【摘要】：經濟的騰飛讓中國已經成為國際市場上主要的制成品生產和出口國,同時也是世界上主要的能源和原材料進口國。作為中國的南鄰老撾,雖然具有得天獨厚的自然資源,但其輕工業(yè)、制造業(yè)發(fā)展緩慢。因此,中老兩國之間在經濟上具有明顯的互補關系。近年來,由于經濟模式互補、地緣關系親密、投資環(huán)境改善等一系列原因,兩國之間的經濟貿易關系不斷加強,中國已連續(xù)15年成為老撾最大的投資國。 老撾礦產資源豐富,且與中國是睦鄰友好國家,兩國長期實行友好邦交,而且中國是老撾第二大貿易國。不論是從政治、經濟還是資源分布角度來看,老撾都是中國礦產企業(yè)尤其是西南地區(qū)礦產企業(yè)走出去的最佳選擇之一。而對于老撾來說,同屬發(fā)展中國家的中國不僅有提供技術和大量資金的實力,又是睦鄰友好國家,更容易實現(xiàn)互惠互利,是其應大力引入的投資者。兩國礦業(yè)合作不僅具備了較成熟的條件,且雙方都有較為強烈的合作動機。進入21世紀以后中老雙方開展了較多礦業(yè)合作,且老撾礦業(yè)的外國投資者中,中國占有較大比重。但受制于各個方面的因素,老撾與中國的礦業(yè)合作還存在著許多問題,老撾與外國投資者的合作體系尚存在許多不足和缺陷。對于中國來說,在老撾的礦業(yè)投資也存在品種單一、規(guī)模較小、投資區(qū)域較偏等問題,不利于雙方的可持續(xù)合作。分析中國一老撾礦業(yè)合作現(xiàn)狀并及時解決其存在問題,對于兩國經濟發(fā)展和合作共贏有著重要推動作用。而現(xiàn)有的研究主要集中在老撾外資政策、老撾礦業(yè)發(fā)展分析、中國投資選擇、中老外貿投資活動的研究上,對于兩國礦業(yè)合作的研究還不能很好的指導實踐并解決當前存在問題。 為了加快老撾礦業(yè)的發(fā)展并提高其對經濟增長的貢獻度,從而實現(xiàn)國民經濟的快速發(fā)展,同時為了實現(xiàn)中國礦產資源的戰(zhàn)略性安全與發(fā)展,以及促使中老兩國經濟的合作共贏,我們有必要就中國與老撾的礦業(yè)投資合作進行分析研究。本文《中老礦業(yè)投資合作的現(xiàn)狀、問題及對策研究》利用理論分析、SWOT分析相結合的方法,首先論述了中老礦業(yè)投資合作的現(xiàn)狀、問題；其次重點分析了老撾礦業(yè)投資的環(huán)境；然后分析了中國對老撾礦業(yè)投資所產生的影響及一些問題；最后根據(jù)問題提出推動中國與老撾礦業(yè)投資合作的對策建議。以期達到中國與老撾礦業(yè)投資合作的健康、高速發(fā)展的目標,并實現(xiàn)老撾與中國兩國的雙贏。
[Abstract]:China has become the main producer and exporter of manufactured goods in the international market, and also the major importer of energy and raw materials in the world. As the South neighbor of China, Laos has a unique natural resource, but its light industry and manufacturing industry have developed slowly. Therefore, the economy between China and the old is economically clear. In recent years, China has been the largest investor in Laos for 15 years, owing to a series of reasons such as complementation of economic models, close geo relations and improvement of investment environment.
Laos is rich in mineral resources and is a good neighbourly friendly country with China. The two countries have long implemented friendly diplomatic relations and China is the second largest trading country in Laos. From the perspective of political, economic and resource distribution, Laos is one of the best choices for Chinese mineral enterprises, especially in the southwest, and Laos. It said that China, which is a developing country, not only has the strength of providing technology and a large amount of capital, but also a good neighbourly and friendly country. It is more likely to realize mutual benefit and mutual benefit. It is an investor which should be introduced vigorously. The two countries' mining cooperation not only has more mature conditions, but also has strong cooperation motivation. China has a large proportion of mining cooperation, and China has a large proportion of foreign investors in Laos. However, there are many problems in the mining cooperation between Laos and China. There are still many shortcomings and defects in the cooperation system of Laos and foreign investors. For China, the mining investment in Laos also exists. It is not conducive to the sustainable cooperation between the two countries. It is not conducive to the sustainable cooperation between the two sides. The analysis of the current situation of China's one Laos mining cooperation and the timely solution of its existing problems have an important role in promoting the win-win of the two countries' economic development and cooperation. The existing research focuses on the policy of foreign investment in Laos and the analysis of the development of Laos mining industry. China's investment choice, research on Sino foreign investment activities, the study of mining cooperation between the two countries can not well guide the practice and solve the existing problems.
In order to accelerate the development of the Laos mining industry and improve its contribution to the economic growth, so as to realize the rapid development of the national economy, at the same time, in order to realize the strategic security and development of China's mineral resources, and to promote the win-win cooperation between China and the old and the two countries, it is necessary for us to analyze and study the cooperation between China and Laos in mining investment. The present situation, problems and Countermeasures of the investment cooperation between China and the old mining industry, using the theory analysis and the method of combining SWOT analysis, first discussed the current situation and problems of the investment cooperation between China and the old mining industry. Secondly, it analyzed the environment of the Laos mining investment, and then analyzed the impact of China on the Laos mining investment and some problems; On the basis of the problems, suggestions are put forward to promote the cooperation between China and Laos mining investment in order to achieve a healthy and rapid development goal of China's mining investment in Laos and Laos, and to achieve a win-win situation between Laos and China.
