【摘要】：我國(guó)是制造業(yè)的大國(guó)，制造業(yè)一直是我國(guó)工業(yè)中的主體，而傳統(tǒng)制造業(yè)仍然在我國(guó)制造業(yè)中占有較大比重。傳統(tǒng)制造業(yè)經(jīng)過(guò)了近三十年的快速發(fā)展，取得了輝煌的成果，甚至在國(guó)際上也已有一定的影響力。但是隨著我國(guó)勞動(dòng)力成本的上升，資源的枯竭，環(huán)境問(wèn)題的突顯等，我國(guó)傳統(tǒng)制造業(yè)已經(jīng)難以維持可持續(xù)發(fā)展。經(jīng)歷過(guò)金融危機(jī)的沖擊和國(guó)際經(jīng)濟(jì)的持續(xù)衰退后，我國(guó)傳統(tǒng)制造業(yè)中的大量企業(yè)出現(xiàn)倒閉，嚴(yán)重影響了我國(guó)經(jīng)濟(jì)的健康發(fā)展。針對(duì)這一問(wèn)題，十幾年前就已有學(xué)者提出了我國(guó)傳統(tǒng)制造業(yè)乃至整個(gè)制造業(yè)都需要進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化，才能持續(xù)健康的發(fā)展。但是，就目前情況而言，我國(guó)傳統(tǒng)制造業(yè)的產(chǎn)業(yè)結(jié)構(gòu)仍然沒(méi)有取得令人滿意的進(jìn)步，而且在優(yōu)化過(guò)程中也出現(xiàn)種種困難，使優(yōu)化的進(jìn)程異常緩慢。究其原因，作者認(rèn)為以往的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的方法大多采用的是宏觀政策，如政府出臺(tái)的產(chǎn)業(yè)政策等。但是政策往往是與市場(chǎng)規(guī)律不相符的，因此難以解決根本問(wèn)題。本文提出的思路是著眼于微觀，即從企業(yè)入手，在充分認(rèn)識(shí)市場(chǎng)規(guī)律的基礎(chǔ)上，促進(jìn)傳統(tǒng)制造業(yè)內(nèi)的企業(yè)展開(kāi)競(jìng)爭(zhēng)，使企業(yè)首先做大做強(qiáng)，進(jìn)而帶動(dòng)產(chǎn)業(yè)的發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)變。另外，眾多學(xué)者都在研究中指出要促進(jìn)企業(yè)的創(chuàng)新能力，但是對(duì)于如何促進(jìn)，卻沒(méi)有提出切實(shí)可行的方法。作者注意到，近幾年興起的戰(zhàn)略聯(lián)盟是促進(jìn)企業(yè)創(chuàng)新能力提高和加強(qiáng)行業(yè)競(jìng)爭(zhēng)的一種有效方法�；谝陨纤悸罚疚倪\(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)學(xué)中有關(guān)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和戰(zhàn)略聯(lián)盟等相關(guān)理論，對(duì)利用戰(zhàn)略聯(lián)盟這一方法促進(jìn)我國(guó)傳統(tǒng)制造業(yè)的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化進(jìn)行了研究與論述。本文首先回顧了國(guó)內(nèi)外學(xué)者對(duì)于戰(zhàn)略聯(lián)盟和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)研究，明確了戰(zhàn)略聯(lián)盟和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的基本概念；其次對(duì)目前我國(guó)傳統(tǒng)制造業(yè)的產(chǎn)業(yè)結(jié)構(gòu)及相關(guān)問(wèn)題進(jìn)行了分析，針對(duì)這些問(wèn)題論證了戰(zhàn)略聯(lián)盟對(duì)于產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的作用，以及這種影響從微觀到宏觀的傳導(dǎo)機(jī)制；然后文章對(duì)我國(guó)傳統(tǒng)制造業(yè)的戰(zhàn)略聯(lián)盟對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的推動(dòng)作用進(jìn)行了實(shí)證分析，主要運(yùn)用了數(shù)據(jù)包絡(luò)分析的方法，，比較了行業(yè)內(nèi)的企業(yè)和行業(yè)間的企業(yè)在有無(wú)建立戰(zhàn)略聯(lián)盟時(shí)，行業(yè)和企業(yè)效率的差異，說(shuō)明戰(zhàn)略聯(lián)盟對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的促進(jìn)作用；最后文章給出了研究結(jié)論。本文的結(jié)論是，建立戰(zhàn)略聯(lián)盟是調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的一種有效的市場(chǎng)手段，比以往的行政手段更符合市場(chǎng)規(guī)律。戰(zhàn)略聯(lián)盟可以加強(qiáng)企業(yè)間更深層次的競(jìng)爭(zhēng)，在競(jìng)爭(zhēng)中提高企業(yè)的創(chuàng)新能力和行業(yè)的集中度，完善傳統(tǒng)制造業(yè)的產(chǎn)業(yè)鏈，從而達(dá)到傳統(tǒng)制造業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的目的。
[Abstract]:Our country is a big country of manufacturing industry, manufacturing industry is the main part of our industry all the time, but traditional manufacturing industry still occupies a large proportion in our country's manufacturing industry. After nearly 30 years of rapid development, traditional manufacturing industry has made brilliant achievements, even in the international community. However, with the rising of labor cost, the depletion of resources and the highlight of environmental problems, it is difficult to maintain the sustainable development of traditional manufacturing industry in China. After the impact of the financial crisis and the sustained recession of the international economy, a large number of enterprises in the traditional manufacturing industry of our country have closed down, which