【摘要】：輸變電工程是我國(guó)基礎(chǔ)設(shè)施建設(shè)的重點(diǎn)之一,對(duì)于我國(guó)經(jīng)濟(jì)和社會(huì)持續(xù)發(fā)展起著重要作用。輸變電工程建設(shè)過(guò)程后評(píng)價(jià)可以對(duì)工程建設(shè)期間的實(shí)際狀態(tài)進(jìn)行評(píng)價(jià),為工程建設(shè)和改造提供指導(dǎo)和積累經(jīng)驗(yàn),促進(jìn)項(xiàng)目可行性研究和前評(píng)價(jià)的客觀公正性,有利于未來(lái)提高項(xiàng)目投資的科學(xué)化管理水平。 本文通過(guò)對(duì)國(guó)內(nèi)外建設(shè)項(xiàng)目后評(píng)價(jià)、建設(shè)過(guò)程后評(píng)價(jià)現(xiàn)狀的研究,結(jié)合輸變電工程項(xiàng)目的特點(diǎn),詳細(xì)探討了過(guò)程后評(píng)價(jià)的相關(guān)問(wèn)題,明確界定了輸變電工程建設(shè)過(guò)程后評(píng)價(jià)的相關(guān)概念和內(nèi)容。結(jié)合現(xiàn)有后評(píng)價(jià)理論和方法,以柳林-霍縣500kV線路工程為研究對(duì)象,對(duì)其建設(shè)過(guò)程進(jìn)行分析,并總結(jié)項(xiàng)目的前期工作—施工準(zhǔn)備—建設(shè)施工全過(guò)程的實(shí)際結(jié)果。首先,采用熵權(quán)法與TOPSIS法對(duì)建設(shè)過(guò)程的前期決策和施工準(zhǔn)備進(jìn)行分析,通過(guò)與其它同一時(shí)段投產(chǎn)的3個(gè)同類(lèi)工程進(jìn)行對(duì)比分析,避免了縱向?qū)Ρ鹊钠嫘耘c局限性。其次,運(yùn)用AHP與物元可拓模型,對(duì)建設(shè)過(guò)程的施工建設(shè)進(jìn)行了研究。最后應(yīng)用了邏輯框架法,定性分析了各個(gè)指標(biāo)的實(shí)施水平,對(duì)工程綜合情況等做了科學(xué)有效的評(píng)價(jià),并根據(jù)評(píng)價(jià)結(jié)果對(duì)存在的問(wèn)題提出了針對(duì)性的對(duì)策和建議。 柳林-霍縣500kV線路工程建設(shè)過(guò)程后評(píng)價(jià)體系的建立和綜合評(píng)價(jià)方法的應(yīng)用,為輸變電工程建設(shè)過(guò)程后評(píng)價(jià)體系的制定提供了一定的科學(xué)方法,為同類(lèi)工程的建設(shè)過(guò)程評(píng)價(jià)提供了一個(gè)有意義的探索。
[Abstract]:Power transmission and transformation project is one of the key points of infrastructure construction in China, which plays an important role in the sustained economic and social development of our country. The post-evaluation of transmission and transformation engineering construction process can evaluate the actual state of the project during construction, provide guidance and accumulated experience for engineering construction and transformation, and promote the objective fairness of feasibility study and pre-evaluation of the project. It will help to improve the scientific management level of project investment in the future. Based on the research on the post-evaluation of construction projects at home and abroad and the present situation of post-evaluation of construction process, combined with the characteristics of transmission and transformation projects, this paper discusses in detail the relevant problems of post-process evaluation. The concept and content of post-evaluation of transmission and transformation engineering construction process are clearly defined. Based on the existing theory and method of post-evaluation, this paper analyzes the construction process of 500kV line project in Liulin-Huo County, and summarizes the actual results of the whole process of the project from pre-construction preparation to construction. Firstly, entropy weight method and TOPSIS method are used to analyze the early decision and construction preparation of the construction process. By comparing with the other three similar projects in the same period of time, the one-sidedness and limitation of longitudinal comparison are avoided. Secondly, using AHP and matter-element extension model, the construction process of construction is studied. Finally, the logical frame method is applied, the implementation level of each index is qualitatively analyzed, the comprehensive situation of the project is evaluated scientifically and effectively, and the corresponding countermeasures and suggestions are put forward according to the evaluation results. The establishment of post-evaluation system and the application of comprehensive evaluation method in the construction process of 500kV line engineering in Liulin-Huo county provide a certain scientific method for the establishment of post-evaluation system in the construction process of transmission and transformation projects. It provides a meaningful exploration for the construction process evaluation of similar projects.
