【摘要】：老工業(yè)基地是新中國工業(yè)的搖籃。婁底市老工業(yè)區(qū)建設(shè)起步于“一五”至“三線”建設(shè)時(shí)期,國家集中力量在婁底建設(shè)了一批以能源、原材料、裝備制造、國防軍工為主的重化工產(chǎn)業(yè),形成了數(shù)個(gè)相對較為完備的工業(yè)體系,為我國形成獨(dú)立完整的工業(yè)體系和國民經(jīng)濟(jì)體系,為經(jīng)濟(jì)和國防建設(shè)做出了自己的貢獻(xiàn)。改革開放以來,隨著市場化進(jìn)程的不斷推進(jìn),婁底老工業(yè)基地的體制性、結(jié)構(gòu)性矛盾日益顯現(xiàn),發(fā)展中遇到了諸多困難。本文通過對婁底市老工業(yè)區(qū)的實(shí)地調(diào)查走訪和調(diào)去有關(guān)部門歷史數(shù)據(jù),分析了婁底市老工業(yè)區(qū)形成的歷史沿革和現(xiàn)狀,查找了目前婁底市老工業(yè)區(qū)調(diào)整改造面臨的主要困難,提出了解決問題的辦法。本文把研究重點(diǎn)放在如何實(shí)施改造上,綜合了國內(nèi)外老工業(yè)基地調(diào)整改造的最新成果和典型案例,制定了契合婁底實(shí)際情況的具體思路,為婁底消除自身發(fā)展約束,擺脫發(fā)展滯緩,走上內(nèi)生驅(qū)動、良性發(fā)展的軌道,具有一定的指導(dǎo)意義。
[Abstract]:The old industrial base is the cradle of New China's industry. The construction of the old industrial zone in Loudi started during the period of "the first Five-Year Plan" to the "third Line" construction. The state concentrated its efforts on building a number of heavy chemical industries in Loudi, which are mainly energy, raw materials, equipment manufacturing, and national defense military industries. Several relatively complete industrial systems have been formed, independent and complete industrial systems and national economic systems have been formed for our country, and their own contributions have been made to the economic and national defense construction. Since the reform and opening up, with the continuous promotion of the market-oriented process, Loudi's old industrial base system, structural contradictions have become increasingly apparent, and encountered many difficulties in development. Based on the field investigation of the old industrial zone in Loudi and the historical data of the relevant departments, this paper analyzes the historical evolution and present situation of the formation of the old industrial zone in Loudi, and finds out the main difficulties faced by the adjustment and transformation of the old industrial zone in Loudi at present. A solution to the problem is put forward. This paper focuses on how to carry out the transformation, synthesizes the latest achievements and typical cases of the adjustment and transformation of the old industrial base at home and abroad, and formulates the concrete ideas to suit the actual situation of Loudi, and eliminates the constraints of its own development for Loudi. Getting rid of the slow development and going on the track of endogenous drive and benign development has certain guiding significance.
