【摘要】：上海市是我國最重要的制造業(yè)基地之一,上海制造具有豐厚的歷史底蘊,建國以來上海市制造業(yè)扮演了重要的角色,促進了中國制造業(yè)產(chǎn)業(yè)體系的建設(shè)和發(fā)展。自上世紀(jì)90年代以來,上海市改變了產(chǎn)業(yè)發(fā)展戰(zhàn)略,強調(diào)以第三產(chǎn)業(yè)為發(fā)展重點,制造業(yè)漸漸被淡忘,但進入21世紀(jì)后上海市對制造業(yè)的重新重視,上海市制造業(yè)又開始成為大家關(guān)注的熱點。上海市制造業(yè)的發(fā)展史也是制造業(yè)的結(jié)構(gòu)調(diào)整史,上海市制造業(yè)的發(fā)展一直都離不開制造業(yè)結(jié)構(gòu)的調(diào)整和轉(zhuǎn)型。 金融危機給世界經(jīng)濟帶來了巨大麻煩,上海市經(jīng)濟增速也首次跌破兩位數(shù)。后金融危機時代,上海市面臨著外部需求萎縮、勞動力和土地成本上漲、部分行業(yè)產(chǎn)能過剩和節(jié)能減排要求更加嚴(yán)格等挑戰(zhàn),為了成功破解這些不利因素,上海市委市政府提出了“創(chuàng)新驅(qū)動、轉(zhuǎn)型發(fā)展”的總體思路。目前,上海市制造業(yè)已經(jīng)處于轉(zhuǎn)型攻堅期,上海制造業(yè)結(jié)構(gòu)轉(zhuǎn)型不僅關(guān)系到制造業(yè)產(chǎn)業(yè)高端化目標(biāo)能否實現(xiàn),而且更加關(guān)系到上海創(chuàng)新驅(qū)動、轉(zhuǎn)型發(fā)展的進程能否有效推進,研究上海市制造業(yè)結(jié)構(gòu)變化與經(jīng)濟增長的關(guān)系具有豐富的理論價值和實踐價值,有助于對制造業(yè)的結(jié)構(gòu)調(diào)整方向有更清晰的了解,進而判斷制造業(yè)增長的主要驅(qū)動因素。 本文主要研究了上海市制造業(yè)的結(jié)構(gòu)轉(zhuǎn)型,首先梳理了國內(nèi)外的相關(guān)理論和文獻,然后從產(chǎn)值結(jié)構(gòu)、資本投入要素結(jié)構(gòu)和勞動力投入要素結(jié)構(gòu)三個方面重點分析了“十五”期間和“十一五”期間上海市制造業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型的狀況,并且對比分析了這兩個時期的上海市制造業(yè)變化的異同點。同時運用了偏離份額法和數(shù)據(jù)包絡(luò)法對上海市制造業(yè)結(jié)構(gòu)轉(zhuǎn)型和制造業(yè)增長的關(guān)系做了實證研究,發(fā)現(xiàn)上海市制造業(yè)結(jié)構(gòu)轉(zhuǎn)型對制造業(yè)增長具有較大的促進作用。最后在前面的研究基礎(chǔ)上為上海市制造業(yè)的轉(zhuǎn)型和發(fā)展提出了政策建議。
[Abstract]:Shanghai is one of the most important manufacturing bases in China. Shanghai manufacturing industry has played an important role since the founding of the people's Republic of China and promoted the construction and development of China's manufacturing industry system. Since the 1990s, Shanghai has changed its industrial development strategy, emphasizing that the tertiary industry is the focus of development, and the manufacturing industry has gradually been forgotten. However, after entering the 21st century, Shanghai has revalued the manufacturing industry. Shanghai manufacturing industry began to become the focus of attention. The history of development of Shanghai manufacturing industry is also the history of structural adjustment of manufacturing industry, and the development of Shanghai manufacturing industry has always been inseparable from the adjustment and transformation of manufacturing structure. The financial crisis has brought great trouble to the world economy, and Shanghai's economic growth has fallen below double digits for the first time. In the post-financial crisis era, Shanghai is facing challenges such as shrinking external demand, rising labor and land costs, overcapacity in some industries and stricter requirements for energy conservation and emission reduction. In order to successfully solve these disadvantages, Shanghai municipal party committee and government put forward the general idea of "innovation drive, transformation and development". At present, Shanghai's manufacturing industry has been in a period of transformation. The structural transformation of Shanghai's manufacturing industry is not only related to whether the goal of high-end manufacturing industry can be realized, but also more related to Shanghai's innovation drive and whether the process of transformation and development can be effectively promoted. The study of the relationship between the structural change of Shanghai manufacturing industry and the economic growth has rich theoretical and practical value, which is helpful to have a clearer understanding of the direction of the structural adjustment of the manufacturing industry and to judge the main driving factors of the growth of the manufacturing industry. This paper mainly studies the structural transformation of Shanghai manufacturing industry, first combing the relevant theories and literature at home and abroad, then from the structure of output value. This paper analyzes the adjustment and transformation of Shanghai manufacturing industry structure during the 10th Five-Year Plan period and the 11th Five-Year Plan period in three aspects: capital input factor structure and labor input factor structure. And has compared and analyzed these two periods Shanghai manufacturing industry change the similarities and differences. At the same time, the paper makes an empirical study on the relationship between the structural transformation of Shanghai manufacturing industry and the growth of manufacturing industry by using the method of deviation share and data envelopment, and finds that the structural transformation of manufacturing industry in Shanghai has a great role in promoting the growth of manufacturing industry. Finally, on the basis of the previous research, some policy suggestions are put forward for the transformation and development of Shanghai manufacturing industry.
