【摘要】：四川蘊藏著豐富的天然氣資源,目前,在城鎮(zhèn)化、工業(yè)化、氣化全川發(fā)展進程加快的新形勢下,全省天然氣消費需求發(fā)生著日新月異的變化,研究分析四川省天然氣消費需求情況,對全川天然氣工業(yè)和國民經(jīng)濟的發(fā)展有重要的意義。 本文首先概述四川省天然氣消費市場的現(xiàn)狀及分析存在的主要問題,從天然氣消費量、價格、利用政策等方面概述了天然氣終端消費市場的發(fā)展情況,在描述發(fā)展現(xiàn)狀的基礎(chǔ)上剖析消費市場存在的一些主要問題,其中,供需矛盾加劇、天然氣消費需求結(jié)構(gòu)不合理、價格偏離市場機制是目前存在的突出問題；然后,闡述分析未來四川省天然氣需求的影響因素；接著,運用三種方法進行四川省天然氣需求量的預(yù)測,并接著分析四川省天然氣消費結(jié)構(gòu)的變化趨勢,從天然氣用戶結(jié)構(gòu)和天然氣消費區(qū)域兩個層面加以變化趨勢分析。最后,從兩個層面提出了促進四川省天然氣消費市場健康發(fā)展的對策,政府方面,從加強天然氣消費結(jié)構(gòu)調(diào)整、發(fā)展天然氣化工新產(chǎn)業(yè)、整合終端服務(wù)企業(yè)、完善天然氣產(chǎn)業(yè)法律法規(guī)、推進天然氣價格改革等方面提出了相應(yīng)的對策建議；企業(yè)方面,從加強天然氣供給,確保消費需求、完善天然氣管網(wǎng)建設(shè)、加快技術(shù)進步,提高天然氣綜合利用效率提出了對策,對四川發(fā)展天然氣產(chǎn)業(yè)有重要的參考意義。
[Abstract]:Sichuan is rich in natural gas resources. At present, under the new situation of accelerating the development process of urbanization, industrialization and gasification across Sichuan, the demand for natural gas consumption in the whole province is changing with each passing day. It is of great significance for the development of natural gas industry and national economy in Sichuan Province to study and analyze the consumption demand of natural gas in Sichuan Province. This paper first summarizes the current situation of Sichuan natural gas consumption market and analyzes the main problems, and summarizes the development of natural gas terminal consumption market from the aspects of natural gas consumption, price, utilization policy and so on. On the basis of describing the current situation of development, this paper analyzes some main problems existing in the consumer market. Among them, the contradiction between supply and demand is aggravated, the structure of natural gas consumption demand is unreasonable, and the price deviates from the market mechanism. This paper expounds and analyzes the influencing factors of natural gas demand in Sichuan Province in the future, and then uses three methods to forecast the natural gas demand in Sichuan Province, and then analyzes the changing trend of natural gas consumption structure in Sichuan Province. This paper analyzes the change trend of natural gas user structure and natural gas consumption area from two aspects: natural gas user structure and natural gas consumption area. Finally, the paper puts forward the countermeasures to promote the healthy development of Sichuan natural gas consumption market from two aspects. The government should strengthen the adjustment of natural gas consumption structure, develop the new natural gas chemical industry, and integrate the terminal service enterprises. In the aspects of perfecting the laws and regulations of natural gas industry, promoting the reform of natural gas price, and so on, the corresponding countermeasures and suggestions are put forward, and enterprises should strengthen the supply of natural gas, ensure the consumption demand, perfect the construction of natural gas pipeline network, and speed up the technological progress. Some countermeasures are put forward to improve the efficiency of comprehensive utilization of natural gas, which is of great reference significance to the development of natural gas industry in Sichuan.
