【摘要】：電子信息產(chǎn)業(yè)作為一種新興高技術(shù)產(chǎn)業(yè),經(jīng)過數(shù)十年的發(fā)展已經(jīng)成為當(dāng)今世界最具生命力的產(chǎn)業(yè)。具有“產(chǎn)品增值空間大、產(chǎn)業(yè)帶動(dòng)能力強(qiáng)、轉(zhuǎn)型提升作用好、提供就業(yè)機(jī)會(huì)多、創(chuàng)新關(guān)聯(lián)范圍廣”等特點(diǎn)的電子信息產(chǎn)業(yè),正成為許多國(guó)家推動(dòng)經(jīng)濟(jì)發(fā)展的戰(zhàn)略性選擇。當(dāng)前,我國(guó)也加強(qiáng)了對(duì)電子信息產(chǎn)業(yè)發(fā)展的支持,將其列入重點(diǎn)培育的戰(zhàn)略性新興產(chǎn)業(yè)。隨著西部大開發(fā)的深化,電子信息產(chǎn)業(yè)鏈正向西部轉(zhuǎn)移。對(duì)于西部地區(qū),電子信息產(chǎn)業(yè)已成為支撐經(jīng)濟(jì)發(fā)展、引領(lǐng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的中堅(jiān)力量。鑒于此,本文立足于產(chǎn)業(yè)競(jìng)爭(zhēng)力評(píng)價(jià)體系,從定量的角度對(duì)西部地區(qū)電子信息產(chǎn)業(yè)的發(fā)展情況進(jìn)行綜合評(píng)價(jià),并在此基礎(chǔ)上考察西部地區(qū)各省市電子信息產(chǎn)業(yè)的發(fā)展模式,進(jìn)而選取具有代表性的省市從中挖掘出各發(fā)展模式存在的問題,并針對(duì)各模式存在的問題提出相應(yīng)的優(yōu)化措施和政策建議,以期能夠?qū)Υ龠M(jìn)西部地區(qū)電子信息產(chǎn)業(yè)的健康、快速發(fā)展提供一定的幫助。 本文首先對(duì)產(chǎn)業(yè)發(fā)展模式的定義、內(nèi)涵、類別進(jìn)行了概述,并對(duì)相關(guān)理論做了系統(tǒng)梳理和總結(jié),主要包括比較優(yōu)勢(shì)理論、產(chǎn)業(yè)競(jìng)爭(zhēng)優(yōu)勢(shì)理論、產(chǎn)業(yè)集群等,為全文的論述打下了堅(jiān)實(shí)的理論基礎(chǔ)。其次,對(duì)當(dāng)前我國(guó)西部地區(qū)電子信息產(chǎn)業(yè)的基本情況、發(fā)展優(yōu)勢(shì)、發(fā)展機(jī)會(huì)進(jìn)行了分析。再次,通過建立電子信息產(chǎn)業(yè)競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系,對(duì)西部地區(qū)的電子信息產(chǎn)業(yè)發(fā)展進(jìn)行了量化分析。在競(jìng)爭(zhēng)力測(cè)評(píng)結(jié)果的基礎(chǔ)上,結(jié)合產(chǎn)業(yè)發(fā)展模式的劃分標(biāo)準(zhǔn),界定了我國(guó)各省市電子信息產(chǎn)業(yè)的發(fā)展模式。之后,選取具有代表性的省份對(duì)西部地區(qū)電子信息的發(fā)展模式進(jìn)行了比較分析。最后,針對(duì)西部地區(qū)電子信息產(chǎn)業(yè)的發(fā)展實(shí)際,提出了促進(jìn)西部地區(qū)電子信息快速發(fā)展的相關(guān)政策建議。本文的主要研究結(jié)論如下：相比東部地區(qū),西部地區(qū)電子信息產(chǎn)業(yè)整體發(fā)展水平較低尤其是創(chuàng)新能力嚴(yán)重不足；區(qū)域內(nèi)各省市電子信息產(chǎn)業(yè)間的發(fā)展存在非均衡性,競(jìng)爭(zhēng)力強(qiáng)的省市數(shù)量極少；當(dāng)前,西部電子信息產(chǎn)業(yè)的發(fā)展主要表現(xiàn)為四種模式,其中多數(shù)省份屬于三低的發(fā)展模式。
[Abstract]:Electronic information industry, as a new high-tech industry, has become the most vigorous industry in the world after decades of development. The electronic information industry, which has the characteristics of "product value-added space, strong industry driving ability, good transformation and promotion role, providing more employment opportunities, and wide range of innovation," is becoming a strategic choice for many countries to promote economic development. At present, China has also strengthened its support for the development of electronic information industry and listed it as a strategic emerging industry. With the deepening of the western development, the electronic information industry chain is moving to the west. For the western region, electronic information industry has become the backbone of supporting economic development and leading industrial transformation and upgrading. In view of this, this paper, based on the evaluation system of industrial competitiveness, comprehensively evaluates the development of electronic information industry in the western region from a quantitative perspective, and on this basis investigates the development mode of electronic information industry in various provinces and cities in the western region. Then the representative provinces and cities are selected to dig out the existing problems of each development model, and the corresponding optimization measures and policy suggestions are put forward to promote the health of the electronic information industry in the western region. Rapid development provides some help. In this paper, the definition, connotation and category of industrial development model are summarized, and the related theories are systematically summarized, including comparative advantage theory, industrial competitive advantage theory, industrial cluster, etc. For the full text of the discussion laid a solid theoretical foundation. Secondly, the paper analyzes the basic situation, development advantages and development opportunities of electronic information industry in western China. Thirdly, the paper analyzes the development of electronic information industry in western China by establishing the index system of electronic information industry competitiveness evaluation. On the basis of the results of competitiveness evaluation, the paper defines the development mode of electronic information industry in various provinces and cities of our country, combined with the classification standard of industrial development model. After that, the representative provinces are selected to compare and analyze the development mode of electronic information in the western region. Finally, in view of the actual development of electronic information industry in the western region, the paper puts forward some relevant policy suggestions to promote the rapid development of electronic information in the western region. The main conclusions of this paper are as follows: compared with the eastern region, the overall development level of the electronic information industry in the western region is relatively low, especially the innovation ability is seriously insufficient, and the development of electronic information industry in various provinces and cities in the region is unbalanced. At present, the development of electronic information industry in western China is mainly characterized by four modes, most of which belong to three low development modes.
