【摘要】：勞務用工管理是石化施工企業(yè)人力資源管理的重要工作,也是石化項目人力資源管理主要工作。近幾年來,由于國家加快了基礎設施投資建設的步伐,給石化施工企業(yè)帶來了新的發(fā)展機遇,規(guī)模不斷擴大,產值不斷增長,使用的勞務用工的數(shù)量也大量增加。勞務用工已經成為推動和支撐石化施工企業(yè)發(fā)展壯大的一支至關重要的力量,也給石化施工企業(yè)實施“管理層”與“作業(yè)層”兩層分離奠定了基礎。但由于企業(yè)對勞務用工的管理不夠重視,缺乏有效的勞務用工的管理制度等原因,在勞務用工使用過程中也存在不少問題。 本文結合CC-7參建的“四川彭州石化”項目和承建的“老撾50萬噸／年鉀肥”項目的實際情況,對石化項目勞務用工管理進行了研究。分析了石化項目的特點、現(xiàn)場施工活動的特點、項目組織結構的特點和項目勞務用工管理的特點。介紹了石化項目勞務用工使用的形式,主要包括專業(yè)承包、勞務分包、勞務派遣三種形式,并闡述了勞務用工在石化施工建設中的作用。指出了石化項目在勞務用工使用過程中存在的問題,包括勞務用工自身的問題；專業(yè)承包、勞務分包、勞務派遣公司存在的問題：施工企業(yè)自身的問題和業(yè)主的問題。論述了加強勞務用工管理的具體措施,包括做好前期管理工作；加強施工過程監(jiān)管與溝通：做好勞務用工工資統(tǒng)一發(fā)放和監(jiān)管工作；培養(yǎng)長期合作的分包隊伍；開展考核評價工作等措施。為石化施工企業(yè)及項目勞務用工管理積累了經驗,提供了一套比較完善的方法和措施。
[Abstract]:Labor labor management is an important work of human resource management in petrochemical construction enterprises, and it is also the main work of human resource management in petrochemical projects. In recent years, the state has quickened the pace of infrastructure investment and construction, which has brought new development opportunities to petrochemical construction enterprises. The scale of petrochemical construction enterprises has been continuously expanded, the output value has been continuously increased, and the number of labor services used has increased substantially. Employment of labor has become a vital force to promote and support the development and growth of petrochemical construction enterprises, and has laid a foundation for the separation of "management" and "operational layer" in petrochemical construction enterprises. However, due to the lack of effective labor management system and so on, there are many problems in the process of labor use. Based on the actual situation of "Pengzhou Petrochemical Project in Sichuan Province" and "500000 t / a potash fertilizer in Laos" project built by CC-7, this paper studies the labor management of petrochemical project. The characteristics of petrochemical projects, the characteristics of site construction activities, the characteristics of project organization structure and the characteristics of project labor management are analyzed. This paper introduces the forms of labor employment in petrochemical projects, including professional contracting, labor subcontracting and labor dispatch, and expounds the role of labor service in petrochemical construction. This paper points out the problems existing in the process of the use of labor services in petrochemical projects, including the problems of the employment of labor services themselves, the problems of professional contracting, labor subcontracting and labor dispatch companies: the problems of the construction enterprises themselves and the problems of the owners. This paper discusses the concrete measures to strengthen the management of labor employment, including doing a good job in early stage management, strengthening supervision and communication in construction process, doing a good job in the uniform distribution and supervision of labor employment wages, training long-term cooperative subcontracting teams, and strengthening the management of labor services. To carry out assessment and evaluation work and other measures. It provides a set of perfect methods and measures for the management of labor service in petrochemical construction enterprises and projects.
