江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展中的政府作用探析

【摘要】:21世紀(jì)進(jìn)入生物技術(shù)的世紀(jì),基因操作技術(shù)、基因芯片技術(shù)、蛋白質(zhì)技術(shù)、生物醫(yī)學(xué)工程技術(shù)、生物信息技術(shù)、超臨界二氧化碳萃取技術(shù)、膜分離技術(shù)等生物技術(shù)已廣泛地應(yīng)用于醫(yī)療、農(nóng)業(yè)、資源開(kāi)發(fā)、環(huán)境保護(hù)及制藥工業(yè)之中,其中最活躍的應(yīng)用領(lǐng)域就是生物醫(yī)藥(健康)產(chǎn)業(yè);健康產(chǎn)業(yè)是一種有巨大市場(chǎng)潛力的新興產(chǎn)業(yè),目前涉及醫(yī)藥產(chǎn)品、保健用品、營(yíng)養(yǎng)食品、醫(yī)療器械、休閑健身、健康管理、健康咨詢(xún)等多個(gè)與人類(lèi)健康緊密相關(guān)的生產(chǎn)和服務(wù)領(lǐng)域。因此,生物醫(yī)藥(健康)產(chǎn)業(yè)被投資者普遍視為成長(zhǎng)性最好的產(chǎn)業(yè)之一 生物技術(shù)創(chuàng)新、科研成果的產(chǎn)業(yè)化開(kāi)發(fā)是一個(gè)系統(tǒng)工程,要靠有效的政策來(lái)整合。生物醫(yī)藥產(chǎn)業(yè)是知識(shí)創(chuàng)新(應(yīng)用基礎(chǔ)研究)、技術(shù)創(chuàng)新(應(yīng)用開(kāi)發(fā))、成果轉(zhuǎn)化、規(guī);a(chǎn)各個(gè)環(huán)節(jié)的整合,而這些環(huán)節(jié)都不是一個(gè)機(jī)構(gòu)完成的,任何一個(gè)機(jī)構(gòu),包括作為產(chǎn)業(yè)化主體的企業(yè),不可能起這種系統(tǒng)整合的作用,必須發(fā)揮政府的組織協(xié)調(diào)功能,建立促進(jìn)生物產(chǎn)業(yè)快速發(fā)展的機(jī)制和政策環(huán)境,充分發(fā)揮企業(yè)作為生物產(chǎn)業(yè)發(fā)展主體作用,加快生物技術(shù)的發(fā)展并快速實(shí)現(xiàn)產(chǎn)業(yè)化。 目前,江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展正處于高速發(fā)展期,江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)整體保持20%以上的速度發(fā)展。未來(lái)中國(guó)生物醫(yī)藥(健康)產(chǎn)業(yè)也將迎來(lái)加速發(fā)展和布局調(diào)整的重要機(jī)遇。作為珠江三角洲城市之一,江門(mén)在區(qū)域和歷史上形成的地位優(yōu)越性,和全國(guó)的生物醫(yī)藥(健康)產(chǎn)業(yè)相比,既要競(jìng)爭(zhēng),又要相互促進(jìn),理清江門(mén)的生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展思路,不僅能帶動(dòng)泛珠三角區(qū)域的生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展,對(duì)全國(guó)的生物醫(yī)藥(健康)產(chǎn)業(yè)也有一定的促進(jìn)作用。 本文試圖以江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展為例,在分析國(guó)際、國(guó)內(nèi)和廣東省生物醫(yī)藥(健康)產(chǎn)業(yè)分布特點(diǎn)、資源特征和發(fā)展趨勢(shì)的基礎(chǔ)上,對(duì)江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)未來(lái)的空間發(fā)展趨勢(shì)進(jìn)行分析,通過(guò)理論基礎(chǔ)分析,從多角度,多方面提出江門(mén)市生物醫(yī)藥(健康)產(chǎn)業(yè)發(fā)展思路,以期為實(shí)現(xiàn)公共部門(mén)在地方產(chǎn)業(yè)發(fā)展中合理的定位,提高政府部門(mén)公共服務(wù)質(zhì)量與效率提供有益的嘗試。
[Abstract]:Into the 21st century biotechnology, gene manipulation technology, gene chip technology, protein technology, biomedical engineering technology, biological information technology, supercritical carbon dioxide extraction technology, Membrane separation technology has been widely used in medical treatment, agriculture, resource development, environmental protection and pharmaceutical industry, among which the most active application field is biomedicine (health) industry. The health industry is a new industry with great market potential. At present, it involves medical products, health products, nutritious foods, medical devices, leisure and fitness, and health management. Health consultation and other areas of production and services closely related to human health. Therefore, biopharmaceutical (health) industry is generally regarded by investors as one of the best growing industries in biotechnology innovation. The industrialization development of scientific research results is a system engineering, which must be integrated by effective policies. The biomedical industry is the integration of all aspects of knowledge innovation (applied basic research, technological innovation, application development, achievement transformation, large-scale production), and none of these links are completed by one organization, any one institution. Including the enterprises as the main body of industrialization, it is impossible for them to play the role of system integration. They must give play to the function of government organization and coordination, and establish the mechanism and policy environment to promote the rapid development of biological industry. Give full play to the role of enterprises as the main body of biological industry development, accelerate the development of biotechnology and realize industrialization quickly. At present, the development of Jiangmen Biopharmaceutical (Health) Industry is in a period of rapid development, and Jiangmen Biopharmaceutical (Health) Industry as a whole maintains a speed of more than 20%. In the future, China's biomedical (health) industry will also usher in an important opportunity for accelerated development and layout adjustment. As one of the cities in the Pearl River Delta, Jiangmen's superiority in regional and historical status, compared with the biomedical (health) industry in the whole country, should not only compete but also promote each other. To clarify the development of the biomedical (health) industry in Jiangmen can not only promote the development of the biomedical (health) industry in the Pan-Pearl River Delta region, but also promote the biomedical (health) industry in the whole country. Taking the development of biomedical (health) industry in Jiangmen City as an example, this paper attempts to analyze the distribution characteristics, resource characteristics and development trend of biomedical (health) industry in international, domestic and Guangdong provinces. This paper analyzes the future spatial development trend of the biological medicine (health) industry in Jiangmen city, and puts forward the ideas of the development of the biological medicine (health) industry in Jiangmen city from many angles and many aspects through the theoretical basis analysis. In order to realize the reasonable position of public sector in the development of local industry and improve the quality and efficiency of public service of government departments.
