【摘要】：包裝業(yè)作為一個(gè)與生產(chǎn)、流通、消費(fèi)密切相關(guān)的產(chǎn)業(yè)，在整個(gè)產(chǎn)業(yè)鏈有著特殊的地位，是國(guó)民經(jīng)濟(jì)體系不可或缺的重要組成部分。它一方面對(duì)推動(dòng)經(jīng)濟(jì)和社會(huì)發(fā)展起著重要的作用，同時(shí)又是一個(gè)消耗資源、污染環(huán)境比較嚴(yán)重的行業(yè)。在提倡可持續(xù)發(fā)展理念的當(dāng)今社會(huì)，環(huán)境問(wèn)題成為影響人類生存和發(fā)展的重要問(wèn)題，實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)已成為未來(lái)經(jīng)濟(jì)發(fā)展的唯一模式，以循環(huán)經(jīng)濟(jì)思想為指導(dǎo)，大力推動(dòng)綠色包裝發(fā)展已是必然趨勢(shì)。本文通過(guò)查閱文獻(xiàn)，了解了循環(huán)經(jīng)濟(jì)和綠色包裝的提出背景、概念和內(nèi)涵，，以及他們之間的相互關(guān)系。通過(guò)查閱文獻(xiàn)資料、對(duì)比分析等途徑研究了國(guó)外綠色包裝的發(fā)展歷程和成功經(jīng)驗(yàn)；采用實(shí)地考察、走訪調(diào)研、查閱文獻(xiàn)資料等方法，并從包裝標(biāo)準(zhǔn)、產(chǎn)業(yè)結(jié)構(gòu)、技術(shù)創(chuàng)新等多個(gè)角度研究總結(jié)了我國(guó)綠色包裝發(fā)展的現(xiàn)狀及存在的主要問(wèn)題，在此基礎(chǔ)上以循環(huán)經(jīng)濟(jì)理論為指導(dǎo)，提出了以“綠色先行、循環(huán)為上、崇尚務(wù)實(shí)、反對(duì)浪費(fèi)”為發(fā)展理念、以“依靠科技、政府引導(dǎo)、協(xié)會(huì)指導(dǎo)、企業(yè)執(zhí)行、全民參與”為發(fā)展思路、以“優(yōu)先研發(fā)和選用可循環(huán)的綠色包裝材料、努力推行綠色包裝設(shè)計(jì)、極力推行清潔生產(chǎn)、大力回收包裝垃圾、著力構(gòu)建綠色包裝產(chǎn)業(yè)群”為發(fā)展主線的適合我國(guó)國(guó)情綠色包裝發(fā)展新模式。
[Abstract]:As an industry closely related to production, circulation and consumption, packaging industry plays a special role in the whole industrial chain and is an indispensable and important part of the national economic system. On the one hand, it plays an important role in promoting economic and social development, at the same time, it is an industry that consumes resources and pollutes the environment seriously. In today's society, which advocates the concept of sustainable development, environmental problems have become an important issue affecting the survival and development of human beings. The realization of circular economy has become the only mode of economic development in the future, guided by the idea of circular economy. Vigorously promoting the development of green packaging is an inevitable trend. In this paper, the background, concept and connotation of circular economy and green packaging are discussed. This paper studies the development course and successful experience of green packaging in foreign countries by means of literature review, comparative analysis and so on, adopts the methods of on-the-spot investigation, visiting investigation, consulting literature material, and so on, and from packaging standard, industrial structure, etc. This paper studies and summarizes the present situation and main problems of green packaging development in China from many angles such as technological innovation. On the basis of this, under the guidance of circular economy theory, the author puts forward the idea of "green first, recycling first, advocating pragmatism". "against waste" as the development concept, "rely on science and technology, government guidance, association guidance, enterprise implementation, national participation" as the development thinking, "priority research and development and selection of recycled green packaging materials, and strive to promote green packaging design," To promote clean production, to recycle packaging waste, and to build green packaging industry cluster "is the main line of development for the development of green packaging model suitable for China's national conditions."
