【摘要】：改革開放以來(lái),我國(guó)藥品生產(chǎn)流通從計(jì)劃控制轉(zhuǎn)向市場(chǎng)化經(jīng)營(yíng),形成了比較完善的管理制度和多元化的生產(chǎn)經(jīng)營(yíng)主體。但由于實(shí)行以藥養(yǎng)醫(yī)制度,公立醫(yī)院壟斷藥品購(gòu)銷,加之價(jià)格管理、市場(chǎng)監(jiān)管、招標(biāo)采購(gòu)和醫(yī)保支付制度尚不完善,導(dǎo)致藥品生產(chǎn)行業(yè)出現(xiàn)產(chǎn)業(yè)集中度低、新藥研發(fā)創(chuàng)新能力弱、生產(chǎn)管理現(xiàn)代化水平低等問題,流通行業(yè)出現(xiàn)市場(chǎng)集中度低、流通環(huán)節(jié)加價(jià)過(guò)高、流通秩序混亂、發(fā)展布局不合理、現(xiàn)代化水平低等問題。促進(jìn)藥品生產(chǎn)流通行業(yè)健康發(fā)展,必須加快推進(jìn)醫(yī)藥分開和公立醫(yī)院改革,充分發(fā)揮價(jià)格引導(dǎo)和醫(yī)保機(jī)構(gòu)的監(jiān)督約束作用,加快完善藥品集中采購(gòu)制度,并不斷提高藥品生產(chǎn)流通的市場(chǎng)集中度和現(xiàn)代化水平。
[Abstract]:Since the reform and opening up, China's drug production and circulation has changed from planned control to market-oriented management, forming a relatively perfect management system and diversified production and operation main body. However, due to the implementation of the system of raising medicine with drugs, the monopoly of the purchase and sale of drugs in public hospitals, the imperfect system of price management, market supervision, bidding and procurement, and the payment system for medical insurance, there is a low degree of industrial concentration in the pharmaceutical production industry. The new drug research and development innovation ability is weak, the production management modernization level is low, the circulation profession appears the market concentration degree is low, the circulation link price increase is too high, the circulation order is chaotic, the development layout is unreasonable, the modernization level is low, and so on. To promote the healthy development of the pharmaceutical production and circulation industry, it is necessary to speed up the separation of medicine and the reform of public hospitals, give full play to the role of price guidance and supervision and restraint of medical insurance institutions, and speed up the improvement of the centralized drug procurement system. And constantly improve the drug production and circulation of the market concentration and modernization level.
