基于GEM模型的云南省生物醫(yī)藥產(chǎn)業(yè)集群競(jìng)爭(zhēng)力研究

【摘要】:生物醫(yī)藥產(chǎn)業(yè)作為典型的高新技術(shù)產(chǎn)業(yè),已經(jīng)成為世界經(jīng)濟(jì)上發(fā)展最快的產(chǎn)業(yè)之一。生物醫(yī)藥產(chǎn)業(yè)自身對(duì)知識(shí)和技術(shù)有強(qiáng)烈的需求,尤其是技術(shù)創(chuàng)新、藥品研發(fā)等過(guò)程更依賴(lài)于與相關(guān)企業(yè)和機(jī)構(gòu)的合作,這就導(dǎo)致了生物醫(yī)藥產(chǎn)業(yè)具有明顯的地理集聚的區(qū)位特征,更適合以產(chǎn)業(yè)集群的形式來(lái)發(fā)展。在美國(guó)、日本等國(guó)家都有以生物醫(yī)藥為核心的產(chǎn)業(yè)集群,并在國(guó)際市場(chǎng)上顯示出很強(qiáng)的競(jìng)爭(zhēng)力。這些成功的范例表明,形成生物醫(yī)藥產(chǎn)業(yè)集群會(huì)比獨(dú)立的生物醫(yī)藥企業(yè)更具有競(jìng)爭(zhēng)優(yōu)勢(shì)。 我國(guó)人口眾多,隨著人民生活水平的提高和藥品消費(fèi)結(jié)構(gòu)的變化,,生物醫(yī)藥產(chǎn)業(yè)在國(guó)民經(jīng)濟(jì)中的地位不斷提高,并日益得到重視。我國(guó)早在1983年就成立了“中國(guó)生物技術(shù)發(fā)展中心”,并逐步將生物醫(yī)藥產(chǎn)業(yè)作為國(guó)民經(jīng)濟(jì)中一個(gè)戰(zhàn)略性產(chǎn)業(yè)進(jìn)行規(guī)劃和部署。通過(guò)國(guó)家政策的引導(dǎo)和國(guó)外成功經(jīng)驗(yàn)的借鑒,我國(guó)上海、吉林、石家莊等地形成了一些有代表性的生物醫(yī)藥產(chǎn)業(yè)集群。云南省具有得天獨(dú)厚的地理和自然環(huán)境,特有的豐富資源為生物醫(yī)藥產(chǎn)業(yè)的發(fā)展提供了物質(zhì)基礎(chǔ)。由于自身環(huán)境的優(yōu)勢(shì)和該產(chǎn)業(yè)巨大的發(fā)展?jié)摿,云南省委、省政府提出將生物醫(yī)藥產(chǎn)業(yè)打造成的帶動(dòng)本省經(jīng)濟(jì)發(fā)展的支柱產(chǎn)業(yè)之一。這也就要求更加重視產(chǎn)業(yè)集群的帶動(dòng)作用,結(jié)合自身發(fā)展情況對(duì)生物醫(yī)藥產(chǎn)業(yè)集群競(jìng)爭(zhēng)力進(jìn)行更深入的分析研究。 本文首先通過(guò)閱讀相關(guān)文獻(xiàn)資料,梳理了國(guó)內(nèi)外關(guān)于產(chǎn)業(yè)集群競(jìng)爭(zhēng)力研究的進(jìn)展和成果;然后對(duì)產(chǎn)業(yè)集群競(jìng)爭(zhēng)力評(píng)價(jià)的GEM模型進(jìn)行了詳細(xì)的介紹,并指出該模型在定量評(píng)價(jià)集群競(jìng)爭(zhēng)力方面的優(yōu)勢(shì);接著以GEM模型為基礎(chǔ),構(gòu)建生物醫(yī)藥產(chǎn)業(yè)集群競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系,利用因子分析法確定各個(gè)指標(biāo)的權(quán)重,再結(jié)合企業(yè)問(wèn)卷調(diào)查,得出云南省生物醫(yī)藥產(chǎn)業(yè)集群的競(jìng)爭(zhēng)力的GEM模型得分;最后根據(jù)得分情況進(jìn)行進(jìn)一步的分析,找出影響云南生物醫(yī)藥產(chǎn)業(yè)集群競(jìng)爭(zhēng)力的制約因素,提出有針對(duì)性的建議以提升競(jìng)爭(zhēng)力水平。
[Abstract]:As a typical high-tech industry, biomedical industry has become one of the fastest-growing industries in the world economy. The biomedical industry itself has a strong demand for knowledge and technology, especially technological innovation, drug development and other processes more dependent on cooperation with relevant enterprises and institutions. This leads to the obvious geographical agglomeration of the biomedical industry, which is more suitable for the development of industrial clusters. In the United States, Japan and other countries have biomedicine as the core of the industrial clusters, and in the international market has shown a strong competitiveness. These successful examples show that the formation of a biomedical industry cluster will be more competitive than independent biomedical enterprises. With the improvement of people's living standard and the change of drug consumption structure, the status of biomedical industry in the national economy has been improved and paid more and more attention. As early as 1983, China established the China Biotechnology Development Center, and gradually planned and deployed the biomedical industry as a strategic industry in the national economy. Through the guidance of national policy and the successful experience of foreign countries, some representative biomedical industry clusters have been formed in Shanghai, Jilin and Shijiazhuang. Yunnan Province has a unique geographical and natural environment, and its unique rich resources provide the material basis for the development of biomedical industry. Because of the advantages of its own environment and the huge development potential of this industry, Yunnan Provincial Committee and the provincial government proposed to build the biomedical industry into one of the pillar industries to promote the economic development of the province. Therefore, more attention should be paid to the leading role of industrial clusters, and the competitiveness of biomedical industrial clusters should be further analyzed and studied in the light of their own development. In this paper, first of all, by reading the relevant literature, the paper reviews the progress and achievements of the research on the competitiveness of industrial clusters at home and abroad, and then introduces the GEM model of the competitiveness evaluation of industrial clusters in detail. It also points out the advantages of the model in quantitatively evaluating the competitiveness of the cluster, and then, based on the GEM model, constructs the evaluation index system of the competitiveness of the biomedical industry cluster, and determines the weight of each index by using the factor analysis method. Combined with the questionnaire survey of enterprises, the GEM model score of the competitiveness of Yunnan biomedical industry cluster is obtained. Finally, according to the score, further analysis is made to find out the restrictive factors that affect the competitiveness of Yunnan biomedical industry cluster. Put forward targeted suggestions to improve competitiveness.
