GF天然氣分布式能源商業(yè)計(jì)劃書

【摘要】:分布式能源是目前最高效的天然氣利用方式,對我國優(yōu)化能源結(jié)構(gòu)、促進(jìn)節(jié)能減排具有重大意義。2011年10月,國家四部委(發(fā)革委、財(cái)政部、住建部、國家能源局)聯(lián)合發(fā)布《關(guān)于發(fā)展天然氣分布式能源的指導(dǎo)意見》,在政策上扶持推動(dòng)天然氣分布式能源的發(fā)展。本文針對GF能源投資有限公司計(jì)劃建設(shè)的GF天然氣分布式能源項(xiàng)目(簡稱GF電廠)撰寫商業(yè)計(jì)劃書。 GF電廠采用燃?xì)?蒸汽聯(lián)合循環(huán)冷熱電聯(lián)供(CCHP)技術(shù),通過吸收式制冷循環(huán)(熱驅(qū)動(dòng)制冷)和供熱循環(huán)的有機(jī)結(jié)合,使系統(tǒng)高低溫?zé)崮艿靡院侠砝茫瑢?shí)現(xiàn)能源的高效轉(zhuǎn)換和能量的梯級利用,不但提高能源的綜合利用效率(國外技術(shù)已經(jīng)達(dá)到96%以上),而且極大減少了碳化物和有害氣體的排放。GF電廠選址中山市GP工業(yè)區(qū),投產(chǎn)后輸出電能送入電廠近區(qū)電網(wǎng),,就近滿足工業(yè)區(qū)的用電需求,降低輸配電成本。目前工業(yè)區(qū)內(nèi)用熱企業(yè)普遍使用能耗高、污染重的燃煤或重油小型鍋爐,過量排放的廢氣給生態(tài)環(huán)境造成嚴(yán)重污染,屬于國家強(qiáng)制關(guān)停的重污染設(shè)備。GF電廠在滿足區(qū)內(nèi)集中供熱需求的同時(shí),將有助于加快關(guān)閉小型鍋爐、促進(jìn)節(jié)能減排的步伐,進(jìn)一步提高能源的綜合利用效率。另外,吸收式制冷將蒸汽熱負(fù)荷變成冷水,直接滿足區(qū)內(nèi)集中制冷需求,可以減少使用常規(guī)電力空調(diào)系統(tǒng),降低熱島效應(yīng),緩解夏季空調(diào)用電高峰壓力,大大提高能源利用效率,兼具節(jié)能和環(huán)保的優(yōu)點(diǎn)。與傳統(tǒng)集中式系統(tǒng)相比,分布式系統(tǒng)具有能源轉(zhuǎn)換高效、潔凈安全、削峰填谷、經(jīng)濟(jì)效益好等優(yōu)點(diǎn)。在能源負(fù)荷集中、環(huán)保壓力嚴(yán)峻的工業(yè)區(qū)建設(shè)天然氣分布式能源電廠,具有良好的經(jīng)濟(jì)效益和社會效益。 本商業(yè)計(jì)劃書主要從項(xiàng)目概況、市場分析、技術(shù)方案、環(huán)境保護(hù)、財(cái)務(wù)評價(jià)和風(fēng)險(xiǎn)評估等幾方面對GF電廠項(xiàng)目進(jìn)行研究分析,為投資提供科學(xué)的決策依據(jù)。
[Abstract]:Distributed energy is the most efficient way to use natural gas at present, which is of great significance to optimize energy structure and promote energy saving and emission reduction in China. In October 2011, four national ministries (NDRC, Ministry of Finance, Ministry of Housing and Construction, Ministry of Development and Development, Ministry of Finance, Ministry of Housing and Construction), The State Energy Administration jointly issued the guidance on the Development of Natural Gas distributed Energy, which supports and promotes the development of natural gas distributed energy. This paper writes a commercial plan for the GF Natural Gas distributed Energy Project (GF Power Plant) planned by GF Energy Investment Co., Ltd. The GF power plant adopts the combined cooling and heat supply (CCHP) technology of gas-steam combined cycle, through the organic combination of the absorption refrigeration cycle (heat driven refrigeration) and the heating cycle, the high and low temperature heat energy of the system can be utilized reasonably. The realization of efficient energy conversion and cascade use of energy not only improves the efficiency of comprehensive utilization of energy (foreign technologies have reached more than 96%), The GF power plant has chosen the GP Industrial Zone of Zhongshan City and put the output electric energy into the power grid of the near area of the power plant after putting into production to meet the demand of electricity in the industrial area and reduce the cost of transmission and distribution. At present, small coal-fired or heavy-oil boilers with high energy consumption and heavy pollution are commonly used in industrial areas, and excessive emissions of waste gas cause serious pollution to the ecological environment. GF power plant will help to speed up the closure of small boilers, promote the pace of energy saving and emission reduction, and further improve the comprehensive utilization efficiency of energy. In addition, absorption refrigeration converts the steam heat load into cold water, directly meets the central refrigeration demand in the area, reduces the use of conventional electric power air conditioning systems, reduces the heat island effect, and relieves the peak pressure of electricity consumption in summer air conditioners. Greatly improve the efficiency of energy use, with the advantages of energy conservation and environmental protection. Compared with the traditional centralized system, the distributed system has the advantages of high efficiency of energy conversion, clean and safe, peak cutting and valley filling, and good economic benefits. The construction of natural gas distributed energy power plant in the industrial area with concentrated energy load and severe environmental pressure has good economic and social benefits. This business plan mainly studies and analyzes the GF power plant project from the aspects of project overview, market analysis, technical scheme, environmental protection, financial evaluation and risk assessment, and provides scientific decision basis for investment.
