【摘要】：隨著我國社會經(jīng)濟快速發(fā)展,人民生活水平的提高,食品包裝行業(yè)與時俱進,發(fā)展迅速,新類型的食品包裝材料層出不窮。人們越來越重視食品安全,食品包裝作為接觸食品的重要組成部分,其安全性能的重要性也逐漸被人們所熟知。世界各國特別是美國、歐盟、日本等發(fā)達國家對于食品包裝已經(jīng)形成了比較成熟的管理機制。我國的食品包裝安全管理還沒有形成比較完善的管理機制,這對于食品包裝安全的管理極為不利。為了維護我國食品包裝生產(chǎn)領(lǐng)域的秩序,保護人們的身體健康,需要盡快建立適合我國國情的食品包裝安全管理機制。 本文將我國現(xiàn)行食品包裝安全管理機制作為研究對象,運用公共管理基礎(chǔ)理論和經(jīng)濟學(xué)基礎(chǔ)理論等相關(guān)理論,在我國社會主義市場經(jīng)濟體制建立和完善的實踐背景下,從我國食品包裝安全管理機制的現(xiàn)狀出發(fā),在借鑒美國、歐盟、日本等國家先進經(jīng)驗和做法的基礎(chǔ)上,對我國食品包裝安全的管理機制提出一些自己的思考和建議。本文分為六個部分：緒論、食品包裝安全相關(guān)概念與理論概述、我國食品包裝安全管理現(xiàn)狀及問題分析、借鑒國外食品包裝安全相關(guān)管理經(jīng)驗、我國食品包裝安全管理機制的構(gòu)建、結(jié)束語。本文首先介紹食品包裝安全的相關(guān)概念、食品包裝管理機制的基本要素和內(nèi)容、食品包裝安全管理的理論基礎(chǔ),然后對我國的食品包裝安全管理現(xiàn)象進行總結(jié)和歸納,從現(xiàn)象中找出我國食品包裝安全存在的問題并對其原因進行分析。再介紹國外成熟的食品包裝管理體系,力圖從國外的先進經(jīng)驗中找到對我國食品包裝安全管理機制的一些改進方向。最后,根據(jù)我國現(xiàn)有的情況,從完善我國食品包裝安全管理的法律體系、完善我國食品包裝安全的標(biāo)準(zhǔn)體系建設(shè)、加快完善食品包裝市場準(zhǔn)入制度、加快建立食品包裝風(fēng)險評估和預(yù)警機制、建立缺陷食品包裝的召回機制和食品包裝可溯源制度、完善食品包裝安全責(zé)任追究機制等六個方面提出建議。希望本文能夠?qū)ξ覈称钒b安全管理機制的理論與實踐的發(fā)展起到一定的參考作用,盡自己綿薄之力促使政府高度重視食品包裝安全問題,提高認(rèn)識,盡快采取措施建立健全食品包裝安全管理機制,使得整個食品包裝安全得到提高,保障全體民眾的健康,達到和諧社會的目標(biāo)。
[Abstract]:With the rapid development of China's social economy and the improvement of people's living standards, food packaging industry keeps pace with the times and develops rapidly, and new types of food packaging materials emerge endlessly. People pay more and more attention to food safety, food packaging as an important part of food contact, the importance of its safety performance has been gradually known. Countries around the world, especially the United States, the European Union, Japan and other developed countries for food packaging has formed a relatively mature management mechanism. Food packaging safety management in China has not yet formed a relatively perfect management mechanism, which is extremely disadvantageous to food packaging safety management. In order to maintain the order in the field of food packaging production and protect the health of people, it is necessary to establish a safety management mechanism of food packaging suitable for the national conditions of our country as soon as possible. In this paper, the current food packaging safety management mechanism in China is taken as the research object, and the relevant theories, such as the basic theory of public management and the basic theory of economics, are used to establish and perfect the socialist market economy system in our country under the background of practice. Based on the current situation of food packaging safety management mechanism in China, based on the advanced experiences and practices of the United States, European Union, Japan and other countries, this paper puts forward some thoughts and suggestions on the management mechanism of food packaging safety in China. This article is divided into six parts: introduction, food packaging safety related concepts and theory overview, China food packaging safety management status and problems analysis, foreign food packaging safety related management experience, The construction of food packaging safety management mechanism in China, concluding remarks. This paper first introduces the related concepts of food packaging safety, the basic elements and contents of food packaging management mechanism, the theoretical basis of food packaging safety management, and then summarizes and summarizes the phenomenon of food packaging safety management in China. The problems of food packaging safety in China are found out from the phenomenon and the reasons are analyzed. This paper also introduces the mature food packaging management system in foreign countries, and tries to find out the direction of improving the food packaging safety management mechanism of our country from the advanced experience of foreign countries. Finally, according to the current situation of our country, from perfecting the legal system of food packaging safety management, perfecting the construction of the standard system of food packaging safety in our country, speeding up the improvement of food packaging market access system, Some suggestions are put forward from six aspects, such as setting up food packaging risk assessment and warning mechanism, establishing recall mechanism of defective food packaging and traceability system of food packaging, and perfecting the mechanism of investigating food packaging safety responsibility. I hope this paper can play a certain reference role in the development of the theory and practice of food packaging safety management mechanism in our country, and do my best to urge the government to attach great importance to food packaging safety problems and raise the understanding. Measures should be taken as soon as possible to establish and improve the safety management mechanism of food packaging so as to improve the safety of the whole food packaging, to ensure the health of all the people and to achieve the goal of harmonious society.
