【摘要】：伴隨著工業(yè)化、城市化進(jìn)程的加快，自然災(zāi)害及其衍生災(zāi)害、次生災(zāi)害頻發(fā)，對各級政府和相關(guān)行業(yè)的應(yīng)急管理體系建設(shè)提出了迫切的要求和嚴(yán)峻的挑戰(zhàn)。電力公司作為關(guān)系國民經(jīng)濟(jì)命脈和國家能源安全的國有重點(diǎn)骨干企業(yè)，又是承擔(dān)重大社會責(zé)任的公用事業(yè)企業(yè)，電力公司如何加強(qiáng)應(yīng)急物流管理，提高應(yīng)急處置能力已成為備受矚目的焦點(diǎn)。 本文首先，通過分析國內(nèi)外對于應(yīng)急物流管理的研究，詳細(xì)的介紹了應(yīng)急物流管理的內(nèi)涵、特點(diǎn)及重要意義。其次，結(jié)合電力公司有關(guān)應(yīng)急物流的工作規(guī)范和要求，充分闡述了電力公司應(yīng)急物流的特點(diǎn)及現(xiàn)階段取得的管理成果，分析了電力公司現(xiàn)階段已呈現(xiàn)出應(yīng)急物流管理方面的常見問題。在前文分析基礎(chǔ)上，提出了構(gòu)建電力公司應(yīng)急物流管理體系，給出了具體的構(gòu)建措施與策略。最后，結(jié)合本文作者在湖北電力公司學(xué)習(xí)、調(diào)研的結(jié)果，進(jìn)行了電力公司應(yīng)急物流管理的實(shí)證研究。以湖北電力為例，針對其物流日常管理工作以及應(yīng)急物流的處置的工作進(jìn)行深入剖析，，在發(fā)現(xiàn)其管理成果的同時分析指出其管理上存在的問題和不足。
[Abstract]:Along with the industrialization, the acceleration of the urbanization process, the natural disasters and their derivative disasters, secondary disasters occur frequently, which put forward urgent requirements and severe challenges to the emergency management system construction of governments and related industries at all levels. Electric power companies, as the key state-owned key enterprises related to the lifeblood of the national economy and the national energy security, are also public utility enterprises with major social responsibilities. How to strengthen the emergency logistics management for the power companies? Improving the ability of emergency response has become the focus of attention. Firstly, by analyzing the research of emergency logistics management at home and abroad, the connotation, characteristics and significance of emergency logistics management are introduced in detail. Secondly, combined with the working norms and requirements of emergency logistics in electric power companies, the characteristics of emergency logistics in power companies and the management results achieved at the present stage are fully expounded. The common problems of emergency logistics management in power companies are analyzed. On the basis of the above analysis, the paper puts forward the construction of emergency logistics management system of electric power company, and gives the concrete construction measures and strategies. Finally, based on the results of the research in Hubei Electric Power Company, an empirical study on the emergency logistics management of the power company is carried out. Taking Hubei Electric Power as an example, this paper analyzes the daily management of logistics and the disposal of emergency logistics, and points out the problems and shortcomings in the management of Hubei Electric Power.
