【摘要】：近年來,經(jīng)濟社會快速發(fā)展,進一步加強經(jīng)濟管理、提升供電服務水平,是努力適應廣大客戶用電需求和促進農(nóng)電企業(yè)自身發(fā)展的必然要求,已經(jīng)成為農(nóng)電工作的重中之重。電費收取問題涉及千家萬戶,關(guān)系農(nóng)電企業(yè)生存發(fā)展,如何方便農(nóng)村客戶繳費、預防電費收繳風險,是關(guān)系到電力企業(yè)行風建設、優(yōu)質(zhì)服務和企業(yè)利益的重大問題。長期以來,農(nóng)電企業(yè)結(jié)合本地實際,利用現(xiàn)有的社會資源和技術(shù)條件,不斷豐富和拓展電費收取方式,由單純的走收、坐收,發(fā)展到銀行代收、充值卡預存、自助繳費等十余種收費方式,切實方便了客戶,保證了電費安全,提高了工作效率和服務質(zhì)量。解決陜西省電力公司農(nóng)電收費難的重要工作在于收費模式的改進與創(chuàng)新。傳統(tǒng)的收費方式已經(jīng)不能適應農(nóng)村經(jīng)濟社會發(fā)展的新形勢,而新型的收費方式還存在各種各樣的問題,有技術(shù)方面的缺陷,也有社會對其的接受程度,還有法律法規(guī)中的不足。對現(xiàn)行的收費模式進行深入研究,并結(jié)合陜西省電力公司所轄地域特點,提出解決這些問題的方法和對策。重點分析影響農(nóng)電收費模式選擇的影響因素,根據(jù)多種收費方式的特點,提出適合陜西省電力公司的農(nóng)電收費模式。
[Abstract]:In recent years, the rapid development of economy and society, further strengthening economic management, improving the level of power supply service, is an inevitable requirement to meet the needs of customers and promote the development of agricultural power enterprises, and has become the most important work of agricultural power. The issue of electricity charge collection involves thousands of households, which is related to the survival and development of agricultural power enterprises. How to facilitate rural customers to pay fees and prevent the risk of electricity collection is a major issue related to the construction of the business style, quality service and the interests of enterprises. For a long time, agricultural power enterprises have combined with local realities, using existing social resources and technical conditions, to continuously enrich and expand the methods of collecting electricity charges, from simply collecting, sitting and collecting, to bank collection and pre-deposit of recharged cards. More than ten kinds of charging methods, such as self-service payment, are convenient for customers, ensure the safety of electricity, and improve work efficiency and service quality. The important work to solve the problem of agricultural power charge in Shaanxi Electric Power Company lies in the improvement and innovation of charging mode. The traditional charging method can not adapt to the new situation of rural economic and social development, but there are various problems in the new way of charging, there are technical defects, there are also social acceptance of its degree, as well as the lack of laws and regulations. This paper makes a deep research on the current charging mode, and puts forward the methods and countermeasures to solve these problems according to the regional characteristics of Shaanxi Electric Power Company. According to the characteristics of various charging modes, the paper puts forward the agricultural power charging model suitable for Shaanxi electric power company.
