【摘要】：2004年EPR制度在我國(guó)開始正式實(shí)施，與此同時(shí)，廢舊家電回收引起了政府與生產(chǎn)企業(yè)的重視。本文在EPR制度下研究生產(chǎn)企業(yè)廢舊家電回收的激勵(lì)機(jī)制。具體研究?jī)?nèi)容如下： 首先，研究EPR制度下生產(chǎn)企業(yè)回收廢舊家電激勵(lì)機(jī)制理論。通過對(duì)現(xiàn)有研究文獻(xiàn)進(jìn)行梳理，借鑒已有的研究理論成果，本文對(duì)廢舊家電概念進(jìn)行了界定，在介紹EPR制度與逆向物流的基礎(chǔ)上，提出生產(chǎn)企業(yè)廢舊家電回收的經(jīng)濟(jì)激勵(lì)與非經(jīng)濟(jì)激勵(lì)機(jī)制理論。 其次，在EPR制度下生產(chǎn)企業(yè)經(jīng)濟(jì)激勵(lì)與非經(jīng)濟(jì)激勵(lì)機(jī)制。本文通過分析政府與生產(chǎn)企業(yè)在廢舊家電回收過程中利益博弈，分析如何在廢舊家電回收工作中實(shí)現(xiàn)二者的利益均衡，從而構(gòu)建經(jīng)濟(jì)激勵(lì)模型；本文主要通過相關(guān)的法律法規(guī)、強(qiáng)化政府政策行為、推行企業(yè)市場(chǎng)化運(yùn)作、加強(qiáng)環(huán)保宣傳教育、增強(qiáng)社會(huì)監(jiān)督力度等方面來論述非經(jīng)濟(jì)激勵(lì)機(jī)制。 最后，對(duì)我國(guó)廢舊家電回收的實(shí)施情況進(jìn)行案例分析。本文采用美的集團(tuán)與海爾集團(tuán)兩個(gè)較大的家電生產(chǎn)企業(yè)為案例，分析我國(guó)廢舊家電的回收情況。結(jié)果表明：兩個(gè)企業(yè)都對(duì)各自的生產(chǎn)的廢舊家電回收高度重視，但美的集團(tuán)的廢舊家電回收項(xiàng)目由于缺乏有效的激勵(lì)和政府、消費(fèi)者的及時(shí)配合而失��；海爾集團(tuán)的廢舊家電回收量超過其新家電的銷售量，廢舊家電工作比較成功。
[Abstract]:In 2004, the EPR system began to be implemented in our country. At the same time, the recycling of used household appliances has attracted the attention of the government and production enterprises. This paper studies the incentive mechanism of recycling used household appliances in production enterprises under EPR system. The specific research contents are as follows: firstly, the incentive mechanism theory of recycling used household appliances in EPR system is studied. By combing the existing research literature and drawing on the existing theoretical research results, this paper defines the concept of used household appliances, and introduces the EPR system and reverse logistics. The theory of economic incentive and non-economic incentive mechanism for recycling used household appliances in production enterprises is put forward. Secondly, under the EPR system, the production enterprise economic incentive and non-economic incentive mechanism. By analyzing the benefit game between government and production enterprises in the process of recycling used household appliances, this paper analyzes how to realize the benefit balance between the two in the recovery of used household appliances, and thus constructs an economic incentive model. This paper mainly discusses the non-economic incentive mechanism through the relevant laws and regulations, strengthening the government policy behavior, promoting the market-oriented operation of the enterprise, strengthening the environmental protection propaganda and education, strengthening the social supervision and so on. Finally, the case study on the implementation of recycling of used household appliances in China is carried out. In this paper, two large household appliance enterprises, Midea and Haier Group, are used to analyze the recovery of used household appliances in China. The results show that both enterprises attach great importance to the recovery of waste household appliances produced by each other, but Midea's recycling project fails because of the lack of effective incentives and the timely cooperation of the government and consumers. Haier Group's recycling of used household appliances exceeds its sales volume of new appliances, and the work of waste appliances is relatively successful.
