【摘要】:作為中石油擁有施工特級資質(zhì)的建設(shè)公司下屬的設(shè)計單位,C設(shè)計研究院的業(yè)務(wù)主要是在中石油工程建設(shè)領(lǐng)域,隨著國家政策變化、行業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級的需要,其生存發(fā)展面臨重大挑戰(zhàn)。要在新環(huán)境下生存、發(fā)展,主動把握目前的競爭環(huán)境和企業(yè)的發(fā)展機遇,通過技術(shù)創(chuàng)新管理加快企業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級,已成為亟須解決的問題。 本文首先分析了C設(shè)計研究院技術(shù)創(chuàng)新管理現(xiàn)狀,指出目前存在創(chuàng)新來源信息不暢、未能有效收集信息、信息收集過程簡單、沒有深入分析信息的情況,這是技術(shù)創(chuàng)新管理開展的一個瓶頸問題;指出在立項管理上制度僵化、與市場結(jié)合不足,造成技術(shù)創(chuàng)新的后勁不足的問題。同時,研發(fā)過程管理中團隊組建方式過于簡單、人員搭配不合理,缺乏有效的計劃和控制手段,管理執(zhí)行不到位。在技術(shù)創(chuàng)新中起決定性作用的是參與的人員,但C院目前會管理、懂專業(yè)的高素質(zhì)人才相對缺乏,缺少相適應(yīng)的、有效的激勵和約束機制,,創(chuàng)新文化未形成氛圍,還不能對研發(fā)人員起到應(yīng)有的作用。另一方面,技術(shù)創(chuàng)新管理的所需資金在國企現(xiàn)狀下,審批手續(xù)繁多,不能及時到位,對技術(shù)創(chuàng)新的開展也有很大的影響。 其次,通過對C院所處的內(nèi)、外部環(huán)境、行業(yè)環(huán)境的深入分析,運用SWOT工具對自身條件、面臨機遇、存在風(fēng)險進行剖析,并進一步運用波士頓模型工具對C院各業(yè)務(wù)板塊進行測算,明確C院未來在技術(shù)創(chuàng)新管理方面的重點方向。 最后,圍繞這個方向,提出C院的技術(shù)創(chuàng)新在完善管理機制、建立人才培養(yǎng)、資金管理、有效的激勵和約束機制、信息管理、培育適合的創(chuàng)新文化等保障體系的管理策略。
[Abstract]:As a design unit affiliated to CNPC with construction super qualification, the design and research institute is mainly engaged in the field of engineering construction in China. With the change of national policies, the industry structure adjustment and the need for transformation and upgrading. Its survival and development face major challenges. In order to survive and develop in the new environment, to grasp the current competitive environment and the development opportunities of enterprises, and to speed up the restructuring and transformation and upgrading of enterprises through technological innovation management, it has become an urgent problem to solve. This paper first analyzes the current situation of technological innovation management in C Institute of Design and Research, and points out that the information of innovation source is not smooth, the information is not collected effectively, the process of information collection is simple, and the information is not deeply analyzed. This is a bottleneck problem in the development of technological innovation management, and points out that the system is rigid in the management of project establishment, and it is insufficient in combination with the market, resulting in a lack of stamina of technological innovation. At the same time, R & D process management team formation way is too simple, the personnel collocation is unreasonable, lacks the effective plan and the control means, the management execution is not in place. The people who play a decisive role in the technological innovation are the people who participate, but at present, the C Academy will manage that there is a relative lack of highly qualified personnel who understand the specialty, lack of appropriate and effective incentive and restraint mechanisms, and the culture of innovation has not formed an atmosphere. Not yet can the R & D personnel play their due role. On the other hand, the funds needed for the management of technological innovation are in the present situation of state-owned enterprises, and the examination and approval procedures are numerous and cannot be put in place in time, which also has a great impact on the development of technological innovation. Secondly, through the in-depth analysis of the internal and external environment and the industry environment of the C institute, using SWOT tools to analyze their own conditions, facing opportunities and risks. Furthermore, Boston model tool is used to calculate the business sectors of C Institute, and the key direction of future management of technological innovation in C Institute is made clear. Finally, this paper puts forward the management strategies of the guarantee system of technological innovation in C hospital, such as consummating management mechanism, establishing talent training, fund management, effective incentive and restraint mechanism, information management, cultivating suitable innovation culture, and so on.