has seriously affected the healthy development of our economy. To solve this problem, some scholars have pointed out that the traditional manufacturing industry and even the whole manufacturing industry need to optimize the industrial structure in order to develop continuously and healthily. However, as far as the present situation is concerned, the industrial structure of traditional manufacturing industry in China has not made satisfactory progress, and there are many difficulties in the process of optimization, which makes the process of optimization extremely slow. The author thinks that most of the methods of industrial structure optimization in the past are macro policies, such as the industrial policies issued by the government. However, policies are often inconsistent with the laws of the market, so it is difficult to solve the fundamental problem. The idea put forward in this paper is to focus on the microcosmic, that is, to start with the enterprises, on the basis of fully understanding the laws of the market, to promote the enterprises in the traditional manufacturing industry to carry out competition, so that the enterprises can first become bigger and stronger. Then drive the development of industry and the transformation of industrial structure. In addition, many scholars have pointed out that the innovation ability of enterprises should be promoted, but there is no practical method for how to promote it. The author has noticed that the strategic alliance developed in recent years is an effective method to promote the innovation ability of enterprises and strengthen the competition in the industry. Based on the above ideas, this paper makes use of the theories of industrial structure optimization and strategic alliance in industrial economics to study and discuss the method of strategic alliance to promote the industrial structure optimization of traditional manufacturing industry in our country. This paper first reviews the domestic and foreign scholars on the strategic alliance and industrial structure optimization related research, clear strategic alliance and industrial structure optimization of the basic concepts; Secondly, the paper analyzes the industrial structure and related problems of traditional manufacturing industry in China, and demonstrates the role of strategic alliance in industrial structure optimization and the transmission mechanism from micro to macro. Then the paper makes an empirical analysis on the role of the strategic alliance of traditional manufacturing industry in promoting the optimization of industrial structure, mainly using the method of data envelopment analysis. This paper compares the difference between industry and enterprise efficiency when there is a strategic alliance between industry and industry, explains the promoting effect of strategic alliance on industrial structure optimization, and finally gives a conclusion. The conclusion of this paper is that the establishment of strategic alliance is an effective market means to adjust the industrial structure and is more consistent with the market law than the previous administrative means. Strategic alliance can strengthen the deeper competition among enterprises, improve the innovation ability and industry concentration in the competition, perfect the industrial chain of traditional manufacturing industry, so as to achieve the purpose of optimizing the industrial structure of traditional manufacturing industry.
