江門市220kV電力基建工程項目成本控制研究

【摘要】:為了滿足國民經(jīng)濟發(fā)展的需要,當(dāng)前我國電力工業(yè)正處于快速發(fā)展的新階段,在電力建設(shè)大好的形勢下,各式變電站和輸電線路的施工顯得尤為重要。電力基建工程的成本控制是所有輸變電施工企業(yè)必須要面對的一個難題。由于電力工程工序復(fù)雜,在項目開始到結(jié)束都涉及到很多人力物資問題,這些問題到目前為止還沒有較為完整的處理方案。我國是電力大國,絕大多數(shù)地區(qū)的遠程輸電都是以220kV為主,因此本文針對220kV電力建設(shè)工程的項目成本控制做了相應(yīng)的研究和探討。 本文從電力施工項目成本管理任務(wù)出發(fā),利用偏差分析等理論為主要的理論依據(jù),采用定性分析和定量分析相結(jié)合,對成本管理控制的特征、依據(jù)及如何實現(xiàn)電力項目的成本控制提出了具體方案,針對性提出在工程項目的設(shè)計、施工等階段加強工程管理,控制項目成本的措施和方法。結(jié)合實際案例,對江門市220kV彩虹變電站的施工成本內(nèi)容進行了相關(guān)的研究,驗證了方案的有效性。對江門市220kV彩虹變電站電力基建工程項目降低成本提出了有效的策略和實行路徑。經(jīng)過一番有效的偏差控制和責(zé)任成本的規(guī)范管理,220kV彩虹變電站的基建工程在保證工程質(zhì)量和工期的情況下順利投產(chǎn),除了實現(xiàn)早期的預(yù)算,也在多方面節(jié)約了成本,成為了江門供電局“安全、優(yōu)質(zhì)、文明”的樣板工程之一。
[Abstract]:In order to meet the needs of the development of national economy, the electric power industry of our country is in a new stage of rapid development at present. Under the excellent situation of electric power construction, the construction of all kinds of substations and transmission lines is particularly important. The cost control of electric power infrastructure engineering is a difficult problem that all power transmission and transformation construction enterprises must face. Due to the complexity of the power engineering process, many human and material problems are involved in the beginning to the end of the project. So far, there is no complete solution to these problems. China is a big power country, and most of the long-distance transmission in China is based on 220kV. Therefore, this paper studies and discusses the project cost control of 220kV electric power construction project. Based on the cost management task of electric power construction project and the theory of deviation analysis as the main theoretical basis, this paper combines qualitative analysis with quantitative analysis to analyze the characteristics of cost management and control. According to and how to realize the cost control of the electric power project, this paper puts forward the concrete plan, and puts forward the measures and methods of strengthening the engineering management and controlling the project cost in the design and construction stages of the engineering project. Combined with practical cases, the construction cost content of 220kV Rainbow Substation in Jiangmen City is studied, and the validity of the scheme is verified. This paper puts forward effective strategy and implementation path to reduce the cost of power infrastructure project of 220kV Rainbow Substation in Jiangmen City. After some effective deviation control and standardized management of responsibility cost, the capital construction project of the 220 kV Rainbow Substation has been put into production smoothly under the condition of ensuring the project quality and the construction period. Besides realizing the early budget, it has also saved the cost in many aspects. Jiangmen Power supply Bureau has become a "safe, quality, civilized" one of the model project.
