【摘要】：就藥品費用的提升而言,不但與藥品消費的數(shù)量成正比,而且受新上市的藥品定價所影響�？v觀全球各個國家,都面臨著藥品費用不斷上漲所帶來的壓力,各國都結(jié)合自身國情,重點地對藥品價格的控制方法進(jìn)行了研究和分析。在這一過程中,存在這許多問題,如藥品價格為什么要受到控制,不能將市場作為全面左右藥品價格因素的原因是什么,藥品定價的原則和方法有哪些,以及各個國家對藥品定價的方式對于我國的借鑒意義等,都是筆者在本文所要重點介紹和分析的。藥品價格監(jiān)管不僅是國內(nèi)人們關(guān)注的焦點,同時也是一個世界性的難題。深化我國藥品體制改革和實施科學(xué)監(jiān)管的對策,建立責(zé)權(quán)對等的藥品監(jiān)管體制。藥品監(jiān)管任重道遠(yuǎn),藥品監(jiān)管體制存在嚴(yán)重缺陷影響執(zhí)法效力。 本文從政府政策的角度探討了如何建立合理的藥品價格形成機制,簡要介紹了藥品價格政府監(jiān)管的必要性和藥品價格政策體系,重點分析了藥品價格政府管理中存在的問題,同時借鑒了部分國外藥品價格管理經(jīng)驗,通過對物價部門定價模式存在的問題及藥品價格形成中存在問題的成因進(jìn)行分析,從而為完善我國藥品價格形成機制提出建議,以期藥價更為合理,并作出相應(yīng)的展望。
[Abstract]:The increase of drug cost is not only proportional to the quantity of drug consumption, but also affected by the newly listed drug pricing. Every country in the world is facing the pressure brought by the rising drug cost. According to their own national conditions, the control methods of drug price are studied and analyzed. In this process, there are many problems, such as why drug prices should be controlled, what are the reasons why the market cannot be taken as the overall determinant of drug prices, and what are the principles and methods of drug pricing. As well as each country to the drug pricing method to our country reference significance and so on, is the author in this article to want to introduce and analyze emphatically. Drug price regulation is not only the focus of domestic attention, but also a worldwide problem. In order to deepen the reform of drug system and implement the countermeasures of scientific supervision, we should establish a drug supervision system with equal responsibility and power. Drug supervision has a long way to go, and serious defects in the drug regulatory system affect the effectiveness of law enforcement. From the angle of government policy, this paper discusses how to establish a reasonable mechanism for the formation of drug price, briefly introduces the necessity of government supervision of drug price and the system of drug price policy, and analyzes emphatically the problems existing in the government management of drug price. At the same time, it draws lessons from some foreign experiences of drug price management, analyzes the problems existing in the pricing mode of price department and the causes of the problems in the formation of drug price, and puts forward some suggestions for perfecting the forming mechanism of drug price in our country. With a view to more reasonable drug prices, and to make a corresponding outlook.
