利機(jī)會(huì),迫切地需要加強(qiáng)對(duì)國際工程項(xiàng)目進(jìn)行風(fēng)險(xiǎn)管理。但是,一方面由于我國工程企業(yè)自身的弱點(diǎn),對(duì)國際工程項(xiàng)目的風(fēng)險(xiǎn)管理較為薄弱;另一方面由于國際工程項(xiàng)目各個(gè)方面存在很多不確定因素,可能引發(fā)多種風(fēng)險(xiǎn)。這些原因都會(huì)使我國工程企業(yè)在國際工程項(xiàng)目承包中面臨著巨大的挑戰(zhàn)。 本文從我國對(duì)外工程承包商的角度出發(fā),對(duì)國際工程項(xiàng)目的主要風(fēng)險(xiǎn)因素進(jìn)行了較為系統(tǒng)的研究。首先,介紹了我國對(duì)外工程承包企業(yè)在國際工程市場(chǎng)的現(xiàn)狀及存在問題,并對(duì)國內(nèi)外風(fēng)險(xiǎn)管理的研究現(xiàn)狀進(jìn)行綜述。然后,對(duì)國際工程項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了分類識(shí)別、系統(tǒng)分析,提出了風(fēng)險(xiǎn)應(yīng)對(duì)與監(jiān)控的主要措施。最后,通過印度海薩工程電力工程項(xiàng)目,對(duì)風(fēng)險(xiǎn)管理的研究進(jìn)行了實(shí)證檢驗(yàn)。 風(fēng)險(xiǎn)識(shí)別是風(fēng)險(xiǎn)分析評(píng)價(jià)與應(yīng)對(duì)提供了前提與基礎(chǔ)。本文重點(diǎn)介紹了風(fēng)險(xiǎn)的識(shí)別技術(shù)與工具,并運(yùn)用這些工具將風(fēng)險(xiǎn)按來源進(jìn)行分類識(shí)別,建立了比較完善的風(fēng)險(xiǎn)識(shí)別指標(biāo)體系。在風(fēng)險(xiǎn)分析評(píng)價(jià)方面,從定量分析和定性分析兩個(gè)方面介紹了風(fēng)險(xiǎn)評(píng)價(jià)模型。風(fēng)險(xiǎn)分析就是應(yīng)用各種管理科學(xué)技術(shù),采用定性定量相結(jié)合的方式,最終定量地估計(jì)風(fēng)險(xiǎn)大小并評(píng)價(jià)風(fēng)險(xiǎn)影響程度的過程。它是項(xiàng)目決策的依據(jù),也是進(jìn)行風(fēng)險(xiǎn)應(yīng)對(duì)的基礎(chǔ)。在風(fēng)險(xiǎn)應(yīng)對(duì)與監(jiān)控方面,本文從風(fēng)險(xiǎn)回避、風(fēng)險(xiǎn)轉(zhuǎn)移、風(fēng)險(xiǎn)緩和、風(fēng)險(xiǎn)自留四個(gè)方面對(duì)風(fēng)險(xiǎn)應(yīng)對(duì)策略進(jìn)行了介紹,并提出要加強(qiáng)風(fēng)險(xiǎn)監(jiān)控。這些為我國工程企業(yè)在參與國際工程項(xiàng)目中的風(fēng)險(xiǎn)管理提供了參考,為我國工程企業(yè)開拓國際市場(chǎng),應(yīng)對(duì)WTO帶來的機(jī)遇和挑戰(zhàn)提供了理論依據(jù)和實(shí)踐指導(dǎo)。
[Abstract]:In today's economic globalization, China's position in the world economy is becoming increasingly important. As one of the main forms of "going out" strategy, China's international contracting projects are developing rapidly. More and more domestic construction enterprises begin to contract projects internationally, and have gained more and more market share. In order to avoid risks and increase profit opportunities, it is urgent to strengthen the risk management of international engineering projects. However, on the one hand, because of the weakness of Chinese engineering enterprises, the risk management of international engineering projects is relatively weak; on the other hand, there are many uncertain factors in various aspects of international engineering projects, which may lead to a variety of risks. These reasons will make Chinese engineering enterprises face enormous challenges in international engineering project contracting. In this paper, the main risk factors of international engineering projects are systematically studied from the point of view of our country's external engineering contractors. Firstly, the paper introduces the current situation and existing problems of China's foreign engineering contracting enterprises in the international engineering market, and summarizes the research status of risk management at home and abroad. Then, the risk of international engineering projects is classified and analyzed, and the main measures of risk response and monitoring are put forward. Finally, an empirical study on risk management is carried out through the power engineering project of Hesa Project in India. Risk identification is the premise and foundation of risk analysis, evaluation and response. This paper mainly introduces the risk identification technology and tools, and uses these tools to classify the risk according to the source, and establishes a relatively perfect risk identification index system. In the aspect of risk analysis and evaluation, the risk evaluation model is introduced from two aspects: quantitative analysis and qualitative analysis. Risk analysis is the process of using all kinds of management science and technology and combining qualitative and quantitative methods to estimate the risk and evaluate the degree of risk impact. It is the basis of project decision-making and the basis of risk management. In the aspect of risk response and monitoring, this paper introduces the risk coping strategies from four aspects: risk avoidance, risk transfer, risk mitigation and risk retention, and puts forward the need to strengthen risk monitoring. These provide a reference for Chinese engineering enterprises to participate in the risk management of international engineering projects, and provide theoretical basis and practical guidance for Chinese engineering enterprises to open up the international market and deal with the opportunities and challenges brought by WTO.
