【摘要】：隨著經(jīng)濟的發(fā)展和人民生活水平的提高，化妝品正成為我們?nèi)粘Ｉ钪胁豢苫蛉鄙俚谋匦杵贰；瘖y品生產(chǎn)是一個特殊的行業(yè)，其產(chǎn)品會與人體皮膚、毛發(fā)直接接觸，產(chǎn)品質(zhì)量的好壞與安全性與人體息息相關(guān)，所以消費者和社會各界對化妝品的生產(chǎn)質(zhì)量也格外關(guān)注�；瘖y品在發(fā)展和使用過程中，出現(xiàn)了不少安全方面的問題，引發(fā)了公眾的廣泛關(guān)注。 本文的目的是向化妝品生產(chǎn)企業(yè)同時引入多套先進的管理系統(tǒng)，構(gòu)建一個整合型管理體系。例如大家熟知的ISO9001質(zhì)量管理體系就是目前全球最通用的質(zhì)量管理體系；針對化妝品這個特殊的行業(yè)，世界各國和地區(qū)也紛紛制訂了相關(guān)的質(zhì)量管理體系，，以保證其生產(chǎn)出來的產(chǎn)品能符合法律法規(guī)和質(zhì)量要求，例如美國FDA制定的GMP、歐盟制訂的GMPC標準將化妝品納入藥品等級進行監(jiān)控；英國零售商協(xié)會BRC也將化妝品納入食品等級進行監(jiān)控，而國際標準化組織于2007年底制定并發(fā)布的針對化妝品行業(yè)的質(zhì)量管理體系標準，即ISO22716-化妝品良好生產(chǎn)規(guī)范。該標準為化妝品生產(chǎn)企業(yè)提供了生產(chǎn)、控制、貯存等方面的操作指南。 目前大多數(shù)化妝品企業(yè)都已分別建立了ISO9000、ISO22716和BRC管理體系，而為了提高管理的有效性和效率，降低運行成本，把這幾個管理體系整合成一個統(tǒng)一的管理體系來實施勢在必行。雖然這三個管理體系的要求和側(cè)重點有所不同，但它們的本質(zhì)都是質(zhì)量管理。我們要實施的其實就是同時符合這三個管理體系的全面質(zhì)量管理體系。在運行時，以ISO9001質(zhì)量管理體系為基礎(chǔ)，把實現(xiàn)ISO22716和BRC的要求融匯、嵌入到在這個基礎(chǔ)體系中去，達到多套管理體系的協(xié)同運作，這樣就使得問題簡單化了。本文以廈門L化妝品企業(yè)為例，介紹了這家工廠建立ISO9001、ISO22716、BRC整合型管理體系的方法。對化妝品行業(yè)實施整合型管理體系有一定的參考意義和現(xiàn)實價值。
[Abstract]:With the development of economy and the improvement of people's living standard, cosmetics are becoming an indispensable necessity in our daily life. Cosmetics production is a special industry, its products will be in direct contact with human skin and hair, product quality and safety are closely related to the human body, so consumers and all walks of life also pay special attention to the production quality of cosmetics. In the process of development and use of cosmetics, there are a lot of safety problems, which has aroused widespread public concern. The purpose of this paper is to introduce many sets of advanced management systems to cosmetics production enterprises at the same time, and to construct an integrated management system. For example, the ISO9001 quality management system, which is well known to everyone, is the most common quality management system in the world at present. Countries and regions around the world have also formulated relevant quality management systems for this special industry of cosmetics. To ensure that the products it produces meet the requirements of laws, regulations and quality, such as the GMPs developed by the FDA and the GMPC standards developed by the European Union to monitor the inclusion of cosmetics in drug grades; BRC, the British Retail Association, also monitors cosmetics into food grades, while ISO 22716, a standard for the quality management system for the cosmetics industry, was formulated and issued by the International Organization for Standardization at the end of 2007. This standard provides production, control, storage and other operational guidelines for cosmetic manufacturers. At present, most cosmetic enterprises have established ISO9000ISO 22716 and BRC management system respectively. In order to improve the effectiveness and efficiency of management and reduce the running cost, it is imperative to integrate these management systems into a unified management system. Although the requirements and priorities of these three management systems are different, their essence is quality management. What we want to implement is the total quality management system that accords with these three management systems at the same time. On the basis of ISO9001 quality management system, the requirements of ISO 22716 and BRC are integrated into this basic system to achieve the cooperative operation of multiple management systems, which makes the problem simple. Taking Xiamen L Cosmetic Enterprise as an example, this paper introduces the method of establishing the integrated management system of ISO9001 ISO 22716C BRC in this factory. It has certain reference significance and practical value to implement integrated management system in cosmetics industry.
