遼寧同益石化丙烯項(xiàng)目可行性研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,我國(guó)工業(yè)和信息部公布了《烯烴工業(yè)“十二五”發(fā)展規(guī)劃》,,提出到2015年,烯烴原料多元化率達(dá)到20%以上。目前原油供應(yīng)偏緊,導(dǎo)致石油及石化產(chǎn)品的需求矛盾日益突出,丙烯原料一直供不應(yīng)求,長(zhǎng)期以來(lái)依靠進(jìn)口。而且由于多種因素造成國(guó)際石油價(jià)格不穩(wěn)定,丙烯價(jià)格漲幅較大,對(duì)我國(guó)經(jīng)濟(jì)發(fā)展和工業(yè)建設(shè)帶來(lái)諸多不便。于企業(yè)而言,面臨機(jī)遇與挑戰(zhàn),如何合理規(guī)劃、管理和有效儲(chǔ)存丙烯是企業(yè)建設(shè)與發(fā)展的一項(xiàng)重要工作內(nèi)容。 對(duì)遼寧同益石化有限公司丙烯項(xiàng)目的可行性研究,是針對(duì)具體實(shí)踐項(xiàng)目展開(kāi)的研究設(shè)計(jì),對(duì)規(guī)范丙烯管理項(xiàng)目、提高公司經(jīng)濟(jì)效益、減少資源浪費(fèi)、優(yōu)化環(huán)境和保障相關(guān)人員的生命安全具有重要的實(shí)踐意義,同時(shí)對(duì)其他相關(guān)企業(yè)對(duì)丙烯項(xiàng)目的可行性研究予以借鑒意義。從理論上看,針對(duì)于丙烯項(xiàng)目的可行性研究鳳毛麟角,基本處于空白狀態(tài),因此本研究具有較大的理論價(jià)值,能為以后的相關(guān)研究提供可資參考的依據(jù)。 由于丙烯項(xiàng)目投資金額大、項(xiàng)目周期長(zhǎng)、技術(shù)性強(qiáng),而且作為石化項(xiàng)目,需要考慮對(duì)環(huán)境的影響,所以,該項(xiàng)目決策是否科學(xué)合理不僅關(guān)系到本項(xiàng)目的成敗,而且關(guān)系到企業(yè)的生存。因此,在進(jìn)行項(xiàng)目決策之前,需要運(yùn)用項(xiàng)目可行性研究的理論,結(jié)合項(xiàng)目實(shí)際情況,從技術(shù)、市場(chǎng)、環(huán)境、財(cái)務(wù)等方面對(duì)本項(xiàng)目進(jìn)行科學(xué)系統(tǒng)、客觀全面的分析、論證。本文正是在現(xiàn)有研究的基礎(chǔ)上,對(duì)本項(xiàng)目的可行性進(jìn)行了研究,主要包括:(1)通過(guò)介紹項(xiàng)目建設(shè)單位的概況和項(xiàng)目建設(shè)的概況對(duì)本項(xiàng)目進(jìn)行了簡(jiǎn)單的介紹;(2)從可行性研究的概念與作用、可行性研究的主要內(nèi)容、可行性研究的主要方法三個(gè)方面介紹了可行性研究的基本理論;(3)通過(guò)分析丙烯產(chǎn)品的市場(chǎng)需求、項(xiàng)目的建設(shè)條件、項(xiàng)目的原料來(lái)源與供應(yīng)以及燃料供應(yīng),得出本項(xiàng)目是一個(gè)良好的投資機(jī)會(huì),具有廣闊的發(fā)展前景;(4)從總工藝流程、工藝技術(shù)、設(shè)備以及自動(dòng)化三個(gè)方面對(duì)進(jìn)行了分析;(5)分析了本項(xiàng)目對(duì)建設(shè)地區(qū)環(huán)境的影響,并提出相應(yīng)的保護(hù)措施,同時(shí),分析了本項(xiàng)目的水資源利用情況及相應(yīng)的節(jié)水措施,最后,分析了項(xiàng)目實(shí)施中的勞動(dòng)安全與防護(hù)措施;(6)通過(guò)將幾種組織結(jié)構(gòu)類(lèi)型進(jìn)行分析比較,選取了適合本項(xiàng)目的組織結(jié)構(gòu)類(lèi)型,并制定了人員配置方案;(7)對(duì)本項(xiàng)目的財(cái)務(wù)基礎(chǔ)數(shù)據(jù)進(jìn)行了科學(xué)估算,在此基礎(chǔ)上計(jì)算相應(yīng)的財(cái)務(wù)評(píng)價(jià)指標(biāo)與盈虧平衡分析,論證本項(xiàng)目在財(cái)務(wù)上的可行性;另外,分析了本項(xiàng)目可能面臨的風(fēng)險(xiǎn)。最終,得出本項(xiàng)目是可行的。
[Abstract]:With the development of economy, the Ministry of Industry and Information of China has published the 12th Five-Year Plan of Olefins Industry, and put forward that by 2015, the diversification rate of olefin feedstock will be more than 20%. At present, the supply of crude oil is tight, leading to the increasingly prominent contradiction between the demand for petroleum and petrochemical products. Propylene raw materials have been in short supply for a long time, relying on imports for a long time. Because of the instability of international oil price and the increase of propene price, it is inconvenient for the economic development and industrial construction of our country. Faced with opportunities and challenges, how to plan, manage and store propylene effectively is an important part of enterprise construction and development. The feasibility study of the propylene project of Liaoning Tongyi Petrochemical Co., Ltd. is aimed at the research and design of the concrete practical project, which can standardize the propylene management project, improve the economic benefit of the company, and reduce the waste of resources. It is of great practical significance to optimize the environment and ensure the life safety of related personnel. At the same time, it is of great significance for other related enterprises to study the feasibility of propene project. In theory, the feasibility study of propylene project is rare, basically blank, so this study has great theoretical value and can provide reference for the related research in the future. Because the investment amount of propylene project is large, the project period is long, the technology is strong, and as a petrochemical project, it is necessary to consider the impact on the environment. Therefore, whether the decision of the project is scientific and reasonable is not only related to the success or failure of the project, And related to the survival of enterprises. Therefore, it is necessary to apply the theory of project feasibility study, combining with the actual situation of the project, to carry on scientific system, objective and comprehensive analysis and demonstration on the project from the aspects of technology, market, environment, finance and so on before carrying on the project decision-making. On the basis of the existing research, this paper studies the feasibility of the project, mainly including: (1) through the introduction of the general situation of the project construction unit and the general situation of the project construction, the project is simply introduced; (2) introduce the basic theory of the feasibility study from three aspects: the concept and function of the feasibility study, the main content of the feasibility study, the main method of the feasibility study, (3) through the analysis of the market demand of propylene products, the construction conditions of the project, The source and supply of raw materials and fuel supply of the project show that the project is a good investment opportunity and has a broad development prospect. (4) the analysis is made from three aspects: total technological process, process technology, equipment and automation; (5) the impact of the project on the environment of the construction area is analyzed, and the corresponding protection measures are put forward. At the same time, the utilization of water resources and the corresponding water-saving measures are analyzed. Finally, the labor safety and protection measures in the implementation of the project are analyzed. (6) through the analysis and comparison of several organizational structure types, the organizational structure types suitable for the project are selected, and the staffing scheme is formulated. (7) the financial foundation data of the project are estimated scientifically. On this basis, the corresponding financial evaluation index and break-even analysis are calculated to prove the financial feasibility of the project, and the risks that the project may face are also analyzed. Finally, this project is feasible.
