新能源汽車開發(fā)項(xiàng)目的人力資源配置研究

【摘要】:隨著全球經(jīng)濟(jì)的發(fā)展,面對全球范圍內(nèi)的能源需求以及環(huán)保問題,各國政府和產(chǎn)業(yè)界都紛紛提出各自的新能源發(fā)展戰(zhàn)略。研究一種新型的、清潔的可再生能源來滿足人類生存和發(fā)展的需要。汽車是人類進(jìn)步發(fā)明的產(chǎn)物,世界汽車產(chǎn)業(yè)正處在技術(shù)革命和產(chǎn)業(yè)大調(diào)整的發(fā)展時(shí)期,安全、環(huán)保、節(jié)能的新能源汽車是全球共同關(guān)心的重大課題。要保證新能源產(chǎn)業(yè)能持續(xù)、穩(wěn)定的發(fā)展下去,需要大量相關(guān)專業(yè)的技術(shù)人才,,需要一個相對穩(wěn)定的知識型團(tuán)隊(duì)。但人才的培育和成長是一個較長的過程,這使得新能源汽車企業(yè)人才供求之間的矛盾日益突出,人力資源的配置也尤為重要。在跨國研發(fā)項(xiàng)目團(tuán)隊(duì)的組建中,如何進(jìn)行有效的人力資源配置、人力資源整合以及團(tuán)隊(duì)氛圍的培養(yǎng)也是本文要研究的問題。 本文綜述了項(xiàng)目管理以及項(xiàng)目人力資源管理在國內(nèi)外的研究現(xiàn)狀,介紹了人力資源配置的概念。就項(xiàng)目人力資源規(guī)劃、項(xiàng)目團(tuán)隊(duì)組建、知識型團(tuán)隊(duì)的建設(shè)與管理,分別闡述了人力資源管理的依據(jù)、工具技術(shù)和成果等基本理論知識。本文將上述理論知識和方法運(yùn)用于民營企業(yè)BD集團(tuán)與德國TZ集團(tuán)合資成立的BDTZ新能源電動汽車開發(fā)實(shí)踐中,就項(xiàng)目中的人力資源規(guī)劃、組織設(shè)計(jì)、定崗定編、人才資質(zhì)模型、培訓(xùn)、到崗人員的測評跟蹤詳細(xì)闡述和分析研究。通過BDTZ新能源汽車開發(fā)項(xiàng)目的的實(shí)踐,摸索項(xiàng)目人力資源管理方面的經(jīng)驗(yàn)教訓(xùn)。進(jìn)行了效果分析和總結(jié),提出未來的改善建議。為全球各新能源汽車企業(yè)新產(chǎn)品開發(fā)項(xiàng)目更為有效地開展項(xiàng)目人力資源管理提供參考實(shí)例。
[Abstract]:With the development of the global economy, facing the global energy demand and environmental protection problems, governments and industry have put forward their own new energy development strategies. To study a new, clean renewable energy to meet the needs of human survival and development. Automobile is the product of human progress and invention. The world automobile industry is in the development period of technological revolution and industrial adjustment. New energy automobile with safety, environmental protection and energy saving is a major issue of common concern all over the world. To ensure the sustainable and stable development of the new energy industry, a large number of related technical personnel are needed, and a relatively stable knowledge team is needed. However, the cultivation and growth of talents is a long process, which makes the contradiction between the supply and demand of talents in new energy automobile enterprises more and more prominent, and the allocation of human resources is especially important. In the formation of multinational R & D project team, how to allocate human resources effectively, how to integrate human resources and how to cultivate team atmosphere are also the problems to be studied in this paper. This paper summarizes the research status of project management and project human resource management at home and abroad, and introduces the concept of human resource allocation. On the basis of project human resource planning, project team formation, knowledge team construction and management, the basis of human resource management, tool technology and achievement are expounded respectively. This paper applies the above theory knowledge and method to the development practice of BDTZ new energy electric vehicle, which is established by BD Group and TZ Group, a private enterprise, in terms of human resource planning, organization design, post determination, talent qualification model, etc. Training, post personnel evaluation and tracking detailed elaboration and analysis of research. Through the practice of BDTZ new energy vehicle development project, this paper explores the experience and lessons of project human resource management. The results are analyzed and summarized, and suggestions for future improvement are put forward. It provides a reference example for the new product development project of the global new energy automobile enterprise to carry out the project human resource management more effectively.
