【摘要】：相當(dāng)一段時期內(nèi),煤炭在我國的能源結(jié)構(gòu)中的主體地位不會改變。煤炭在一次能源生產(chǎn)和消費結(jié)構(gòu)中的比例仍將處于主導(dǎo)地位。目前,世界正在發(fā)生著巨大的經(jīng)濟格局的變化,產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)、增長模式都在進行著變化；煤炭這一產(chǎn)業(yè)的發(fā)展,曾經(jīng)極端暴利的時代已經(jīng)一去不復(fù)返,面臨著傳統(tǒng)產(chǎn)品結(jié)構(gòu)調(diào)整,環(huán)境資源約束,政策措施配套調(diào)整等諸多挑戰(zhàn)。由于煤炭行業(yè)的特殊性,越來越多的中國煤炭企業(yè)開始進行戰(zhàn)略轉(zhuǎn)型,在相關(guān)多元化或其他領(lǐng)域?qū)ふ倚碌慕?jīng)濟增長點,以期實現(xiàn)戰(zhàn)略轉(zhuǎn)型。但實踐表明,大多數(shù)中國煤炭企業(yè)的多元化戰(zhàn)略并不成功,越來越多的煤炭企業(yè)難以維持生存而被兼并或破產(chǎn)。 內(nèi)蒙古自治區(qū)作為國家煤炭主產(chǎn)區(qū)之一,地方煤炭企業(yè)的發(fā)展不僅接受著國際經(jīng)濟形勢的影響,也受到其他能源主產(chǎn)區(qū)煤炭企業(yè)的挑戰(zhàn)。探索地方煤炭企業(yè)發(fā)展戰(zhàn)略已成為研究區(qū)域經(jīng)濟可持續(xù)發(fā)展的重大經(jīng)濟問題。內(nèi)蒙古西蒙集團公司是一個國有參股的民營股份制企業(yè),其是地方煤炭企業(yè)中進行煤炭主業(yè)延伸發(fā)展及其他產(chǎn)業(yè)多元發(fā)展探索實踐的典型。本文致力于對西蒙集團的現(xiàn)實經(jīng)營狀況、擁有資源、優(yōu)劣勢進行分析,以期對集團未來的發(fā)展作出戰(zhàn)略規(guī)劃。 在對于多元化理論回顧的基礎(chǔ)上,本文借助PEST分析法分析了西蒙集團所面臨的外部經(jīng)營環(huán)境特征,同時又深入到西蒙集團內(nèi)部分析了其所面臨的內(nèi)部經(jīng)營環(huán)境特征。此后,結(jié)合內(nèi)外部環(huán)境分析的結(jié)果,運用SWOT分析得出了西蒙集團對于目前多元化經(jīng)營的現(xiàn)狀,應(yīng)該采取的戰(zhàn)略思想和戰(zhàn)略舉措：西蒙集團應(yīng)該采用金融控股集團的經(jīng)營模式,對煤碳產(chǎn)業(yè)及其縱向一體化發(fā)展進行運營管控；適度多元,對于房地產(chǎn)板塊進行戰(zhàn)略管控,通用航空、金融、現(xiàn)代農(nóng)業(yè)等進行財務(wù)管控。具體的戰(zhàn)略重點包括：做大做強煤炭主業(yè),提升集團核心競爭力；對房地產(chǎn)板塊進行戰(zhàn)略合作,打造集團更堅實的利潤增長點；優(yōu)化資產(chǎn)結(jié)構(gòu),對于通用航空、金融、現(xiàn)代農(nóng)業(yè)等尋求財務(wù)管控的管理模式；謹慎調(diào)整其他板塊,釋放可用資源；樹立集團經(jīng)營理念,提升企業(yè)集團經(jīng)營水平。
[Abstract]:For quite some time, the main position of coal in the energy structure of our country will not change. The proportion of coal in primary energy production and consumption will remain dominant. At present, the world is undergoing tremendous economic changes. The industrial structure, energy structure, and growth pattern are all changing. The era of coal industry development, once extremely profiteering, has gone forever. Faced with the traditional product structure adjustment, environmental resources constraints, policy and measures adjustment and many other challenges. Due to the particularity of coal industry, more and more Chinese coal enterprises begin to carry out strategic transformation and seek new economic growth points in related diversification or other fields in order to realize strategic transformation. But the practice shows that the diversification strategy of most Chinese coal enterprises is not successful, and more coal enterprises are merged or bankrupt because of the difficulty of survival. As one of the main national coal producing areas, the development of local coal enterprises in Inner Mongolia Autonomous region is not only influenced by the international economic situation, but also challenged by the coal enterprises in other major energy producing areas. Exploring the development strategy of local coal enterprises has become an important economic problem in the study of sustainable development of regional economy. Inner Mongolia Simon Group Company is a private joint-stock enterprise with state-owned shares, which is a typical example of the exploration and practice of the extension and development of the main coal industry and the diversified development of other industries in the local coal enterprises. This paper is devoted to the analysis of Simon Group's actual management situation, resources, advantages and disadvantages, in order to make a strategic plan for the future development of Simon Group. Based on the review of the theory of diversification, this paper analyzes the characteristics of the external business environment faced by Simon Group with the help of PEST analysis method, and at the same time, deeply analyzes the characteristics of the internal operating environment of Simon Group. Then, combined with the results of internal and external environment analysis, using SWOT analysis, we draw the Simon Group to the current situation of diversification, the strategic thinking and strategic measures should be taken: Simon Group should adopt the financial holding group business model, To the coal industry and its vertical integration development of operational control; moderately diversified, to the real estate sector for strategic control, general aviation, finance, modern agriculture and other financial control. The specific strategic priorities include: making the coal industry bigger and stronger, enhancing the core competitiveness of the group; carrying out strategic cooperation on the real estate sector to create a more solid profit growth point of the group; optimizing the asset structure for general aviation, finance, Modern agriculture seeks the management mode of financial control; adjusts other plates prudently, releases the available resources; sets up the group management idea, promotes the enterprise group management level.
