【摘要】:國家電力監(jiān)管委員會于2006年頒布了《并網(wǎng)發(fā)電廠輔助服務(wù)管理暫行辦法》,隨后國內(nèi)六個(gè)區(qū)域依照該辦法針對本區(qū)域制定并實(shí)施《區(qū)域并網(wǎng)發(fā)電廠輔助服務(wù)管理實(shí)施細(xì)則》,標(biāo)志著我國輔助服務(wù)由傳統(tǒng)的無償征用方式進(jìn)入可計(jì)量、可監(jiān)管μ的有償調(diào)用模式,對我國輔助服務(wù)的發(fā)展具有重大意義。 在輔助服務(wù)運(yùn)行期間,某區(qū)域發(fā)電企業(yè)提出了關(guān)于改進(jìn)輔助服務(wù)市場的不少建議,其中大部分是關(guān)于輔助服務(wù)的計(jì)算和定價(jià)的。本文立足于此,進(jìn)行了以下4方面工作。 (1)從交易的觀點(diǎn)看待輔助服務(wù)買賣,提到買賣雙方、交易單位、邊際效益遞減、均衡、無謂損失、福利、價(jià)格歧視等概念,了解市場配置資源的一些基本原理。 (2)對國內(nèi)六大區(qū)域輔助服務(wù)補(bǔ)償細(xì)則的比較和分析,,總結(jié)國內(nèi)六大區(qū)域輔助服務(wù)細(xì)則的框架部分和特色部分,并結(jié)合具體的算例認(rèn)清我國現(xiàn)階段輔助服務(wù)的實(shí)施情況。 (3)針對輔助服務(wù)支持系統(tǒng)的計(jì)算不夠詳細(xì)、不夠透明等問題,提出了一種構(gòu)建輔助服務(wù)計(jì)算的設(shè)計(jì)方案,可以很好的實(shí)現(xiàn)用戶高效、簡潔地查看一天、一個(gè)時(shí)段的具體數(shù)據(jù)。 (4)理論和實(shí)驗(yàn)證明在傳統(tǒng)分?jǐn)偰J较乱虢灰椎膯芜呚?zé)任型交易和定價(jià),不僅能夠理清輔助服務(wù)的買賣關(guān)系,而且能在滿足同樣負(fù)荷需求的前提下提供比傳統(tǒng)模式下更低的購電成本和消費(fèi)電價(jià)。
[Abstract]:In 2006, the State electricity Regulatory Commission promulgated the "interim measures for the Administration of ancillary Services in Grid-connected Power plants", and then six regions in China formulated and implemented the "Administration of ancillary Services for Regional Grid-connected Power plants in accordance with the measures" This indicates that China's auxiliary services have entered the metrological system from the traditional way of free expropriation. The payment mode of supervising 渭 is of great significance to the development of auxiliary service in our country. During the operation of auxiliary services, some regional power generation enterprises have put forward many suggestions on improving the auxiliary service market, most of which are about the calculation and pricing of auxiliary services. This article bases on this, has carried on the following four aspects of work. This paper deals with the sale of auxiliary services from the point of view of transaction, mentions the concepts of both parties, trading units, diminishing marginal benefits, equilibrium, meaningless losses, welfare, price discrimination, and so on, and understands some basic principles of market allocation of resources. 2) compare and analyze the compensation rules of six regions in China, sum up the frame part and characteristic part of the supplementary service rules of six regions in China, and make a clear understanding of the implementation situation of the auxiliary service in our country at the present stage with concrete examples. 3) aiming at the problem that the calculation of the auxiliary service support system is not enough detailed and transparent, this paper proposes a design scheme to construct the auxiliary service computing, which can realize the users' efficient and concise view of the specific data of a day and a period of time. (4) theoretical and experimental results show that the introduction of unilateral liability transactions and pricing in the traditional allocation model can not only clarify the relationship between the sale and purchase of ancillary services. Moreover, it can provide lower cost of electricity purchase and lower price of electricity consumption than traditional mode under the premise of satisfying the demand of the same load.
