中國電谷(保定)智能電網(wǎng)綜合建設(shè)工程項目實施研究

【摘要】:電網(wǎng)是國家能源產(chǎn)業(yè)鏈的重要環(huán)節(jié),是國家綜合運輸體系的重要組成部分。世界各國都對電網(wǎng)的發(fā)展模式進行思考和探索,以期提高電網(wǎng)運行水平。智能電網(wǎng)建設(shè)已成為全球電力行業(yè)未來的發(fā)展方向,成為應(yīng)對各自挑戰(zhàn),實現(xiàn)可持續(xù)發(fā)展的共同選擇。我國“十二五”滾動規(guī)劃期間(2013-2017年),國家電網(wǎng)公司打造“堅強智能電網(wǎng)”將進入全面建設(shè)階段,為加快智能電網(wǎng)與城市的緊密結(jié)合,河北省電力公司啟動了“中國電谷(保定)智能電網(wǎng)綜合建設(shè)工程”規(guī)劃建設(shè)工作,希望通過科學(xué)性、前瞻性和系統(tǒng)性的智能電網(wǎng)規(guī)劃,為國家電網(wǎng)公司智能電網(wǎng)建設(shè)提供戰(zhàn)略指引。 中國電谷(保定)智能電網(wǎng)綜合建設(shè)工程是國網(wǎng)公司堅強智能電網(wǎng)綜合建設(shè)工程之一,是河北省電力公司唯一的一項智能電網(wǎng)綜合建設(shè)工程,該工程包含清潔能源接入、智能變電站、智能配用電一體化通信平臺、智能電網(wǎng)可視化平臺、電力光纖到戶等12個子項。通過智能電網(wǎng)綜合建設(shè)工程的建設(shè),將會給本地區(qū)居民帶來更加清潔、智能、綠色的生活平臺,促進本地區(qū)的信息化建設(shè),促進城市智能化發(fā)展,充分體現(xiàn)了智能電網(wǎng)“服務(wù)經(jīng)濟發(fā)展、服務(wù)節(jié)能減排、服務(wù)民生建設(shè)”的內(nèi)涵。 本文首先系統(tǒng)闡述了智能電網(wǎng)的相關(guān)理論知識,分別從美國、歐洲和國內(nèi)三個角度介紹了智能電網(wǎng)的基本內(nèi)涵,并闡述了智能電網(wǎng)建設(shè)的實質(zhì)和六大智能領(lǐng)域;其次,在分析保定電網(wǎng)在信息化工作、輸電網(wǎng)、配電網(wǎng)及智能信息架構(gòu)方面的現(xiàn)狀和評估電網(wǎng)在智能調(diào)度、智能輸電、智能變電站及智能用電能力等方面的差距的基礎(chǔ)上,闡述了河北省電力公司智能電網(wǎng)綜合建設(shè)工程,即中國電谷(保定)智能電網(wǎng)綜合建設(shè)工程的必要性并描繪了中國電谷智能電網(wǎng)的未來圖景,從項目規(guī)劃目標、重點工程項目建設(shè)和技術(shù)支撐以及建設(shè)過程中的關(guān)鍵技術(shù)點四個方面分別就清潔能源接入環(huán)節(jié)、智能變電站環(huán)節(jié)、配電自動化環(huán)節(jié)、配網(wǎng)調(diào)控一體化環(huán)節(jié)、電能質(zhì)量監(jiān)測環(huán)節(jié)、輸電線路在線監(jiān)測環(huán)節(jié)、故障搶修管理系統(tǒng)環(huán)節(jié)、智能配用電一體化通信平臺環(huán)節(jié)、用電信息采集系統(tǒng)環(huán)節(jié)、智能電網(wǎng)可視化平臺環(huán)節(jié)、電力光纖到戶環(huán)節(jié)等12各子項提出相應(yīng)建設(shè)方案。最后,根據(jù)河北電網(wǎng)的建設(shè)目標及原則,從項目規(guī)劃、重點工程項目建設(shè)和技術(shù)支撐三個方面分別就調(diào)度環(huán)節(jié)、輸電環(huán)節(jié)、變電環(huán)節(jié)、配電環(huán)節(jié)和用電環(huán)節(jié)提出相應(yīng)建設(shè)方案,并為保證河北智能電網(wǎng)建設(shè)的順利進行提出了一些保障措施。研究結(jié)果表明,本文提出的智能電網(wǎng)的建設(shè)方案對國網(wǎng)公司智能電網(wǎng)的建設(shè)會有積極的實踐意義和一定參考價值。
[Abstract]:Power grid is an important link of national energy industry chain and an important part of national integrated transportation system. Countries all over the world think and explore the development mode of power grid in order to improve the operation level of power grid. Smart grid construction has become the future development direction of the global power industry and a common choice to meet their own challenges and achieve sustainable development. During the 12th Five-Year Plan, the State Grid Corporation will build a "strong smart grid" into a comprehensive construction phase, in order to speed up the close integration of the smart grid with the city. Hebei Electric Power Company has launched the "China Electric Power Valley (Baoding) Smart Grid Comprehensive Construction Project" planning and construction, hoping that through scientific, forward-looking and systematic smart grid planning, For the State Grid Corporation smart grid construction to provide strategic guidance. The China Electric Power Valley (Baoding) smart grid comprehensive construction project is one of the strong smart grid comprehensive construction projects of the State Network Company, and is the only smart grid comprehensive construction project of Hebei Electric Power Company. The project includes clean energy access. Intelligent substation, intelligent distribution and power integrated communication platform, smart grid visualization platform, power fiber to home and other 12 sub-items. Through the construction of the smart grid comprehensive construction project, it will bring more clean, intelligent and green living platforms to the residents of the region, promote the informatization construction in the region, and promote the intelligent development of the city. It fully embodies the connotation of smart grid "service economy development, service energy saving and emission reduction, service people's livelihood construction". In this paper, the related theoretical knowledge of smart grid is systematically expounded, the basic connotation of smart grid is introduced from three angles of USA, Europe and domestic, and the essence and six intelligent fields of smart grid construction are expounded. On the basis of analyzing the current situation of Baoding power network in information work, transmission network, distribution network and intelligent information architecture, and evaluating the gap of power grid in intelligent dispatching, intelligent transmission, intelligent substation and intelligent power consumption, etc. This paper expounds the necessity of the smart grid comprehensive construction project of Hebei Electric Power Company, that is, the China Electric Valley (Baoding) smart grid comprehensive construction project, and describes the future picture of the China Electric Valley Smart Grid, and aims at the project planning. The four aspects of key project construction and technical support, as well as the key technology points in the construction process, are clean energy access link, intelligent substation link, distribution automation link, distribution network regulation and control integration link, power quality monitoring link, respectively. Transmission line on-line monitoring link, fault repair management system link, intelligent distribution and power supply integrated communication platform link, power information acquisition system link, intelligent grid visualization platform link, The corresponding construction scheme is put forward for 12 sub-items, such as electric fiber to household link. Finally, according to the construction objectives and principles of Hebei power network, the corresponding construction schemes are put forward from three aspects of project planning, key project construction and technical support, respectively, for dispatching link, transmission link, substation link, distribution link and power supply link. Some safeguard measures are put forward to ensure the construction of Hebei Smart Grid. The research results show that the smart grid construction scheme proposed in this paper will have positive practical significance and certain reference value for the smart grid construction of the national network company.
